Project Narrative
The proposed business name is Mel's Dog House and is located at 13676 County Road 3, Longmont
Colorado. We are submitting a Use by Special Review Permit for a doggy daycare and boarding facility for
up to 45 dogs with the possibility of expansion in the future. The proposed business would have
operating hours of Monday -Friday 7:00AM-6:00PM and boarding hours Saturday -Sunday 10:00AM-
4:00PM.
Currently, the property consists of: 1 wood framed house with asphalt shingles, approximately
2300 SF, 1 metal sided shop with metal roof, approximately 400 SF and 1 metal sided barn to be
converted dog kennel area, approximately 1600 SF. It is proposed that, if approved, the existing barn
located adjacent to the residence on the property would be renovated to be a kennel building for up to
45 dogs. The kennel building would also include an office space, a restroom, and a commercial
dishwashing area to allow staff to easily maintain cleaning and sanitization of food dishes and water
bowls for the animals in their care. The proposed indoor kennel structure will have wall mounted LED
luminaires with log BUG rating. The lighting will be pedestrian scale for safety and to minimize impact to
adjacent properties. There are 3 guest parking spaces being proposed, with one of those three spots
being reserved for handicapped guests. The property also has spacious dog run that is enclosed with
woven wire fence material held in place with wooden posts. No new fencing is being proposed. that
allows the dogs at Mel's Dog House to play and roam safely. A noise study was conducted as part of the
USR Submittal that demonstrated minimal noise disturbance due to dogs playing in the enclosed area.
The business manager, Melissa, has over 20 years of experience working in kennel operations in
the state of Colorado. Melissa has always loved working with dogs because they show us the importance
of friendship, love, and loyalty. The applicant/investor, Shannon Kemp seeks to permit the facility at the
residence located on an 8.8 -acre parcel within a platted subdivision. The proposed business will offer
daycare for dogs from 7am-6pm Monday -Friday and boarding options for dogs needing care while their
owners are out of town. The goal of the business would be offer the community affordable and safe care
for their dogs for the day or for extended periods of time. All dogs in Mel's Dog House will be supervised
and cared for by trained and compassionate staff in accordance with PACFA (Pet Animal Care Facilities
Act) Rules and Regulations.
The proposed business outlined in this USR will positively impact the welfare of the residence of
the property as well as providing a necessary service for the surrounding community. Additionally, it will
benefit the county by adding an additional small business within the community.

1. Explain the proposed use and business name.
The proposed business name is Mel's Dog House. We are applying for a Use by Special Review Permit for
a doggy daycare and boarding facility for up to 45 dogs with the possibility of expansion in the future.
The applicant/investor, Shannon Kemp seeks to permit the facility at the residence located on an 8.8 -acre
parcel within a platted subdivision. The proposed business will offer daycare for dogs from 7am-6pm
Monday -Friday with overnight boarding options for dogs needing care while their owners are out of town.
Ms. Kemp does not currently live on the property. The manager of the kennel, Mellissa Kittler, lives on
the property full time. Additional employees will be hired as the number of dogs at the facility increases.
The supervisor -dog ratio will be within the limits of PACFA (Pet Animal Care Facilities Act).
2. Explain the need for the proposed use.
Full time working dog owners often need help caring for their dogs while they are working 8 -10 -hour
days. Additionally, Mel's Dog House would offer a safe place for dog's to stay while families are out of
town for vacations or work trips. The goal of the business would be offer the community affordable and
safe care for their dogs for the day or for extended periods of time. All dogs enrolled at Mel's Dog House
will be supervised and cared for by trained and compassionate staff. The business manager, Melissa, has

