Hello Dan, Max, and Kim, On behalf of the City of Aurora, I am providing the attached 2023 Soil Sampling and Monitoring Summary Report for the Aurora Water North Campus Aquifer Recharge and Recovery Site A in Fort Lupton, CO. This report is provided to satisfy condition 3B of the USR Permit for the Prairie Waters Project (USR-1582). I called the Planning Department on January 3, 2023 and received a call-back and voicemail from Chris Gathman last week who provided your contact information as the recipients of this report. Background: In January 2012, a Soil Sampling and Monitoring Work Plan was developed to satisfy condition 3B of the permit stating that soil samples will be collected from 10 locations across the Site and will be analyzed for Toxicity Characteristic Leaching Procedure (TCLP) of the Resource Conservation Recovery Act (RCRA) 8 metals. Baseline soil sampling was conducted in 2012 and annual sampling was conducted for the first five years of Site operation from 2013- 2017. Previous reports have been submitted to Weld County Planning Dept. via email. The 2022 sampling event CORRUn;Ccxshic/15 0/30/23 2023-0294 PL- 19 25 represented the first event conducted at the 5 -year frequency following the initial 5 -year annual sampling. The results do not indicate that metals are accumulating in soils. Therefore, the next sampling events are scheduled for 2027 and 2032. If there is still no evidence of metals accumulation in soils after 20 years, the City will submit a final report to the Weld County Department of Public Health and Environment (WCDPHE). Table of Contents I ii NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 1. Introduction On behalf of City of Aurora (City) GEI Consultants, Inc. (GEI) conducted soil sampling and monitoring at the Aurora Water Prairie Waters North Campus Aquifer Recharge and Recovery (ARR) Site A located in Weld County in Fort Lupton, Colorado (Site). The sampling was conducted in order to satisfy Condition 3B of the Weld County Use by Special Review (USR) Permit for the Prairie Waters Project (USR-1582). The purpose of the sampling is to assess if metals are accumulating in soils within the Low Permeable Barrier (LPB) boundary at the Site. The Site is located at 2962 County Road 23, Fort Lupton, CO 80621; west of the South Platte River and East of Big Dry Creek (Fig. 1). 1.1 Background In January 2012, a Soil Sampling and Monitoring Work Plan (Work Plan) was developed to address Weld County's concerns about metals accumulating at the Site (CH2M HILL, 2012). The January 2012 Work Plan states that soil samples will be collected from 10 locations within the LPB boundary and will be analyzed for Toxicity Characteristic Leaching Procedure (TCLP) of the Resource Conservation Recovery Act (RCRA) 8 metals. Baseline soil sampling was conducted in 2012. In accordance with the Work Plan, the City collected soil samples from the same 10 locations on an annual basis for the first 5 years of Site operations. Baseline samples were collected prior to the start of site operations in 2012. The 2017 sampling activities represented the fifth and final year of the initial 5 -year annual sampling program approved by WCDPHE. In 2017, GEI concluded that TCLP RCRA 8 metals were not accumulating in soils within the LPB at the Site and recommended moving to a five-year sampling interval as allowed in the approved sampling plan (CH2M HILL, 2012). Current sampling activities in 2022 represent the first sampling event conducted at the 5 -year frequency. If there is still no evidence of metals accumulation in soils after 20 years, the City will submit a final report to the Weld County Department of Public Health and Environment (WCDPHE). Future sampling events are scheduled for 2027 and 2032. 1.2 Previous Soil Sampling and Monitoring Activities In March 2012, CH2M Hill conducted the first round of soil sampling at 10 locations within the Site LPB boundary to establish baseline concentrations of RCRA 8 metals using TCLP analysis within the Site's shallow groundwater zone (CH2M Hill, 2012). The initial sampling event was conducted prior to initiating Site operations using a direct push drill rig. Shallow groundwater was generally encountered at approximately 9 to 19 feet below ground GE1 cos..„ Introduction 11-1 NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 surface (bgs) and sample depths ranged from 15 to 30 feet bgs. Baseline sample results did not indicate the presence of any RCRA 8 metals using TCLP analysis at concentrations above the laboratory reporting limit. Subsequent annual sampling during the first five years of operation from 2013 through 2017 did not indicate the accumulation of any RCRA 8 metals using TCLP analysis. GEI Consultants, Inc. Field Activities All field activities were conducted in accordance with the Soil Sampling and Monitoring Work Plan including the site -specific Health and Safety Plan and Quality Assurance Project Plan (QAPP) prepared by GEI (GEI, 2017). 2.1 Utility Clearance GEI retained Site Services Drilling, LLC of Golden, Colorado to perform the subsurface investigation. At least 72 hours prior to performing subsurface work, GEI contacted the Utility Notification Center of Colorado (UNCC) to identify any underground utilities on the Site. Site Services Drilling and GEI also coordinated with Jason Lee (City of Aurora Prairie Waters Utility Supervisor) to identify any other utilities not located by UNCC. Boring locations were pre -marked by City surveyors and an on -site utility meeting was held on October 25, 2022. All utilities were cleared by UNCC and drilling activities were conducted between November 1 — 2, 2022. 