RESOLUTION
WHEREAS, pursuant to law, the Board of County Commissioners,
Weld County, Colorado, is vested with the responsibility of administering
the affairs of Weld County, Colorado, and
WHEREAS, it has been determined by the Board that there is a
need for a new warehouse building to store county owned voting machines,
and
WHEREAS, the Board believes it to be in the best interest of the
county to seek bids for the Board's approval relative to the construction
of the aforementioned county storage facility in accordance with submitted
specifications that meet and comply with the City of Greeley, Colorado
building code requirements.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that Mr. Barton Buss, Chief
Accounting Officer and purchasing agent for Weld County, advertise for
bids to erect a suitable warehouse building for storage of county voting
machines in accordance with construction criteria and site selection,
all as shown on exhibits attached hereto and made a part hereof by
reference.
BE IT FURTHER RESOLVED, that all bids shall specify that
construction shall be in accordance with specifications as submitted.
BE IT STILL FURTHER RESOLVED, that the Board be, and it
hereby is authorized to execute an agreement with the successful bidder
for the construction of the aforementioned building upon land selected by
the County, and that the Board be authorized to pay therefor from Federal
sharing revenue funds.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote on the 25th day of April, 1973,
nunc pro tunc as of February 19th, 1973.

Bids on prestressed concrete building

On February 19, 1973 the County Commissioners authorized obtaining bids for the above building.
I contacted Prestress Concrete of Colorado Inc. and Rocky Mountain Prestress Inc. for some
sketches of a building which would suit our needs. Copies of these letters: are enclosed.
On March 9, 1973 an advertisement for proposals was published and we received two bids. We
are enclosing a copy of the advertisement which was published, together with copies of the
bids and the preliminary drawings.
The bids were opened April 10, 1973 and ,yesterday at the Board Meeting, the Commissioners
accepted the bid of Dave Fenton Inc. in the amount of $47,330.00 as the best and most advan-
tageous bid for Weld County. Perhaps we need two resolutions, one authorizing the invitation
for bids and the other accepting the above bid. The resolution accepting the bid should also.
include authorization to pay for this building in the amount of $47,330.00 from Federal Sharing
Revenue Funds.
If you have questions , please contact me, otherwise your usual prompt attention to this very
important matter will be appreciated.

WHEREAS, Contractor has by written agreement dated April 23, 1973 entered into a contract with Owner
for Votine Machine Storage Building at 1500 Second Street, Greeley, Colorado
in accordance with Drawings and Specifications prepared by Owner

which contract is by reference made a part hereof, and is hereinafter referred to as the Contract.
NOW, THEREFORE, THE CONDITION OF THIS OBLIGATION is such that, if Contractor shall promptly and faithfully perform said contract, then this
obligation shall be null and void; otherwise it shall remain in full force and effect.
The Surety hereby waives notice of any alteration or extension of time made by the Owner.
Whenever Contractor shall be, and declared by Owner to be in default under the Contract, the Owner having performed Owner's obligations thereunder,
the Surety may promptly remedy the default, or shall promptly
(1) Complete the Contract in accordance with its terms and conditions, or
(2) Obtain a bid or bids for completing the Contract in accordance with its terms and conditions,and upon determination by Surety of the lowest respon-
sible bidder, or, if the Owner elects, upon determination by the Owner and the Surety jointly of the lowest responsible bidder,arrange for a contract between
such bidder and Owner, and make available as Work progresses (even though there should be a default or a succession of defaults under the contract or
contracts of completion arranged under this paragraph) sufficient funds to pay the cost of completion less the balance of the contract price: but not ex-
ceeding, including other costs and damages for which the Surety may he liable hereunder, the amount set forth in the first paragraph hereof. The term "bal-
ance of the contract price," as used in this paragraph, shall mean the total amount payable by Owner to Contractor under the Contract and any amendments
thereto, less the amount properly paid by Owner to Contractor.
Any suit under this bond must be instituted before the expiration of two (2)years from the date on which final payment under the contract falls due.
No right of action shall accrue on this bond to or for the use of any person or corporation other than the Owner named herein or the heirs, executors,
administrators or successors of the Owner.

will be publicly opened at the Office of the Purchasing Agent.