3. Describe the current and previous use of the land.
The current and previous use of the land is detached residential.
4. Describe the proximity of the proposed use to residences.
The proposed use is approximately 390' from the residence to the northwest, 700' from the residence to
the north east and 380' to the residence to the south west.
5. Describe the surrounding land uses of the site and how the proposed use is compatible
with them.
The surrounding land uses of the site include rural residential properties and agricultural fields. Many of
the surrounding properties have farm animals living on the property. It is not uncommon for kenneling
facilities to be surrounded by agricultural fields and rural residential properties because the open space is
conducive to the space needed for animals to roam and play. The property has ample space for the
business, the existing residential use and possible expansion in the future.
6. Describe the hours and days of operation (i.e. Monday thru Friday 8:00 a.m. to 5:00 p.m.).
Doggy Daycare: Monday -Friday 7:OOam-6:OOpm
Overnight Boarding Only- Saturday -Sunday 10:OOam-4:OOpm
The proposed business would have operating hours of Monday -Friday 7:OOAM-6:OOPM and boarding
hours Saturday -Sunday 10:OOAM-4:OOPM. Clients are expected to collect their dog within this time
window and should not be on the property outside these hours of operation. Mellissa Kittler, the
manager, lives on the property full time and will be enforcing these policies.
7. Describe the number of employees including full-time, part-time and contractors. If shift
work is proposed, detail number of employees, schedule and duration of shifts.
No shift work is proposed. In compliance with PACFA (Pet Animal Care Facilities Act) rules and
regulations, there must be at least one human supervisor for ever 15 dogs commingled within each
common area. If more than 15 dogs are commingled in a common area, then eh supervisor -dog ratio
becomes:
2-15 dogs — one supervisor
16-30 dogs — two supervisors
31-45 dogs —three supervisors
45-60 dogs — four supervisors.
With 60 dogs enrolled at the facility, there will be 4 full time employees present during daytime business
hours.
8. Describe the maximum number of users, patrons, members, buyers or other visitors that
the site will accommodate at any one time.
The maximum number of patrons dropping off or picking up their dogs is limited to 3 patrons at any one
time. Dog pick up times will be scheduled with the manager on the property and staggered to avoid
conflicts with parking. The handicap parking stall will be marked with signage. Dogs can also be escorted
from the kennel to their owners vehicle by the manager and in an extreme case there is additional
parking areas on the property.
9. List the types and maximum numbers of animals to be on the site at any one time (for
dairies, livestock confinement operations, kennels, etc.).
The maximum number of animals to be on the site at any one time would be 45 dogs. All dogs in Mel's
Dog House will be supervised and cared for by trained and compassionate staff in accordance with PACFA
(Pet Animal Care Facilities Act) Rules and Regulations. PACFA rule 14.10.4 gives acceptable supervisor -
dog ratios. With 30 dogs present at the facility 2 supervisor would be on staff. This facility will comply
with all PACFA rules and regulations.
10. List the types and number of operating and processing equipment.
No operating or processing equipment is anticipated to be required for this business.
11. List the types, number and uses of the existing and proposed structures.
- 1 wood framed house with asphalt shingles, approximately 2300 SF.
- 1 metal sided shop with metal roof, approximately 400 SF
- 1 metal sided barn to be converted dog kennel area, approximately 1600 SF.
12. Describe the size of any stockpile, storage or waste areas.
A large 96 gallon waste bin will be kept outside of the kenneling facility. The only other waste areas will
be small garbage bins in the office areas and restroom areas of the repurposed barn/kennel.
13. Describe the method and time schedule of removal or disposal of debris, junk and other
wastes associated with the proposed use.
Mel's Dog House will dispose of all canine waste in sealed plastic bags in the garbage daily. The business
will use Western Disposal to collect waste on a weekly basis.
14. Include a timetable showing the periods of time required for the construction of the
operation.
At this time, construction timelines for this project are not proposed.
15. Describe the proposed and existing lot surface type and the square footage of each type
(i.e. asphalt, gravel, landscaping, dirt, grass, buildings).
The proposed site is approximately 9 acres. The driveway is approximately 0.4 acres of gravel. There is
approximately 400 square feet of landscaping around the residence that is on the property. The rest of
the property consists of native grasses and trees.
16. How many parking spaces are proposed? How many handicap -accessible parking spaces
are proposed?
There are 3 guest parking spaces being proposed, with one of those three spots being reserved for
handicapped guests.
17. Describe the existing and proposed fencing and screening for the site including all
parking and outdoor storage areas.
The existing fence on the site consists of stranded barbed wire fence surrounding the entire property.
The dog run areas are enclosed with woven wire fence material held in place with wooden posts. No new
fencing is being proposed.
18. Describe the existing and proposed landscaping for the site.
The properties' ground cover is established with well -maintained native vegetation and grasses.
Additional landscape screening is noted on the USR map.
19. Describe reclamation procedures to be employed as stages of the operation are phased
out or upon cessation of the Use by Special Review activity.
20. Describe the proposed fire protection measures.
The laneway to the parking area will be wide enough for a fire truck to maneuver. Additionally, any
building renovations will be up to fire code.
21. Explain how this proposal is consistent with the Weld County Comprehensive Plan per
Chapter 22 of the Weld County Code.
Sec 22-2-10- Guiding Principles: Respecting Agricultural Heritage, Promoting Economic Growth, and
stability:
Mel's Dog House is within the Agricultural Zone District. Dog kenneling and boarding are common uses
within Agricultural zones and are advantageous to the large space available on the property. The
property has ample room between adjacent properties that will minimize noise disputes and allow plenty
of room for the dogs to safely roam within their fenced enclosure. Additionally, this is a small, family -
owned business that will be a positive addition to the surrounding community.
22. Explain how this proposal is consistent with the intent of the zone district in which it is
located. (Intent statements can be found at the beginning of each zone district section in
Article III of Chapter 23 of the Weld County Code.)
Section 23-3-10- Intent
The property is zoned as Agricultural. This district is established to maintain and promote agriculture as
an essential feature of the county. Section 23-3-10 lists Animal Boarding and Animal Training Facilities as
a Use By Right within the Agricultural Zone District.
23. Explain how this proposal will be compatible with future development of the surrounding
area or adopted master plans of affected municipalities.
The intent of the property is to remain as zoned, Weld County A, AG. This USR is consistent with the
intent of the district.
24. Explain how this proposal impacts the protection of the health, safety and welfare of the
inhabitants of the neighborhood and the County.
The proposed business outlined in this USR will positively impact the welfare of the residence of the
property as well as providing a necessary service for the surrounding community. Additionally, it will
benefit the county by adding an additional small business within the community.
25. Describe any irrigation features. If the proposed use is to be located in the A
(Agricultural) Zone District, explain your efforts to conserve prime agricultural land in the
locational decision for the proposed use.
The prosed USR shows most of the property will be maintained as established native grasses to be
maintained by the property owner. This will aid in the preservation the prime agricultural land in the area.
26. Explain how this proposal complies with Article V and Article XI of Chapter 23 if the
proposal is located within any Overlay Zoning District (Airport, Geologic Hazard, or Historic
Townsites Overlay Districts) or a Special Flood Hazard Area identified by maps officially
adopted by the County.
The proposal is not within any of the overlay of any of the zoning districts described above.
27. Detail known State or Federal permits required for your proposed use(s) and the status
of each permit. Provide a copy of any application or permit.
Melissa, the kennel operator, is completing her Pet Animal Care Facilities Act licensing and inspection
program through the Colorado Department of Agriculture.
DEVELOPMENT REVIEW QUESTIONNAIRE
1. Describe the access location and applicable use types (i.e., agricultural, residential,
commercial/industrial, and/or oil and gas) of all existing and proposed accesses to the parcel. Include
the approximate distance each access is (or will be if proposed) from an intersecting county road.
State that no existing access is present or that no new access is proposed, if applicable.
The existing access location is directly perpendicular to Weld County Road 3. The access is located on
the east side of the county road. The access drive is gravel and approximately 350' long before reaching
the dog kennels. No new access to the property is being proposed.
2. Describe any anticipated change(s) to an existing access, if applicable.
There are no anticipated changes to the existing access.
3. Describe in detail any existing or proposed access gate including its location.
There are no existing or proposed access gates for this location.
4. Describe the location of all existing accesses on adjacent parcels and on parcels located on the
opposite side of the road. Include the approximate distance each access is from an intersecting county
road.
All existing accesses on adjacent properties are perpendicular to Weld County Road 3 and provide direct
access to each parcel.
5. Describe any difficulties seeing oncoming traffic from an existing access and any anticipated
difficulties seeing oncoming traffic from a proposed access.
We do not anticipate difficulties seeing oncoming traffic from the existing access. A traffic letter has
been provided with the USR submittal.
6. Describe any horizontal curve (using terms like mild curve, sharp curve, reverse curve, etc.) in the
vicinity of an existing or proposed access.
There are no horizontal curves along Weld County Road 3 in the vicinity of the existing access. No new
access is being proposed.
7. Describe the topography (using terms like flat, slight hills, steep hills, etc.) of the road in the vicinity
of an existing or proposed access.
The topography of the road in the vicinity of the existing access is a slight hill that is sloping down from
Nort to South. No new accesses are being proposed.

