RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING AMENDED DETOUR
ROUTE FOR TEMPORARY CLOSURE OF TWO RIVERS PARKWAY BETWEEN
COUNTY ROAD 54 AND STATE HIGHWAY 60 FOR APPROXIMATELY FOUR (4)
MONTHS, FOR CULVERT REPLACEMENT, BRIDGE REHABILITATION, AND ROAD
CONSTRUCTION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, on January 25, 2023, pursuant to said statute and upon the basis of traffic
and personnel investigations, the Board determined that conditions existed which made it
necessary to temporarily close Two Rivers Parkway, between County Road 54 and
State Highway 60, to through traffic and to regulate, warn and guide vehicular traffic by posting
signs thereon, with said closure being effective February 21, 2023, for approximately four and a
half months, with an anticipated completion date of July 1, 2023, for a culvert replacement, bridge
rehabilitation, and road construction, and
WHEREAS, the Board has been presented with an Amended Detour Route Map depicting
the Closure of County Road 25, between County Road 54 and State Highway 60, for local traffic
only for public safety reasons.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.

BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that the Amended Detour Route Map depicting the Closure
of County Road 25, between County Road 54 and State Highway 60, be temporarily closed for
local traffic only for public safety reasons, with said closure being effective February 21, 2023, for
approximately four and a half months, with an anticipated completion date of July 1, 2023, for a
culvert replacement, bridge rehabilitation, and road construction, and further, that standard official
traffic control devices shall be erected at said closure giving notice of the restrictions.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 15th day of May, A.D., 2023, nunc pro tunc February 21, 2023.

SUBJECT: BOCC Agenda Item
Requesting an amendment to the existing resolution to add a revision to the detour map for the approved
closure below. CR 25 between SH 60 and CR 54 within the detour route has been closed to use for Local
Traffic Only for public safety reasons.
Weld County Public Works is requesting permission to close Two Rivers between Weld County Road 54
and State Highway 60 beginning 2/21/23 thru 7/1/23 for culvert replacement, bridge rehab, and road
construction.