2.2 Soil Boring Program Between November 1 — 2, 2022, Site Services Drilling advanced ten soil borings at the Site using a Geoprobe® direct push drilling rig and solid stem augers. Soil borings were advanced in the same locations as the previous years (or as close as practically possible while maintaining sample integrity) in accordance with the sampling plan approved by WCDPHE. The locations of the soil borings are illustrated in Fig. 2. Sampling rationale and target depths are summarized in Table 1. Soil cores were collected continuously at 5 -foot intervals from the ground surface to the boring termination depth using a Geoprobe® Macro -Core® sampling device with dedicated acetate liners. The acetate liners were cut open at the surface to expose the soil profile and detailed descriptions of the soil at each boring were recorded on individual boring logs, provided in Appendix A. Soils were classified in accordance with the Unified Soil Classification System and all cores were inspected for gross contamination by visual and olfactory observations. No evidence of gross contamination was observed in any of the soil borings. Soil borings were backfilled with hydrated bentonite chips, sand, and/or cuttings upon completion. Metal t -post stakes were returned to each location upon completion of backfilling to identify the sample site for future sampling events. 2.3 Soil Sampling Program One soil sample was collected from each of the ten boring locations for laboratory analysis. Samples were collected by extracting soil from a one -foot long section of the acetate liner across the target sample depth interval. In circumstances where direct push methods resulted E I Consultants Field Activities I 2-1 NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 in refusal or no recovery, soil samples were collected from the cuttings produced by 3 -inch outer diameter solid stem augers that were advanced through the target sample depth. Soil samples were placed in a laboratory -provided unpreserved 32 -ounce glass jar. Samples were labeled, documented on a chain of custody, placed on ice in a cooler, and delivered to the laboratory at the completion of field activities. Soil sampling target depths were specified in the initial Soil Sampling and Monitoring Summary Report prepared by CH2M Hill in 2012. The target sample depth was achieved at all ten locations during 2012 drilling and sampling. All samples were collected below the observed water table in the saturated zone. 2.4 Field Observations GEI met with Site Services Drilling and the Site supervisor on November 1, 2022, to begin the soil investigation. The Site supervisor provided access to each boring location and provided Site knowledge about utility locations. All ten borings were completed between November 1 — 2, 2022. Boring logs and detailed soil descriptions are provided in Appendix A. Soil conditions encountered across the Site ranged from tight clays to dense sand and gravel. In general, higher portions of silt and clay were encountered in shallow soils above the water table with more coarse -grained widely -graded sand and gravel present in the saturated zone generally below a depth of about 10 feet. Groundwater was encountered between 12 and 17 feet bgs. All samples were collected below the observed water table in the saturated zone. Soils encountered in this year's investigation were dense, which is similar to previous years. Locations ARR-5, ARR-8, and ARR-10 did not yield soil recovery using direct push methods within the target sampling depth and soil samples were collected from the cuttings produced by 3 -inch outer diameter solid stem augers as described in Section 2.3 above. Field Activities 12-2 NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 2.5 Laboratory Testing Laboratory analysis was performed by Pace Analytical located in Mount Juliet, Tennessee. Pace Analytical is certified by The NELAC Institute. Samples were analyzed for TCLP RCRA 8 metals by U.S. Environmental Protection Agency (EPA) Method 1311 / 6010 / 7471 that include: Silver (Ag) Arsenic (As) • Barium (Ba) • Cadmium (Ca) • Chromium (Cr) • Mercury (Hg) • Lead (Pb) • Selenium (Se) The 2022 Analytical Report from Pace Analytical is provided in Appendix B. 2.6 Quality Assurance / Quality Control (QA/QC) QA/QC samples including one field duplicate and two equipment blanks were collected during the soil sampling program. QA/QC samples were collected to evaluate the quality and consistency of the data and allow confirmation that field and laboratory performance requirements were met. One blind field duplicate was collected from the sample at ARR-7 by collecting the parent sample then splitting the soil volume equally between two sample jars. One equipment blank was collected by running deionized water through the steel shoe of the Geoprobe® Macro - Core® sampling core barrel. The deionized water was collected in a laboratory -provided 1 - liter unpreserved glass jar. The purpose of the equipment blank is to ensure that the down - hole sampling equipment has been properly decontaminated between borings. QA/QC analysis did not indicate any deviations that would affect the interpretation of the primary data. A data validation report and summary of the QA/QC data is provided in Appendix C. 2.7 Decontamination Decontamination procedures were outlined in the work plan and included cleaning the Geoprobe® Macro -Core® drill stem between borings to minimize cross -contamination of soil samples. Disposable sampling tools were used to collect samples from the acetone liners and did not require decontamination. When solid stem augers were required to complete the boring the augers were decontaminated to minimize cross -contamination of the soil samples. GEI Consultants, Inc. Field Activities 12-3 NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 2.8 Investigation -Derived Waste Investigation -derived waste generated during the field sampling activities included soil cuttings, decontamination water, decontamination materials (such as paper towels, buckets), personal protective equipment (PPE), and disposable sample supplies (such as acetate liners). Gross contamination was not observed during drilling activities (i.e., soil staining, petroleum or chemical odors, etc.) and the soil cuttings and decontamination water were disposed on the ground surface at least 50 feet away from the boring locations. PPE and disposable sampling supplies (gloves, acetate liners) were handled as routine waste and were disposed of by Site Services Drilling. 