USE BY SPECIAL REVIEW (USR) ENVIRONMENTAL HEALTH QUESTIONNAIRE
1. Discuss the existing and proposed potable water source. If utilizing a drinking water well, include
either the well permit or well permit application that was submitted to the State Division of
Water Resources. If utilizing a public water tap, include a letter from the Water District, a tap or
meter number, or a copy of the water bill.
The property of the proposed business has access to municipal water. A copy of the water bill has
been included in the submittal.
2. Discuss the existing and proposed sewage disposal system. What type of sewage disposal system
is on the property? If utilizing an existing on -site wastewater treatment system, provide the on -
site wastewater treatment permit number. (If there is no on -site wastewater treatment permit
due to the age of the existing on -site wastewater treatment system, apply for a on -site
wastewater treatment permit through the Department of Public Health and Environment prior to
submitting this application.) If a new on -site wastewater treatment system will be installed,
please state "a new on -site wastewater treatment system is proposed." (Only propose portable
toilets if the use is consistent with the Department of Public Health and Environment's portable
toilet policy.)
The residential property and the kennel building have separate septic systems. A new septic system
is being installed adjacent to the kennel building to service the restroom addition. The septic system
locate can be found on the USR map.
3. If storage or warehousing is proposed, what type of items will be stored?
No storage or warehousing is proposed for this project.
4. Describe where and how storage and/or stockpile of wastes, chemicals, and/or petroleum will
occur on this site.
Canine waste will be disposed of daily in sealed plastic bags in the 96 -gallon disposal bin. The waste
will be collected weekly by Western Disposal.
5. If there will be fuel storage on site, indicate the gallons and the secondary containment. State the
number of tanks and gallons per tank.
There will be no fuel storage at this site.
6. If there will be washing of vehicles or equipment on site, indicate how the wash water will be
contained.
There will be no vehicle washing at this site. Kennels will cleaned and sanitized according to PACFA
standards.
7. If there will be floor drains, indicate how the fluids will be contained.
Any fluids that will be washed away through floor drains will be contained by the sanitary sewer
septic tank system.
8. Indicate if there will be any air emissions (e.g. painting, oil storage, etc.).

Communications Plan:
Mel's Doghouse will prioritize creating and maintaining valuable community relations regarding the
operation of its doggy daycare and boarding facility. The manager and resident on site has been in close
contact with the neighboring property owners and will continue to keep surrounding neighbors well
informed regarding the operation of it's facility.
Decommissioning Plan:
The proposed USR, if approved, will be exclusive to the property and the owner concurrently. If the
property is sold, the USR will not remain with the property only. The decommissioning plan would involve
the following steps to return the property to its original condition:

Dust Abatement Plan
Mel's Doghouse will ensure dust suppression is maintained throughout the construction phase of the
project by utilizing water trucks when necessary. A Drainage Letter has been provided in this submittal
that thoroughly outlines drainage and stormwater management. A Building Permit will be reviewed and
approved by Weld County prior to construction beginning, additionally dust control measures will be
reviewed with the contractor prior to beginning construction.
Currently, native grasses are well maintained throughout the property. Mel's Doghouse will ensure the
native vegetation is maintained and does not grow over 8" high. Mel's doghouse will gravel the access
drive and parking area to further maintain dust suppression.

Northern Colorado Geotech has completed a geotechnical engineering exploration for the proposed
addition to the shed located at 13676 Weld County Road 3 near Longmont, Colorado. This study
was performed in general accordance with our proposal number P22016g dated September 30, 2022.
The subsurface soils at the site consisted of lean clay with sand to a depth of approximately 8 feet.
The soils are underlain by siltstone/claystone bedrock. The results of our field exploration and
laboratory testing indicate that the soils have low expansive potential and low load bearing
capabilities.
Based on the anticipated construction and the results of our engineering exploration, it is our opinion
that the proposed addition may be supported on a spread footing foundation system. Slab on grade

SCOPE
This report contains the results of our geotechnical engineering exploration for the proposed office
addition to the existing metal shed located at 13676 Weld County Road 3 near Longmont, Colorado.
This report includes descriptions of, and geotechnical engineering recommendations relative to:
subsurface soil and bedrock conditions
• groundwater conditions
• foundation design and construction
• drainage
• floor slab design and construction
earthwork
The recommendations contained in this report are based upon the results of field and laboratory
testing, engineering analyses, and experience with similar soil conditions, structures and our
understanding of the proposed project.
SITE CONDITIONS
The site is occupied by an existing metal shed that appears to use slab on grade construction. The
site is located on a small acreage parcel that is generally vegetated with native grasses. An existing
residence is located south of the shed and a hay -shed is located to the west. Weld County Road 3 is
located further to the west. Residential and/or pasture acreage sites were observed to the north, south
and east.
PROPOSED CONSTRUCTION
As we understand it, the project will consist of building an addition on the west side of the existing
metal building to be used as an office for the doggy daycare facility at the site. The addition is
anticipated to use slab on grade construction. Final site grades were not available at the time of the
exploration, although we assume the addition will match the existing grade of the structure.

