The property in question sets at the end of the Big Dry Creek Ditch. The ditch company does
not have jurisdiction or rights to the lateral or the reservoir (Ncrthstar) on their property.
We accept the drainage plan presented with the USR Application because it does not impact
the ditch or any other reservoir on the ditch.

1 had a chance to review the information provided by Travis Herneky outlining the proposed improvements on
the property adjacent to the North Star reservoir. 1 agree with the engineer's findings that the increase in
runoff volume will be minimal and will not impact the 100 -year rainfall routing through the North Star
Reservoir spillway.
Thank you for making me aware of the development of this property adjacent to the reservoir and let me know
if you have any other questions.

Attached is the relevant information for the proposed drainage from the Selah Springs wedding venue
draining into North Star Reservoir. 1 apologize for just now getting this to you but there appears to have
been an email address issue so 1 am just not getting this.
Note that we are applying for a drainage exemption and thus this is not a complete drainage report but an
abbreviated narrative. Overall the increased drainage is fairly minimal. The narrative only outlines volume
of runoff and not peak flows. The flows from offsite can have significant routing with small ditches etc
offsite that will change the relatively small flows. The on -site runoff hits the lake fairly rapidly similarly to
how it historically has. Since this is small and low impact all modeling was using simplified and
conservative methods.

Hi Melissa,
Thank you for reaching out! We appreciate being able to weigh in on future development projects that
could have an impact on dams. Contacting us when these come up and requesting a determination or our
"weigh-in" is the best way.
The Rules and Regulations for Dam Safety and Construction require SEO notification/approval for
construction within 200 -ft from the footprint of a jurisdictional dam. Impacts to hydrology and spillways
don't always fit within this so if you have concerns please ask.
Northstar is a jurisdictional dam and regulated by the State Engineer's Office. If you send me or have
them send me more information 1 would take a look and provide a response. 1 do know that property as
the owner does some of the maintenance work on the dam. Given this is a single property and not a
subdivision 1 think there is probably enough conservatism in the spillway design that increasing
impervious area wouldn't be an issue.

The County has received an application for an event center to be built on the parcel directly west of
North Star Reservoir. They have proposed to increase imperviousness on the site — thus, generating
increased stormwater flow to the North Star Reservoir. Please confirm that there is a jurisdictional dam
associated with this Reservoir and please let me know if there is a procedure by which Dam Safety
"signs off" on this increased flow.
