HomeMy WebLinkAbout20222889.tiffCOLORADO Office of Children, Youth & Families Division of Child Welfare September 15, 2023 Re: SFY2023-24 Weld County Colorado Foster Youth Successful Transition to Adulthood Grant Award Dear Director Ulrich: The purpose of this letter from the Division of Child Welfare is to provide Weld County with the Colorado Foster Youth Successful Transition to Adulthood Grant (State Grant Program) award information, and County Financial Management System (CFMS) codes for July 1, 2023 through June 30, 2024 State Fiscal Year (SFY). This information should be shared with county finance staff. Background Information HB21-1094 Foster Youth in Transition Program was signed into law on June 25, 2021 and it created the Colorado Foster Youth Successful Transition to Adulthood Grant Program (State Grant Program) to further assist all youth who have experienced foster care at the age 14 or older in their transition to adulthood. Chafee programs will serve youth who qualify for Chafee services according to 12 CCR 2509-4 (7.305.42) and align with the requirements of HB21-1094. For additional guidance and information that was provided for the application consult the Informational Memorandum IM-CW-2023-0004. Division of Youth Services (DYS) Community Placements Services to young people in Division of Youth Services (DYS) community placements are addressed in the approved Chafee plan. Eligible DYS youth are included in the service population projections provided by the program. Chafee and 1094 Application Review Your county program has submitted the Chafee Services application and your agency has already been approved for funding for Chafee award and now for the state grant program. Additional questions will be included in the Chafee Annual Report so that counties can identify what services and supports were implemented utilizing the supplemental funding. Funding Information Alt the necessary information to access the July 1, 2023 through June 30, 2024 Chafee award has been received. The Weld County Chafee Program is approved to expend a total of $55,252 in State Grant Program funding. The County must enter expenditures into the CFMS. This award must be accounted for separately from previously awarded funds. To report State Grant program expenditures use the following codes: Program Code Function Code Account Code Description W010 2853 62515 Room/Board Reimbursement for Emancipated Youth W010 2853 Not Restricted Direct Service Delivery (Personnel Costs) W010 2853 61910 Purchase of Service W010 2853 65791 Youth Direct State Grant Program awards must be expended prior to June 30, 2024. In order for expenditures to be reflected during July 1, 2023 through June 30, 2024, expenditures must occur prior to June 30, 2024 and must be entered into CFMS by the 5th business day after June 30, 2024. Guidance will be available from CDHS settlement accounting if needed. This information should be shared with county finance staff. RECEIVED SEP 2 0 2022 WELD COUNTY COMMISSIONERS Background Information Chafee (42 U.S. Code § 677) provides states with flexible funding that enable programs to be designed and conducted to support all youth who have experienced foster care at age 14 or older in their transition to adulthood. Chafee programs wilt serve youth who qualify for Chafee services according to 12 CCR 2509-4 (7.305.42). Division of Youth Services (DYS) Community Placements Services to young people in Division of Youth Services (DYS) community placements are addressed in the approved Chafee plan. Eligible DYS clients are included in the service population projections provided by the program. Federal Fiscal Year (FFY) 2022-23 Plan Review The 2023 Chafee Services Plan your agency submitted has been approved for funding. Upon completion of this review, the state Chafee Program Coordinator wilt provide your program with written feedback for consideration in program -level continuous quality improvement (CQI) efforts. Funding Information All the necessary information to access the October 1, 2022 through September 30, 2023 Chafee award has been received. The Weld County Chafee Program is approved to expend a total of $52,483. No more than 30% of the funds may be spent for room and board which can only be paid for emancipated young adults, ages 18 to 23. Counties are also expected to provide match funds as described below. The County must enter expenditures into the CFMS. Chafee awards must be expended prior to September 30, 2023. In order for expenditures to be reflected during October 1, 2022 through September 30, 2023, expenditures must occur prior to September 30, 2023 and must be entered into CFMS prior to September 30, 2023. Guidance will be available from CDHS settlement accounting if needed. In order for Colorado to access Federal IV -E Independent Living Funds, there is a required match.