SITE EXPLORATION
One test boring was drilled on November 23, 2022. The boring was drilled to an approximate depth of
15 feet at the location shown on the Site Plan, Figure 1. The boring was advanced with a truck -
mounted drilling rig, utilizing 4 -inch diameter solid stem augers.
The boring was located in the field by pacing from property lines and/or existing site features. A
relative surface elevation at the boring location was obtained by measurements with an engineer's
level from a temporary bench mark (TBM) shown on the Site Plan. The accuracy of the boring
location and elevation should only be assumed to the level implied by the methods used to determine
each.
A lithologic log of the boring was recorded by an engineering geologist during the drilling operations.
At selected intervals, samples of the subsurface materials were taken by driving split -spoon and/or ring
samplers. Standard penetration measurements were recorded while driving a split -spoon and/or ring
sampler into the subsurface materials. The standard penetration test is a useful index in estimating
the density of the materials encountered.
Groundwater conditions were evaluated in the boring at the time of subsurface exploration.
Laboratory Testing
The samples retrieved during the subsurface exploration were returned to our laboratory for
observation by the project manager. The soils were classified in general accordance with the Unified
Soil Classification System. At that time, the field descriptions were confirmed or modified and an
applicable laboratory testing program was formulated. A boring log was prepared and is attached with
this report.
Laboratory tests were conducted on selected samples and are presented on the boring logs and
attached laboratory test sheets. The test results were used for the geotechnical engineering analyses,
and the development of foundation and earthwork recommendations.

SUBSURFACE CONDITIONS
Soil and Bedrock Conditions
Soils at the site generally consisted of lean clay with sand to an approximate depth of 8 feet. The
materials underlying the surface soils and extending to the maximum depth of exploration consisted of
siltstone/claystone bedrock. A summary boring log is attached with this report.
Groundwater Conditions
Groundwater was encountered at an approximate depth of 8 feet in the test boring at the time of field
exploration. These observations represent groundwater conditions at the time of the field exploration,
and may not be indicative of other times, or at other locations. Groundwater levels can be expected to
fluctuate with varying seasonal and weather conditions.
Field Test Results
Field test results indicate that the clay soils vary from soft to medium in consistency. The bedrock
varies from soft to moderately hard in hardness.
Laboratory Test Results
Laboratory test results indicate that the soils have low expansive potential and low load bearing
capabilities.
DESIGN RECOMMENDATIONS
Foundation Design
Based on the results of our subsurface exploration and the results of the laboratory testing, it is our
opinion that a spread footing foundation system may be used for support of the proposed office
addition. The footings should be placed on undisturbed soils and/or engineered fill material.
Potentially soft soils will require particular attention in the design and construction.
Design and construction recommendations for foundation systems and other earth connected phases
of the project are outlined below.
Footing Foundations
Based on the results of our subsurface exploration and laboratory testing, it is our opinion that a
spread footing foundation system bearing upon undisturbed soil and/or engineered fill may be used for

support of the proposed office addition. The footings may be designed for a maximum bearing
pressure of 1,250 psf. The design bearing pressure applies to dead loads plus design live load
conditions. The design bearing pressure may be increased by one-third when considering total loads
that include wind or seismic conditions.
Existing fill on the site should not be used for support of foundations without removal and
recompaction.
Exterior footings should be placed a minimum of 30 inches below finished grade for frost protection
and to provide confinement for the bearing soils. Finished grade is the lowest adjacent grade for
perimeter footings.
If a frost protected foundation is used (monolithic slab foundation), it should be designed to meet the
requirements of the 2018 IRC and any local amendments.
Footings should be proportioned to reduce differential foundation movement. Proportioning on the
basis of equal total movement is recommended; however, proportioning to relative constant dead -load
pressure will also reduce differential movement between adjacent footings. Total movement resulting
from the assumed structural loads is estimated to be on the order of 1 inch or less. Differential
movement should be on the order of 1/2 to 3/4 of the estimated total movement. Additional foundation
movements could occur if water from any source infiltrates the foundation soils; therefore, proper
drainage should be provided in the final design and during construction.
Areas of soft soils may be encountered at foundation bearing depth. Soft soils should be removed to a
minimum depth of 12 -inches and a minimum of 12 -inches horizontally beyond the edge of footings.
Soft soils should be replaced with 3/4 -inch to 11/2 -inch washed aggregate.
Foundations and masonry walls should be reinforced as necessary to reduce the potential for distress
caused by differential foundation movement. The use of joints at openings or other discontinuities in
masonry walls is recommended.
Foundation excavations should be observed by Northern Colorado Geotech. If the soil conditions
encountered differ significantly from those presented in this report, supplemental recommendations
may be required.
Surface Drainage
Positive drainage should be provided during construction and maintained throughout the life of the
proposed project. Infiltration of water into utility or foundation excavations must be prevented during
construction. Planters and other surface features which could retain water in areas adjacent to the