2.9 Surveying All soil borings were surveyed and staked using steel T -Posts in 2013 by City personnel. GEI installed each boring within approximately one to three feet of the surveyed locations and re-inserted the steel survey stakes upon completion of drilling. Future borings are anticipated to be installed within a few feet of the staked boring locations from previous sampling activities. GEI Consultants, Inc. Sample Results 3.1 Analytical Results Soil samples collected from all 10 borings at the Site are considered representative of native soil conditions within the saturated zone near the immediate cone of depression surrounding select pumping wells. Soil samples were extracted in the laboratory for TCLP analysis of RCRA 8 metals (As, Ba, Cd, Cr, Pb, Hg, Se, and Ag). The laboratory reporting limit (RL) for all eight metals was set below the TCLP screening levels published by the EPA. No metals were detected above the RL in any sample except for barium (Table 2). Barium was detected in all 10 samples at low concentrations that are within the same order of magnitude as prior observations. All detections of barium remained well below the TCLP screening level published by the EPA. Analytical results are summarized in Table 2 and are compared to TCLP limits. A copy of the laboratory analytical report is provided in OB. 3.2 Data Management and Validation Data were provided by Pace Analytical in electronic format and were imported into GEI's EQuIS database management system. Data were validated using the criteria established in the QAPP that was included in the 2017 Work Plan (GEI, 2017). A data validation summary report is provided in 0C and concludes that all data are valid. 3.3 Data Evaluation Data collected in November 2022 indicate that TCLP metal concentrations are generally the same as were reported from the previous five year's sampling events (Table 2). Most metals are historically non -detect above laboratory reporting limits, however, some metals such as barium, chromium, lead, and mercury have historically been observed at low concentrations and most previous detections were qualified `J' by the laboratory indicating that the results are below the RL, but above the MDL and are considered approximate. Concentrations of barium were observed above the RL in all 10 samples in 2022, however, the magnitude of concentrations is similar to historical observations and does not suggest accumulation of barium in the soils. GEI did not perform a statistical analysis to assess whether a statistically significant change in the TCLP results can be seen due to the very low concentrations of metals detected and the historical laboratory `J' qualifier indicating the values are approximate. Performing a statistical analysis on approximate data would not yield a high level of confidence in the statistical test results. GEL._ Sample Results 13-1 NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 Given the extremely low levels of metals detected, and the generally similar concentrations this year compared to previous years, GEI concludes that RCRA 8 metals are not accumulating in soils within the LPB at the Site based on TCLP analysis. 3.4 Future Sampling and Data Analysis This year marks the 10 -year sampling event. Baseline sampling was performed in 2012 prior to facility operation and five consecutive annual sampling events were performed from 2013 through 2017. Current sampling in 2022 marks the first of three 5 -year sampling events in accordance with the approved work plan. Only barium was detected above the laboratory reporting limits in 2022. Historically, when detections have occurred, they have been qualified `J' by the laboratory indicating that the results are below the RL, but above the MDL and are considered approximate. Therefore, a statistical analysis of the data is not considered viable. The 10 -year analytical data indicates that there is no evidence of accumulation in soil of TCLP 8 metals within the LPB. Therefore, sampling frequency continue once every 5 years up until a 20 -year total duration as indicated in Section 1.1. The next sampling event is scheduled for 2027 and analytical results will be compared to the EPA TCLP regulatory levels. Unless future data indicate an increase in TCLP concentrations for RCRA 8 metals, subsequent sampling events will occur in 2027 and 2032, at which point the sampling program will be complete. Sample Results 13-6 NORTH CAMPUS ARR SOIL SAMPLING DECEMBER 2022 4. Conclusions The 10 -year soil sampling occurred in November 2022 within the Low Permeable Barrier at the City of Aurora North Campus Aquifer Recharge and Recovery Site A. Soil samples were collected in the same locations as previous years and were analyzed for TCLP concentrations of RCRA 8 metals to evaluate data trends and assess the possible accumulation of these metals in the soil. All ten samples were collected at the target depth intervals established in 2012. Analytical results indicate that barium was detected in ten soil samples, however concentrations were consistent with historical observations and significantly below the TCLP screening level published by the EPA. No other metals were detected at TCLP concentrations above the reporting limit in 2022. In general, the concentration of detected metals was similar to the baseline sampling event conducted in 2012 and in the five consecutive years of sampling which began in 2013. A statistical analysis was not performed due to the low levels of metals detected and the laboratory qualifiers indicating that the values are approximate. Given the low levels of metals detected, and the generally similar concentrations this year compared to previous sampling results, GEI concludes that TCLP RCRA 8 metals are not accumulating in soils within the LPB at the Site and recommends sampling in 2027 (five-year sampling interval) as allowed in the USR-1582 permit and subsequent approved sampling plan.