County Courthouse.
The Board of Weld County Commissioners reserves the right to reject any or
all proposals, to waive any informalities in proposals, and to accept the
proposal that, in the opinion of the Board, is to the best interests of the

Weld County is soliciting bids for erection of a prestressed concrete build-
ing for storage of voting machines. The size is to be approximately 100 feet
by 50 feet by 10 feet high with an additional 30 feet added to the north end
with an open east front for automobile storage. One (1 ) walk-in door and
one (1 ) 16 foot electrically operated overhead door will be required in the
center of the building with tgo partitions to be used as a :cork room. Light-
ing will be required in the total building and heat will be required in the
work area. The bid is to include the building erected with a concrete flea,-
and concrete nerd outside the overhead door, approximately 23 reef srplare.
The building is also to be painted with a long lasting, high quality exterior
paint and must meet all City of Greeley code requirements.

PROPOSAL

We propose to furnish all materials and perform all labor necessary to
complete the following:
A storage building of 50' by 100' long to be paritioned off for a
24 by 50 foot workshop area with a fire wall. The fire wall is
necessary for an additional 30 by 50 foot three-sided open end area
to be used for storing automobiles. 76 by 50 foot area to be used
for storing voting machines. The building is to be built to attached
specifications.
All of the above work to be completed in a substantial and workmanlike

Payments to be made 50 percent upon erection of prestress concrete, 40
percent upon acceptance of owners and 10 percent 60 days after acceptance

Any alteration or deviation from attached specifications involving extra

JOB: Weld County Voting Machine Storage Building
OUTLINE OF SPECIFICATIONS:
1. Prestress Concrete to manufacturer' s specifications.
2. Footings: 1 foot by 2 foot with two #5 reinforcing bars for exterior
walls. 8 inches by 2 foot with 2 #5 reinforcing bars for 8 inch block
fire wall.
3. Floors: 4 inch concrete slabs with 6X6X10X10 reinforcing wire mesh
with control joint every 20 feet. Exterior slab same specifications.
4. Doors
3° X 8° Metal door with U1 Label.
10° X 12° Wood overhead door.
3°68 1 3/4 S.C. Mahagony doors between storage and work area.
5. Partitions:
2 X 4 wood studs with 5/8 inch Gypsum Wallboard with 1 hour
rating both sides of partition taped, filled and finished.
8 inch block wall with 2 hour fire rating between storage (open
area) and work shop area.
2 X 4 wood stud partition to be filled with 3 inch batt insulation.
6. Roofing
1 inch rigid roof insulation applied to meet 20 year bond
specification.
7. Electrical
4 bays 8 foot fluorescent across tees for storage area to be of
cold weather type
2 bays 8 foot fluorescent in work shop area wired for 220 and 110
volts in work shop area

8. Mechanical
1. No plumbing facilities.
2. One 200,000 BTU overhead heater to be vented according to
City Building codes.
3. Gas lines to be overhead of building.
9. Caulking Exterior Joints
Caulking shall be of an acrylic compound applied over an
expandable filler.
10. Exterior Coating
Shall be a waterproof non-chipping, crackling or peeling type.
11. All building permits necessary for completion of proposed project.
12. No soil test included - if needed owner will obtain.
13. General Contractor to furnish a performance bond.
14. General Contractor to furnish a copy of Builders Risk Policy to owner.

Gentlemen:
We submit herein our proposal for the construction of a storage building
in accordance with the plans furnished by Pre-Stressed Concrete in Wyoming.
The structure is to be pre-cast pre-stressed concrete walls and roof. The
following items are included in our bid:
Storage Area 78'x48' with 4" reinforced floor slab.
Work Area 26'x48' with 4" reinforced floor slab.
An area 32'x48' enclosed on three sides, with a 6" reinforced floor
slab.
A parking slab 20'x20' of 6" reinforced concrete in front of a 16'
wide x 10' high fiberglass overhead door.
One partition between the Work and Storage areas with a passage door.
One rest room with lavatory and water closet with an eight gallon
electric water heater.
One passage door from exterior to work area.
Two coats latex paint on all exterior walls and on the concrete ceiling.
Two coats paint on rest room walls and ceiling and on the sheet rock
partition walls.
Two 130,000 BTU unit heaters in the Work Area.
Sufficient lighting in the Storage Area to furnish approximately 25
foot-candles and in the Work Area to furnish approximately 75
foot-candles.
Twenty year guaranteed roof over 1" rigid insulation.
rl We do not include Builder's Risk Insurance.
Since we do not have a precise location for the building or location of gas,
water and sewer lines, our bid is based on extending these services to a
point five feet outside the building.
Our bid price for the work outlined above is forty two thousand four hundred
forty two dollars ($42,442.00).
Should you wish to delete painting on the concrete ceiling you may deduct
the sum of $1,300.00 from our bid.