building or pavements should be sealed or eliminated. In areas where sidewalks or paving do not
immediately adjoin the structure, we recommend that protective slopes be provided with a minimum
grade of approximately 10 percent for at least 10 feet from perimeter walls. Backfill against footings,
exterior walls, and in utility and sprinkler line trenches should be well compacted and free of all
construction debris to reduce the possibility of moisture infiltration.
Downspouts, roof drains or scuppers should discharge into splash blocks or extensions when the
ground surface beneath such features is not protected by exterior slabs or paving. Sprinkler
systems should not be installed within 5 feet of foundation walls. Landscaped irrigation adjacent to
the foundation system should be minimized or eliminated.
Floor Slab Design and Construction
Some differential movement of slab -on -grade floor systems is possible should the subgrade soils
become elevated in moisture content. To reduce potential slab movements, the subgrade soils should
be prepared as outlined in the earthwork section of this report.
Additional floor slab design and construction recommendations are as follows:
• Positive separations and/or isolation joints should be provided between slabs and all
foundations, columns or utility lines to allow independent movement.
• Control joints should be provided in slabs to control the location and extent of cracking.
A minimum 2 -inch void space should be constructed above, or below non-bearing partition
walls placed on the floor slab. Special framing details should be provided at door jambs
and frames within partition walls to avoid potential distortion. Partition walls should be
isolated from suspended ceilings.
• Interior trench backfill placed beneath slabs should be compacted in accordance with
recommended specifications outlined below.
• In areas subjected to normal loading, a minimum 4 -inch layer of clean -graded gravel
should be placed beneath interior slabs.
• Floor slabs should not be constructed on frozen subgrade.

Exterior slabs -on -grade, exterior architectural features, and utilities founded on, or in backfill may
experience some movement due to the volume change of the backfill. Potential movement could be
reduced by:
minimizing moisture increases in the backfill
controlling moisture -density during placement of backfill
using designs which allow vertical movement between the exterior features and adjoining
structural elements
placing effective control joints on relatively close centers
General Earthwork
All earthwork on the project should be observed and evaluated by Northern Colorado Geotech.
The evaluation of earthwork should include observation and testing of engineered fill, subgrade
preparation, foundation bearing soils, and other geotechnical conditions exposed during the
construction of the project.
Site Preparation
Strip and remove existing vegetation, debris, and other deleterious materials from proposed
building and pavement areas. All exposed surfaces should be free of mounds and
depressions which could prevent uniform compaction.
Stripped materials consisting of vegetation and organic materials should be wasted from the
site, or used to revegetate landscaped areas or exposed slopes after completion of grading
operations.
Demolition of any existing improvements should include complete removal of all foundation
systems within the proposed construction area. This should include removal of any loose
backfill found adjacent to existing foundations. All materials derived from the demolition of
existing structures and pavements should be removed from the site, and not be allowed for use
in any on -site fills.
If unexpected fills or underground facilities are encountered, such features should be removed
and the excavation thoroughly cleaned prior to backfill placement and/or construction.
It is anticipated that excavations for the proposed construction can be accomplished with
conventional earthmoving equipment. However, the relatively high moisture content of the soil
may lead to pumping of the soil subgrade if a front-end loader is used for excavation.

Therefore, we recommend the use of a back -hoe excavator to reduce potential pumping of the
subgrade.
The individual contractor(s) is responsible for designing and constructing stable, temporary
excavations as required to maintain stability of both the excavation sides and bottom. All
excavations should be sloped or shored in the interest of safety following local, and federal
regulations, including current OSHA excavation and trench safety standards.
Fill Materials and Placement
All exposed areas which will receive fill should be scarified to a minimum depth of eight inches,
conditioned to near optimum moisture content, and compacted.
The placement of soils on the site should be observed by Northern Colorado Geotech. The fill
should be assessed for suitability of use in the proposed fill and tested for placement including
compaction percentage and moisture content.
Engineered fill should be placed and compacted in horizontal lifts, using equipment and
procedures that will produce recommended moisture contents and densities throughout the lift.
Recommended compaction criteria for engineered fill materials are as follows:
Clean on -site soils or approved imported materials may be used as fill material.

percent below, to 2 percent above optimum. Granular soils should be compacted within a
moisture range of 3 percent below to 3 percent above optimum unless modified by the project
geotechnical engineer.
GENERAL COMMENTS
The analysis and recommendations presented in this report are based upon data obtained from
borings performed to obtain representative subsurface conditions at the site. Variations in the soil
between borings will occur. Northern Colorado Geotech should be present during construction to
observe the excavation and construction procedures and confirm or modify our recommendations.
The scope of services for this project does not include either specifically or by implication any
environmental assessment of the site.
This report is intended exclusively for the use by the client. Any use or reuse of the findings and/or
recommendations of this report by parties other than the client without the written consent of Northern
Colorado Geotech is undertaken at said parties' sole risk.

1.0 Introduction
The purpose of this Traffic Letter is to evaluate the proposed traffic generated by the
proposed Doggie Daycare Project located on WCR 3 south of Hwy 66, Weld County,
Colorado.
2.0 Proposed Development
The proposed project consists of a dog day-care land use on the property. Access to the
site is proposed from WCR 3 on the west side of the property. See Figure 1: Vicinity Map
and Figure 2: Site Plan.

