RE: ANNUAL MEETING AND 2024 BUDGET HEARING — WELD COUNTY PIONEER
COMMUNITY LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 20,2023,at 9:00 a.m.,with the following present:
Commissioner Mike Freeman,Chair
Commissioner Perry L.Buck,Pro-Tem
Commissioner Scott K.James
Commissioner Kevin D.Ross
Commissioner Lori Saine
Also present:

Budget Manager,Jennifer Oftelie
The following business was transacted:
• I hereby certify that pursuant to a notice dated December 6,2023,and duly published
December 8,2023,in the Greeley Tribune,the Annual Meeting of the Weld County Pioneer
Community Law Enforcement District Authority Board was conducted,and a public hearing was
conducted to consider the proposed 2024 Budget for the Weld County Pioneer Community Law
Enforcement Authority District.Jennifer Oftelie,Budget Manager,explained this district is located
near the Town of Keenesburg,and recommended approval of the property tax,in the amount of
$5,903.00, specific ownership tax of$240.00,for a total revenue of$6,143.00, to pay for
extraordinary patrol services by the Sheriffs Office.
• No public testimony was offered concerning this matter.
• Commissioner Buck moved to approve the Resolution to Adopt the Budget,in the amount
of$6,143.00.The motion was seconded by Commissioner Ross,and it carried unanimously.
El Ms.Oftelie requested approval to appropriate the funds for expenditure.Commissioner
James moved to approve the Resolution to Appropriate Sums of Money. The motion was
seconded by Commissioner Buck,and it carried unanimously.
• Ms.Oftelie requested approval to set the mill levy at 7.000 mills,for a total assessed value
of$843,240.00,which is up$270,000.00 from last year,and will collect$5,903.00.Commissioner
Ross moved to approve the Resolution to Set the Mill Levy at 7.000 mills.The motion was
seconded by Commissioner Buck,and it carried unanimously.

El Ms.Oftelie recommended approval of the Intergovernmental Agreement with the Sheriff's
Office to provide law enforcement services in the area.Commissioner James moved to approve
said agreement and authorize the Chair to sign.The motion was seconded by Commissioner
Ross,and it carried unanimously.
There being no further discussion,the hearing was completed at 10:45 a.m.
This Certification was approved on the 3rd day of January,2024,by the newly nominated and
approved Board of Commissioners for 2024.
