Billings, Chairman Proton Roy Moser Samuel S. Telep, County Attorney Burman Lorenson, Weld County Planning Commission Jeannette Ordway, Acting Clerk to the Board Barbara Billings, Shorthand Reporter Meeting was called to order by Mr. Billings. The record was made by Mr. Telep. Ken T. Colwell proceeded to discuss the district. He presented three exhibits to the officials: A) New corrected legal description B) New corrected plat of district C) New Western Hills Fire Protection District Plan Witnesses were called to the stand by Mr. Colwell and sworn in by Mr. Telep. 1. Howard Rice, Chairman for the committee for Western Hills; stated a need for the fire district as well as police protection. Went over the proposed Service Plan. 2. Mrs., Louise Warner, Administrator at Birch Avenue Manor Nursing Hone; need district because the state license will not be renewed if they do not get fire protection 3. Darrell Idler, Secretary-Treasurer of Western Hills; agreed with statements made by Mr. Rice 4. John Haley, representing Nelson, Haley, Patterson & Quirk; office and hone both in district and feels there is a need Questions from the audience were directed to these witnesses: 1. Nilo C. Jeppson, representative of Clover Club Fools; Would they be included in the district? Yes. All property within the area will be covered unless they petition out. 2. Morey Mamlin, representative of the Elks Lodge; They cannot be taxed by law. Would they still be covered? Yes. 3. D. B. Bolenbaugh; Who would protect airport, golf rnirse and club house? Greeley Fire Chief, Bruce Forbes, said the city will protect anything awned by the city. 4. Kay McElroy; What is the city annexation plan? Councilwoman, Irma Princic, stated that because of the liabilities involved the city feels obligated to the city not the area around Greeley. 5. Lawrence Hertzke; If an area is annexed, would it then became part of the city protection district? Yes. The landowner would still be taxed for the original bond for 20 years, however. 6. Stan Boyes; The land for the east station had been donated. What about the west station? Aims College is the location of the west station. There is a legal question regarding this. Also, would this fire district help the insurance classification? Yes, the area is presently class 10. This rating would be a 9 with the fire protection district. 7. Mr. Bolenbaugh again questioned. Will there be any financial help from the county? The county has donated two civil defense trucks which will be converted. All of the organizations in the area except the Elks Lodge has contributed something. 8. Mr. Rice returned to the stand to add that letters fran both Rosedale and Garden City have been received. They will be in the district. 740493 Letters included as exhibits 4 and 5. 9. Mr. Hertzke again spoke asking what type of plugs and what water system would be used? The city lines could be tapped. County Subdivision Regulations regarding distance between plugs would be used. This is no further than 1000 feet apart on a six inch line and twenty pounds of pressure per square inch of water. Mr. Billings stated that the people in the district will vote on it. Mr. Telep added that a similar hearing rust be held in District Court. A count was taken. IN FAVOR: 20 OPPOSED: 5 Ms. McElroy opposed the tax base. At present time, the raw land would also be taxed same as improved land. Ken Harsh indicated that other similar districts are less expensive. He was answered that most other districts are voluntrrr districts where this one would employ full time fire fighters. Mr. Burman Inrenson, Weld County Planning Commission, recommended favorably. The reasons stated are noted on the resolution from Planning Commission. A motion was made and seconded to take this plan under advisement for later action. A decision to be made at the following Wednesday meeting, April 17, 1974. Motion carried. Mr. Billings adjourned the hearing. Hello