3.0 Trip Generation
Site generated traffic estimates are determined through a process known as trip
generation. Rates and equations are applied to the proposed land use to estimate traffic
generated by the development during a specific time interval. The acknowledged source
for trip generation rates is the Trip Generation Report published by the Institute of
Transportation Engineers (ITE). The Institute of Transportation Engineers' (ITE) Trip
Generation Manual does not provide detailed data on dog/pet day-care facilities. As such,
KE was able to estimate the weekday peak hour trip generation for the AM and PM peak
hours based upon information provided by the client and project team. The project team
provided the following trip generation data:

4.0 Conclusions:
The findings of the Traffic Letter are summarized below:
• The proposed project is conservatively anticipated to generate a maximum of approximately
172 daily total weekday trips, 86 AM total peak hour trips, and 86 PM total peak hour trips.
See Table 1: Trip Generation
• The project's trip generation traffic is low. See Table 1: Trip Generation.
• The proposed project will not create a negative traffic impact upon the local and regional
traffic system and the existing roadway improvements are sufficient to accommodate the
project's traffic.
• WCR 3 is currently in a well -maintained condition with an appropriate dust abatement
treated gravel surface.
Weld County's dust abatement triggers for daily traffic levels are:
• More than 200 vehicles per day (vpd) require treatment with mag-chloride
• More than 300 vpd requires an alternative pavement as accepted by Public Works
• More than 400 vpd requires pavement
Based upon trip generation, traffic counts, and the projected project traffic volumes, it is
anticipated that the projected vpd on WCR 3 will be greater than 200 vpd and less than 300
vpd with the addition of the project's traffic. In light of the above information, KE
recommends that WCR 3 remain in its current maintained condition and that the client
works with Weld County to ensure that the condition of WCR 3 continues to be in an
acceptable, well -maintained dust abatement treated gravel surface condition per the
discretion of Weld County.

Waste Management Plan
Mel's Doghouse will be implementing a Waste Management Plan for the proposed Doggy Daycare and
Boarding facility. The solid waste generated by the dogs will be picked up daily and placed in sealed
plastic bags that will be disposed of in a standard 98 -gallon trash bin located adjacent to the kenneling
building (repurposed barn directly North of the residential building on the property). Additional waste
generated by the business will be minimal and limited to items disposed of by the employees of the
business such as lunch containers and any waste generated by the resident and employee of the
residential building on site. The waste will be collected weekly by Western Disposal.

SITE CONDITIONS
It is our understanding that the site will re -purposed to be a doggy day care facility. The application to
the County lists the potential for a maximum of 80 dogs which would require 6 full time employees. It
is also possible that a small percentage of people dropping off/picking up dogs will ask to use the
restroom. We assume a maximum of 10 percent (8 people) may use the restroom in this fashion.
The existing shed will have an office built on the west portion of the structure. The site is located on
an acreage parcel near Longmont, Colorado. An existing residence is located on the property south
of the proposed business. The septic system is envisioned to be located west of the business. The
leach field will be placed in an area that is currently a gravel drive. This driveway will be abandoned
in the re -purposing of the site and traffic will be re-routed to a driveway that moves vehicles to the
south of the proposed leach field. Overall surface drainage is poor to the south. An existing shed and
Weld County Road 3 are located further to the west with residences on acreage parcels located to the
north and south. Pasture ground is located to the east. The Weld County website does not list a
septic permit number for the existing residence although we are aware it is serviced by a septic
system. The residences to the north and south have septic permit numbers of G19830146 and
619830195, respectively. We are unaware of the presence of natural or cultural features at the site.
Two soil profile test pits were excavated in the area of the proposed absorption bed. The test pits
were excavated to a depth of 8 feet. The test pits were drilled at the locations show on the Site Plan,
Figure 1. Soils in the area of the proposed absorption bed consisted of lean clay with sand to a depth
of 6 feet. Weathered siltstone bedrock was encountered below the soils. Summary boring logs are
attached with this report.
Groundwater conditions were evaluated in each boring at the time of subsurface explorations, and
one day after the drilling. Groundwater or the physical features present from past high groundwater
were not observed to a depth of 8 feet.
The borings were located in the field by pacing from property lines and/or existing site features.
Relative surface elevations at the boring locations were obtained by measurements with an engineer's
level from a temporary bench mark (TBM) shown on the Site Plan. The accuracy of the boring
locations and elevations should only be assumed to the level implied by the methods used to
determine each.
SEPTIC SYSTEM DESIGN CRITERIA
1 Soil Type, Texture and Structure:
The soils are lean clay with sand (Clay Loam) with a blocky and granular soil structure
shape and a moderate soil structure grading characteristic.
We recommend a Design Rate = Soil Type 3 with a LTAR of 0.35
2 Min Bed Area: Q = 6 full-time employees (20 gal/per/day) =120 gallons
+ 8 visitors (5 gal/per/day) = 40 gallons Total Q = 160 gal/day

SEPTIC SYSTEM DESIGN SPECIFICATIONS
1 Septic Tank — Minimum = 1,000 gallon tank. The tank will need to meet the specifications of
Weld County Regulations 30-9-20. The lid of the tank must be sufficient to withstand the load
created by the burial depth of soil. We are not aware of water soluble sulfate concentrations
that would significantly affect a concrete septic tank. Risers must be used to provide access to
the tank.
2 Infiltrators — Minimum of 33 Standard Quick 4 infiltrators in an absorption bed (3 rows wide by 11
long = 33 Quick 4's for an absorption bed)
3 Distribution Box - Installed level to provide equal distribution of effluent. Riser must be used to
provide access to D -Box.
4. Backfill - 12 inches (minimum) of on -site soil. The top 4 inches shall be organic topsoil.
5 The system should maintain a minimum 1/4 -inch per foot slope from the house to the septic
tank. The slope of the effluent line from the tank to the absorption bed should be a minimum of
1/8 -inch per foot.
6. An inspection port should be placed at the four corners of the absorption bed.
GENERAL NOTES
1 All construction shall be in compliance with Weld County Health Dept and State regulations.
2 Any deviation from the plan must be approved by WCHD and/or Northern Colorado Geotech
prior to construction.
3 Siltstone bedrock was encountered in the soil profile test pits located at the proposed soil
absorption bed at a depth of 6 feet. Therefore, the bottom of the leach field should be placed no
more than 2 feet below existing grade (4 feet above the limiting zone0.
4. All parts of the field shall be located the minimum distances from land features including 100'
from any well, 50' from a pond or ditch, 20' from all dwellings and 10' from all property lines.
5 The system shall be inspected by WCHD and/or Northern Colorado Geotech during critical
phases of construction.
6 Positive drainage shall be provided to minimize surface runoff from entering the system.
7. The top of the field shall be seeded or sodded with low-water demand vegetation to control
erosion and aid evapo-transpiration. Large trees or shrubs should not be planted within 6 feet of
the field.
8 The completed leach field should not be paved or driven over at any time.
9 A licensed septic system installer should be chosen by the client. A list of licensed installers is
available from WCHD. The installer should use best construction practices during all phases of
the septic system construction.
10 Proper maintenance of the septic system will help lengthen effective life of the system.

