WELD COUNTY,COLORADO
WEDNESDAY,DECEMBER 27,2023
The Board of County Commissioners of Weld County,Colorado,met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building,Greeley,Colorado,December 27,2023,at the hour of 9:00 a.m.
ROLL CALL:The meeting was called to order by the Chair and on roll call the following members
were present,constituting a quorum of the members thereof:
Commissioner Mike Freeman,Chair
Commissioner Perry L.Buck,Pro-Tem
Commissioner Scott K.James—EXCUSED
Commissioner Kevin D.Ross
Commissioner Lori Saine—EXCUSED

1 MINUTES:
1)There being no corrections to the Minutes of the Board of County Commissioners meeting of
December 11,2023,as printed,Commissioner Buck moved to approve.Commissioner Ross seconded
the motion and it carried unanimously.
(LEI 2)There being no corrections to the Minutes of the Board of County Commissioners meeting of
December 13,2023,as printed,Commissioner Buck moved to approve.Commissioner Ross seconded
the motion and it carried unanimously.
al CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of
Hearings conducted on December 13,2023,as follows:1)2024 Final Budget and Emergency Ordinance
#260,In the Matter of the Annual Appropriation for the Year 2024,2)ILD23-0001—William and Debra
Senseney,3)1MJUSR23-22-0027-CBEP Land 2,LLC,do CBEP Solar 9,LLC,and ECA CO Lead,
and 4)PUDF23-0002—Amanda,Brandon,Lisa,and Moriah Nguyen.Commissioner Buck seconded the
motion,which carried unanimously.
ET AMENDMENTS TO AGENDA:There were no amendments to the agenda.
Re CONSENT AGENDA:Commissioner Ross moved to approve the Consent Agenda,as printed.
Commissioner Buck seconded the motion and it carried unanimously.

NI WARRANTS:
1)GENERAL WARRANTS-DECEMBER 20,AND 22,2023:Commissioner Buck moved to approve the
General Warrants,as printed.Commissioner Ross seconded the motion and it carried unanimously.
El BIDS:
1)APPROVE BID#62300211,LEGAL NEWSPAPER SERVICE FOR 2024—CLERK TO THE BOARD:
Toby Taylor,Purchasing Department,explained the two(2)vendors who submitted a bid were asked to
provide pricing based on three(3)different samples of publications the County is statutorily required to
offer the public.He stated staff recommends selecting the lowest bidder who met specifications,The
Greeley Tribune,for an estimated amount of$48,792.60. Mr.Taylor noted in addition to having a
substantially higher cost for stated publications,Colorado News Conservancy,dba Colorado Community
Media(aka Fort Lupton Press)does not meet the statutory requirement of an office located within Weld
County.Commissioner Ross moved to approve said bid.The motion was seconded by Commissioner
Buck,and it carried unanimously.
. 2)PRESENT BID#62300208,COUNTY-WIDE JOB CLASSIFICATION AND COMPENSATION
STUDY-DEPARTMENT OF HUMAN RESOURCES:Mr.Taylor stated three(3)bids were received and
staff will make a recommendation on January 24,2024.
RE 3) PRESENT BID#B2300216, 2024 3/4-TON 4X4 EXTENDED CAB 8-FOOT BED PICKUP
(QTY 5)-DEPARTMENT OF FLEET SERVICES:Mr.Taylor stated five(5)bids were received and staff
will make a recommendation on January 10,2024.
11O NEW BUSINESS:
1) CONSIDER CONTRACT ID #7702 ADDENDUM TO CONTRACT FOR YOUTH AT-RISK OF
HOMELESSNESS (YARH) SUMMATIVE EVALUATION AND PARTICIPATION COMPARISON OF
PATHWAYS TO SUCCESS GRANT PROJECT,AND AUTHORIZE CHAIR TO SIGN-CENTER FOR
POLICY RESEARCH:Jamie Ulrich,Director of the Department of Human Resources,stated the Chaffee
program uses Weld County as a comparison site, and this addendum provides Weld County
compensation in the amount of$10,000.00.Commissioner Ross moved to approve said addendum and
authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried
unanimously.
L] 2)CONSIDER CONTRACT ID#7709 CHAFEE COLORADO FOSTER YOUTH SUCCESSFUL
TRANSITION TO ADULTHOOD GRANT PROGRAM AND CHAFEE COLORADO FOSTERING
SUCCESS VOUCHER PROGRAM COMBINED APPLICATION AND PLAN FOR FEDERAL AND
STATE FISCAL YEAR 2024,AND AUTHORIZE CHAIR AND DEPARTMENT OF HUMAN SERVICES
TO SIGN:Ms.Ulrich requested the Board's approval to submit a combined grant application and stated
these funds will allow the Department of Human Services to provide housing vouchers for a portion of
the unhoused Chafee youth.Commissioner Buck moved to approve said combined application and
authorize the Chair and the Department of Human Services to sign.The motion was seconded by
Commissioner Ross,and it carried unanimously.
IN 3)CONSIDER DIRECTING CLERK TO THE BOARD TO HAVE PUBLISHED EMERGENCY
ORDINANCE NO. 259-B, SUPPLEMENTAL APPROPRIATION FOR 2023:Jennifer Oftelie,Budget
Manager,requested the Board's permission for the Clerk to the Board to submit the notice for publication,
for the Final 2023 Supplemental Appropriation,slated for January 17,2024.Commissioner Buck moved
to approve said Resolution. The motion was seconded by Commissioner Ross, and it carried
unanimously.

IN PUBLIC COMMENT:No public comment was offered.
RESOLUTIONS AND ORDINANCES:The Resolutions were presented and signed as listed on the
Consent Agenda.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.There being no further business,this meeting was adjourned at 9:10 a.m.
The meeting took place in 2023,with Commissioner Mike Freeman as Chair.These Minutes were
approved on the 10th day of January, 2024, by the newly nominated and approved Board of
Commissioners for 2024.
