RE: A LIMITED EVENT PERMIT, LEP23-0001 - JIM AND KIRSTEN HUMPHREY,
CIO AMERICAN CANCER SOCIETY
A public hearing was conducted on September 6, 2023, at 9:00 a.m., with the following present:
Commissioner Mike Freeman, Chair

The following business was transacted:
• I hereby certify that pursuant to a notice dated August 24, 2023, and duly published
August 26, 2023, in the Greeley Tribune, a public hearing was conducted to consider the request
of Jim and Kirsten Humphrey, do American Cancer Society, for a Limited Event Permit,
LEP23-0001, for a fundraiser dinner and concert in the A (Agricultural) Zone District.
Bruce Barker, County Attorney, made this a matter of record.
IR Maxwell Nader, Department of Planning Services, presented a brief summary of the
proposal, stating the application is for the American Cancer Society's Cattle Baron's Ball, which
is an event that has successfully taken place in Weld County for over 30 years, and there are
900 guests and 100 volunteers anticipated. He shared the event has been held at the proposed
location successfully for the last two (2) years, the American Cancer Society has also applied for
a Special Events Permit for alcohol sales and consumption, and the event is proposed for
September 23, 2023, from 5:30 p.m. until midnight. Mr. Nader detailed the applicant has
contracted Emergency Medical Services (EMS), as well as the Weld County Sheriff's Office, the
Windsor -Severance Fire Rescue District will perform a walk through the day before the event, the
Colorado State Patrol has provided a permit for the event, and the Town of Windsor Police
Department has been made aware of the event. Mr. Nader also discussed the food, bartending,
and restroom contracts. He stated requests for referral were sent to several agencies and notice
was provided to required surrounding property owners.
• Rachel Befort, American Cancer Society representative, introduced herself for the record
and thanked the Board of County Commissioners for their support.
• No public testimony was offered concerning this matter.

Commissioner Saine moved to approve the request of Jim and Kirsten Humphrey,
do American Cancer Society, for a Limited Event Permit, LEP23-0001, for a fundraiser dinner
and concert in the A (Agricultural) Zone District, based on the recommendations of Planning staff
and referral agencies. The motion was seconded by Commissioner Ross and it carried
unanimously. There being no further discussion, the hearing was completed at 9:40 a.m.
(Clerk's Note: Reference the Minutes of the Board of County Commissioners Meeting held on
September 6, 2023, regarding the related Special Events Permit, issued to the American Cancer
Society.)
This Certification was approved on the 20th day of September, 2023.