including the EPA manual "A Homeowner's Guide to Septic Systems".

INSTALLATION INSTRUCTIONS
1 Excavation should be performed in such a way as to limit/eliminate traffic over the area of the
absorption bed.
2 All wastewater lines shall be constructed of compatible pipe, primer, bonding agent and fittings.
3 Use Schedule 35 pipe except where piping is placed under driveways or roadways — in these
locations use Schedule 40 pipe.
4. All system piping shall be bedded with select, granular material. Material may be on -site or
imported material.
5 Compact soils around tank and distribution box to ensure piping will remain level and settlement
will not create bellies within the piping.

For those of us who need a safe haven for our dogs, this is the place. I have been looking for quite some
time for the perfect place for my rather shy 70 pound "baby" . Mel's Dog house is perfect. It's a small
family -run operation. The property is well maintained. It is clean with functional and cosmetically
pleasing fencing.
While there are some larger businesses around Norther Colorado, we pet owners need an option of
smaller family run placed that are run by persons experienced in dog day care and boarding. Melissa's
business offers both.
The area has a country feel and I believe currently zoned agriculture. I think Melissa's business fits the
feel of the area and I would not hesitate to have this business as my neighbor.

Weld County. We have two Portuguese Water Dogs, one that is five and the other that is about
2 1/2.
We have been bringing the dogs for day care a couple of times a week at Mel's and have left
them there in Mel's care while we were out of the country on two extended vacations.
We have been delighted with the care that Melissa and her crew have provided for our dogs
and the wonderful grounds that she has for the dogs to play and exercise.

I am writing to express my support to the proposed plan to allow a 45 -dog kennel at Mel's Dog
House, a dog day care and boarding business owned and operated by Mellisa Kittler located at
13676 Co Rd 3, Longmont, CO 80504 (a property owned by Shannon Kemp).
Melissa Kittler has more than 15 years of experience in dog day care and boarding; as well as
several years of experience in the veterinary industry. She genuinely loves each dog in her care and
is passionate about her job. Her understanding and knowledge of dogs is unparalleled to anyone I
know (and I have been a veterinarian for 8 years). Melissa is also one of the kindest individuals I
know, which is another reason so many people trust her with their beloved animals. I have been
using Melissa to take care of my dogs for more than two years and have never had an issue. The
property at 13676 Co Rd 3 is securely fenced, fairly isolated, and allows plenty of space for the
dogs to run around safely. I have never had any concerns regarding the safety of the dogs there.
The place is clean, far from overcrowded, and (unlike my experience at other daycares/dog
kennels), I have not once smelled something unpleasant when visiting.
47.2% of Coloradoans own a dog' and in a 2019 survey, Longmont was named the fastest growing
city in the USA'. Looking at these statistics, it is easy to understand there is a growing need for dog
daycares and boarding facilities. In Longmont, excluding Mel's dog house, only three other places
offer these services (Camp Bow Wow Longmont, Happy Hounds and Rocky Mountain Kennels);
which is far from enough to accommodate the needs of Longmont dog owners.
Please approve this application. I believe Melissa would operate a great facility and her business
would satisfy a need for the Longmont community.

community.
My three year old Labrador retriever has attended several dog daycare facilities prior to Mel's.
These facilities were all in cramped quarters on cement floors with a little artificial turf, which
present many problems for canines, related to premature joint distress, the prevalence of
contagious canine diseases in over crowded indoor facilities, and the stress of restricted ability
to run away from the chaos.
Mel's Dog House provides an ultra healthy open outdoor space and loving home like setting
where canines can thrive. Melissa Kittler is the best dog whisperer I have ever known. All the
dogs respect and listen to her. The dogs hardly ever bark, which is different from any other
facility I have ever encountered. The dogs are so calm and relaxed there, due to the spacious
outdoor environment where they get to really run and release pent up energy. Melissa also
plays fetch and other stimulating games to keep them all engaged and well exercised. The dogs
are all allowed to take a rest when they need, so the environment at Mel's Dog House is ideal.
Melissa keeps this facility immaculate as poop is always cleaned up immediately and disposed
of in a sanitary method. I can't say enough to express how well Mel's Dog House is operated.
The neighbors are far enough away that I doubt they ever hear a dog bark or experience any
negative effect from this facility and operation.
I am respectfully requesting that you grant approval for Mel's Dog House. As a community, we
need more canine daycare/boarding facilities like Mel's.

