RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING EXTENSION OF
TEMPORARY CLOSURE OF COUNTY ROAD 18 AND MARKET STREET
INTERSECTION BETWEEN COUNTY ROADS 57 AND 59 FOR APPROXIMATELY AN
ADDITIONAL ONE (1) MONTH, FOR UNANTICIPATED MATERIAL SUPPLY
SHORTAGE DELAYS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, on the 21st day of August, 2023, pursuant to said statute and upon the basis
of traffic and personnel investigations, the Board determined that conditions existed which made
it necessary to temporarily close the County Road 18 and Market Street Intersection, between
County Roads 57 and 59, to through traffic and to regulate, warn and guide vehicular traffic by
posting signs thereon, with said closure being effective September 5, 2023, for approximately
five (5) weeks, through October 11, 2023, for intersection improvements for Waste Management
Disposal Services of Colorado, Inc., and
WHEREAS, on the 2nd day of October, 2023, pursuant to said statute and upon the basis
of traffic and personnel investigations, the Board has determined that conditions continue to exist
which make it necessary to extend said temporary closure of the County Road 18 and
Market Street Intersection, between County Roads 57 and 59, with said extended closure being
effective October 11, 2023, for approximately an additional one (1) month through November 11,
2023, for unanticipated material supply shortage delays, and further, that standard official traffic
control devices shall be erected at said closure giving notice of the restrictions.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the closure of the County Road 18 and Market Street
Intersection, between County Roads 57 and 59, be, and hereby is, extended, and effective
October 11, 2023, for approximately an additional one (1) month through November 11, 2023, for
unanticipated material supply shortage delays, and further, that standard official traffic control
devices shall be erected at said closure giving notice of the restrictions.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 2nd day of October, A.D., 2023.

Asphalt Specialties is requesting permission to extend the closure the intersection of CR 18 and Market
Street between CR 57 and CR 59 through 11/11/23 for roadway and intersection improvements for Waste
Management. Material shortages delayed the closure start time.
Original closure dates approved on August 21, 2023 were from 9/5/23 through 10/11/23.
