HomeMy WebLinkAbout20233402.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, NOVEMBER 22, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 22, 2023, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross — EXCUSED Commissioner Lori Saine Also present: Deputy County Attorney, Karin McDougal Acting Clerk to the Board, Houstan Aragon Controller, Chris D'Ovidio MINUTES: There being no corrections to the Minutes of the Board of County Commissioners meeting of November 8, 2023, as printed, Commissioner Buck moved to approve. Commissioner James seconded the motion and it carried unanimously. II CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of Hearings conducted on November 8, 2023, as follows: 1) USR23-0033 — John Scott Byrnes Trust, c/o CBEP Solar 28, LLC and 2) USR23-0032 — McKee Ranch, LLLP, c/o CBEP Solar 16, LLC. Commissioner James moved to approve said hearing certifications. Chair Freeman stated staff has requested a continuance for USR23-0025-Sandra Strobel, to December 4, 2023, at 9:00 a.m., and with Chair's Prerogative, the request was granted. arm AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion and it carried unanimously. PRESENTATIONS: 1) TENURE OF SERVICE AWARD, DEPARTMENT OF HUMAN SERVICES — REBECCA LORENZ: Jamie Ulrich, Director of the Department of Human Services, expressed her appreciation and acknowledged Rebecca Lorenz for her tireless efforts for the past ten (10) years with the coordination and execution of the annual holiday party for foster and kinship families. She further stated the foster and kinship families look forward to this party all year and expressed Ms. Lorenz has a heart for providing support and demonstrated it by her efforts and community partnership. Rebecca Lorenz was present and Minutes, Wednesday, November 22, 2023 2023-3402 Page 1 BC0016 stated she loved providing coordination in this capacity and loves her team. Each Commissioner, in turn, expressed their appreciation for Ms. Lorenz's time and dedication to the children in foster and kinship homes throughout Weld County. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS-NOVEMBER 21, 2023: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner James seconded the motion and it carried unanimously. El BIDS: 1) APPROVE BID #62300201, SHERIFF UNIFORMS AND EQUIPMENT - SHERIFF'S OFFICE: Toby Taylor, Purchasing Department, stated staff recommends selecting the lowest bidder who met specifications, Curtis Blue Line, for a total amount of $161,548.90. He further stated this bid allows for purchasing the same uniforms and equipment items at the same price for up to two (2) additional years at the County's discretion. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner James, and it carried unanimously. NEW BUSINESS: 1) CONSIDER CONTRACT ID #7583 AGREEMENT FOR RESPITE SERVICES AND AUTHORIZE CHAIR TO SIGN - STEVEN AND CRYSTAL FRETWELL: Ms. Ulrich stated this is a new agreement for foster parents to provide respite care services. Commissioner James moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. Ej 2) CONSIDER CONTRACT ID#7593 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - ALAINA MAUS: Ms. Ulrich stated this is a new provisional kinship foster care home located in Sterling, Colorado. Commissioner Buck moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously. IEJ 3) CONSIDER CONTRACT ID#7598 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - PATRICK AND TONI MOORE: Ms. Ulrich stated this is a new kinship foster care home located in Firestone, Colorado. Commissioner James moved to approve said contract and authorize the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously. I ---- 4) CONSIDER CONTRACT ID #7595 RESERVATION AND SERVICE CONTRACT, AND AUTHORIZE CHAIR TO SIGN -MOUNTAIN SHADOW CARRIAGES: Ms. Ulrich stated this contract will provide carriage rides for foster care and kinship families attending the holiday party, which is budgeted and covered by grant funding. Commissioner Saine moved to approve said contract and authorize the Chair to sign. Commissioner Buck seconded the motion, and it carried unanimously. 