My name is Krystin Cruz. Over the last seven years I have had the opportunity to grow a
relationship with Melissa Kittler. Back in 2017 I rescued my first dog Mae who is an Australian
Cattle dog mix. She was very timid, destructive, and her nipping instincts were a concern. As a
full time employee living in an apartment I thought I had made a big mistake. Melissa took the
leap in showing me the importance of exercise, leadership, and how to be a pack leader for my
dog
I have taken Mae to two other daycare facilities and none of them compare to the times she is
in Melissa's care. I had to pull my dog out of them because they could not handle her high
energy or anxiety issues. They did not know how to release my dog's energy in such a small
yard with teenagers supervising or adults who do not share the love and knowledge of
challenging dogs' needs. I was paying for the facilities to watch my dog while she sat in a kennel
for the majority of the day.
When Melissa told me her dreams were coming true in starting a doggie daycare I was more
than excited. I know that when my dog is in Melissa's hands she is being provided the best care
because my dog is able to run, play, and learn boundaries in a safe environment. Mae comes
home happy and exhausted after spending the day with Melissa. This past year, I've gotten to
witness Melissa take multiple aggressive -nervous dogs and introduce them into the pack within
a few hours. She is very passionate about what she does for the dogs. I like to call her the dog
whisperer.
Her facility is like no other having 4 acres of land with beautiful 8 foot tall fences for the dogs to
have a safe, spacious environment. Her location is in the right spot with tons of space away
from neighbors in the back of her property and not near the road. I do not understand why there
are concerns about noise with the neighbors. Melissa does an outstanding job with helping the
dogs settle down during drop off and pick up time. I understand the neighbors nearby also have
a concern about the dog's excrements disrupting the irrigation water and Union Reservoir. I
bring Mae to the dog swim area at Union Reservoir at least twice a month for her to go swim
and socialize. I always see dogs defecate and urinate in that water. When I come to pick up my
dog at Melissa's I do not notice stool being left on the ground. She has always kept everything
clean over the years I have known her. I always smell cows at her property especially when we
have a cold front.
Melissa's philosophy of the pack is not heard of at other doggie daycares. Melissa takes the
time to train her pack and work on their quirks unlike other facilities. She has taught my dog and
I how to be a better team. Please consider Mel's dog house to be approved for this USR (Case
Number:USR23-0004). She will be a huge impact for anyone in this community that owns a dog.
Colorado is supposed to be a very dog friendly state. Please don't take away this dream due to
a few complaints when there are multiple families that depend and trust Melissa Kittler with their
4 legged children.

I am writing to voice my support of Melissa Kitler in owning/operating Mel's Dog House located at
13676 County Road 3, Longmont Co. I first met Melissa in 2008 when she worked as a daycare manager
at Longs Peak Animal Hospital Daycare/Kennel. My German Shepherd Zora went to daycare two times
as week there for several years. She adored Melissa as did I. She was wonderful with Zora and all the
dogs there. When Melissa left Longs Peak Animal Hospital Daycare, Zora did as well. Throughout the
years, Melissa and I have kept in touch. From time to time our dogs would even have playdates. During
this time, Melissa has continued to work with dogs either at a vet clinic or managing other dog daycares.
In March of 2020, Melissa and her family adopted one of my foster dogs from Front Range German
Shepherd Rescue. My husband and I are extremely picky about who adopts our foster dogs. Melissa's
family was a shoe -in. We knew that Banner now King would have a wonderful family. King now lives
with her ex -partner, she still sees him and helps with his care.
When Melissa told me, she was planning on opening her own doggie daycare in 2022/2023 I was
ecstatic. My husband and I lost Zora in 2019 and in late 2020 adopted an eight -month -old very high
energy female German Shepherd name Gracie. Due to her high energy and anxiety issues, my husband
and I have pulled Gracie from both Camp Bow Wow and Happy Hounds dog daycares. Neither of them
was able to handle her energy. I knew from my prior experience with Melissa and also meeting her and
King for a playdate in 2021 that she would be great with Gracie as a daycare provider.
I rely on Gracie going to Mel's Dog House weekly to help with her anxiety, wear down her energy and
keep her socialized. She absolutely loves Melissa and her time spent at Mel's Dog House. If Melissa is no
longer able operate her business, Gracie will lose the only doggie daycare she has done well at. I have
also referred several other friends to Mel's Dog House and their dogs benefit from Melissa's knowledge
as well.
Melissa is amazing with animals, especially dogs. She has an extensive knowledge of pack mentality, dog
personality and is more than able to meet their needs. Having Mel's Dog House at her location is an
asset.to the community.

My name is Denise Cruz, I rescued my dog named Dusty less than a year ago. Dusty is
almost two and has high anxiety when it comes to meeting new people. I have tried taking him
to other doggie daycares and unfortunately he was very fearful of the staff members. The
facilities did not know how to help my dog. I was unsure if Dusty would ever overcome this
behavior.
I met Melissa Kittler five years ago through my daughter. She has over 20 years of
experience working with dogs and their owners. From the moment Dusty met Melissa he trusted
her and I knew I had nothing to worry about. My dog has learned over the last few months how
to be a part of a pack and strangers are not something to be in fear of. Melissa taught me how
to navigate Dusty's fear of strangers and made me a better owner for him.
Melissa has spent many years building other doggie daycare facilities and now has the
opportunity to build her own with an investor that believes in her. Melissa took great
consideration in choosing the location for her facility in a rural area of 10 acres. She built the 4
acre yard for the dogs with 8 foot tall fences away from the neighbors that live close to the road
to keep the dogs from disturbing their peace and quiet. She has double doors for the yard
entrance and exit to ensure safety and prevent dogs from escaping as this is part of PACFA's
rules.
Colorado is a state that is supposedly dog friendly. Many people own dogs and most
people have to work 5 days a week. Dog owners are in need of daycares with people they can
trust to give their dogs the enrichment and exercise they need when we are at work. Please
consider Mel's dog house to be approved for this USR (Case number: USR23-0004). She has
helped multiple dog owners by providing high quality care and will make an outstanding impact
