HomeMy WebLinkAbout20231643.tiffRESOLUTION RE: APPROVE CONCURRENCE LETTER FOR SERVICE AREA OF FOREIGN -TRADE ZONE (FTZ) PROGRAM AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Concurrence Letter for the Service Area of Foreign -Trade Zone (FTZ) Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Finance and Administration, to World Trade Center Denver, and WHEREAS, after review, the Board deems it advisable to approve said letter, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Concurrence Letter for the Service Area of Foreign -Trade Zone (FTZ) Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Finance and Administration, to World Trade Center Denver, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said letter. This program is often attractive to companies who have import/export operations as a component of their operation. The program encourages U.S.- based operations by removing certain disincentives associated with manufacturing in the United States. Weld County has one area located at the Great Western Industrial Park in Windsor. http://preatwesternindustrialpark.com/sites/ftz/. The World Trade Center (WIC) has assumed administrative oversight of the FTZ program from the City & County of Denver. The program was somewhat stagnant before the WTC took it over. The WTC is updating processes and regulations and is currently in the process of bringing the FTZ designation in line with most other similar programs around the country (Colorado is one of only 2 states under the old process). The new designation and associated processes will decrease company acceptance from 180+ days to 30-60 days and will allow for opportunity to expand the zone designation in other areas of the county. Upstate Colorado is working on additional potential for marketing and lead generation opportunities with this initiative. As part of this process the World Trade Center requires a support letter from Weld County for the Feds. The letter attached was drafted by staff at Upstate Colorado and Upstate is requesting the Commissioners sign on to support this process. By supporting and signing the letter, the BOCC acknowledges that the 1,11/TC will be able to apply to the Foreign -Trade Zone Board for authority to service sites located within Weld County and that the zone will be made available on a uniform basis to companies within Weld County. What options exist for the Board? (include consequences, impacts, costs, etc. of options): 1) Approve and sign the WTC's service area concurrence letter 2) Do not approve the request Recommendation: Weld County Finance, along with Upstate Colorado, recommends the Board approve the request to sign the WTC's service area concurrence letter.