5) CONSIDER CONTRACT ID #7625 AGENCY PARTNERSHIP AGREEMENT AND MEMORANDUM OF UNDERSTANDING FOR COORDINATED ASSESSMENT AND HOUSING PLACEMENT SYSTEM (CAHPS) PARTNER FOR COLORADO HOMELESS MANAGEMENT INFORMATION SYSTEM (COHMIS), AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY — NORTHERN COLORADO CONTINUUM OF CARE: Ms. Ulrich stated this agreement and memorandum of understanding provides staff shared access to database information and authorizes staff to collect, use, and share said information with entities in Weld County as it relates to homelessness efforts, and staff recommends approval. Commissioner James moved to approve said Minutes, Wednesday, November 22, 2023 2023-3402 Page 2 BC0016 agreement and memorandum of understanding and authorize the Chair to sign and submit electronically. The motion was seconded by Commissioner Buck, and it carried unanimously. le 6) CONSIDER DELEGATION OF SIGNATORY AUTHORITY FOR COUNTY VETERANS SERVICE OFFICER MONTHLY REPORT IN COMPLIANCE WITH C.R.S. §28-5-707 AND §28-5-804: Ms. Ulrich requested authority for either her as Director, or Tami Grant, as the Deputy Director of the Department of Human Services, to sign and submit the required monthly report for the Veterans Service Officer. Commissioner Buck moved to approve said delegation of signatory authority. The motion was seconded by Commissioner James, and it carried unanimously. El 7) CONSIDER SIX (6) INTERGOVERNMENTAL AGREEMENTS FOR SCHOOL RESOURCE OFFICER SERVICES AND AUTHORIZE CHAIR TO SIGN - VARIOUS ENTITIES: Sonja Kohlgraf, Sheriff's Office, stated the Intergovernmental Agreements (IGA) are to enable various school districts in Weld County to provide a School Resource Officer (SRO) program until summer of 2024. Commissioner Buck moved to approve said agreements and authorize the Chair to sign. The motion was seconded by Commissioner James. Chair Freeman commented on the importance of providing school resource officers, due to the society we live in today, and thanked Sheriff Reams for approaching the Board concerning this matter. In response to Chair Freeman, Lieutenant Ben Endreson, Sheriff's Office, stated there has been positive feedback and appreciation shared from these communities to the Sheriff's Office for the SRO program. He recalled recent instances that have impacted several communities, which further solidifies their need to be present. There being no further discussion, the motion carried unanimously. 8) CONSIDER APPLICATIONS FOR VARIOUS AMBULANCE SERVICE LICENSES AND AUTHORIZE CHAIR TO SIGN: Gabri Vergara, Department of Public Health and Environment, introduced Matt Concialdi, Emergency Medical Services (EMS) Chief and Public Information Officer (PIO) for the Platteville Gilcrest Fire Protection District; as well as the Chair for the Emergency Medical/Trauma Services (EMTS). Ms. Vergara stated there are sixteen (16) applications for ambulance licensure under various Tiers of services that are provided throughout Weld County. She further stated the EMTS Council and staff recommends approval. Commissioner James moved to approve said applications and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and the motion carried unanimously. le 9) SECOND READING OF CODE ORDINANCE#2023-20, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 12 LICENSES AND PERMITS OF THE WELD COUNTY CODE (SECURE TRANSPORTATION SERVICES): Commissioner James moved to read Code Ordinance#2023-20 by title only. The motion was seconded by Commissioner Buck, and it carried unanimously. Karin McDougal, Deputy County Attorney, read the title for the record, and stated there have been no changes since First Reading. Commissioner James moved to approve Code Ordinance #2023-20 on Second Reading. The motion was seconded by Commissioner Buck, and it carried unanimously. 10) SECOND READING OF CODE ORDINANCE #2023-21, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 14 HEALTH AND ANIMALS OF THE WELD COUNTY CODE (NOCO HUMANE): Commissioner James moved to read Code Ordinance#2023-21 by title only. The motion was seconded by Commissioner Buck, and it carried unanimously. Ms. McDougal, read the title for the record, reviewed the proposed changes, and stated there have been no changes since First Reading. Commissioner Buck moved to approve Code Ordinance #2023-21 on Second Reading. The motion was seconded by Commissioner James, and it carried unanimously. RESOLUTIONS AND ORDINANCES:The Resolutions were presented and signed as listed on the Consent Agenda.Code Ordinances#2023-20 and#2023-21 were approved on Second Reading.
