Based on records research to piece both of these scenarios together, we added the corresponding dates and Resolution
numbers to clarify the timeline and how it all ties together.
We weren't able to locate an application for the NFRMPO STBG Grant but based that upon a copy of the award letter
dated 3/8/2019.
Please give these Resolutions a final review.

Project Description:
Weld County has programmed funds to install a single -lane modern roundabout at the intersection of WCR
74 and WCR 33 in unincorporated Weld County. This location is currently a 4 -leg intersection with one
through lane in each direction and stop control on the north -south movements (WCR 33). There is a high
volume of heavy trucks using this intersection; and WCR 74 is posted with a 55 mph speed limit, which
makes for fast-moving traffic and large speed differentials creating unsafe conditions within the
intersection. Stop -delay is relatively high for north/south traffic and is expected to increase. Traffic counts
are growing at a rate of 4-6%/year in this area. The installation of a roundabout would address future
intersection capacity issues and provide significant safety and air quality benefits.

The project is consistent with and supports the objectives of the corridor vision. RSC Vision 24 (Harmony Road/WCR 74) states that
the vision for this corridor is to "increase mobility as well as to maintain system quality and improve safety." It is well documented that
roundabouts can decrease vehicle delays and significantly increase safety by reducing injury and fatal accidents.

Describe the type of crashes that are occurring (rear -end, broadside etc.) and to what extent the project will address
these issues. Please add any additional safety information that is not reflected in the data:
Broadside and rear -end crashes are the most prevalent accidents at the intersection. The fatal accident occurred on WCR 74. Three vehicles
were involved. A WB vehicle 1 rear -ended WB vehicle 2 stopped to turn left (south). Vehicle 2 was pushed into the oncoming lane and collided
with an EB vehicle 3. The two injury accidents were caused by vehicles on WCR 31 failing to yield to vehicles on WCR 74. For this location, the
accident rate is significantly higher than expected (see attached charts). Roundabouts are particularly effective in reducing and even eliminating
fatal and injury accidents by reducing the potential vehicle -vehicle conflicts, especially those that are more severe like head-ons and broadsides.
Mobility
Please describe how the project improves mobility.
Roundabouts promote a continuous flow of traffic. Traffic is required to yield but not stop unless necessary.
At the WCR 74/33 intersection, a roundabout will decrease stop delay for vehicles on the north -south
intersection approaches and on the east -west approaches (compared to a future condition with a signalized
intersection or all -way stop control). Freight -carrying heavy trucks and vehicles impacted by their movement
will benefit from reduced delays and more efficient operations by eliminating difficult right-angle turns.
System Preservation
Pavement Condition Index Type:
OCI - Overall Condition Index - ASTM D6433
Please describe the pavement condition and how this project will impact / address system preservation.
The pavement condition at this intersection is currently good/fair with minimal cracking and rutting. WCR 33 is fair with an OCI of 70 while WCR 74 is good with an
OCI of 80. In 2016, Weld County completed deflection testing on both legs of this intersection. The results from this test showed that WCR 33 had a life span of 7
years while WCR 74 had 9 nine years. Funding for this Call for Projects aligns with the needs of system preservation for this intersection.
Additionally, Weld County will ensure the pavement for the new roundabout will remain in good condition by designing appropriately for heavy trucks and by
committing to long-term maintenance of the intersection. Heavy trucks on WCR 74 will not be required to stop as often with a roundabout configuration compared to
a conventional layout, which will reduce rutting at the east -west intersection approaches.
Partnerships
If other agencies or organizations are partnering with you on this project, please list and describe each agency's role
and the status of any agreements (e.g. ROW donations or easements):
The Town of Eaton is partnering with Weld County on this important roundabout project at WCR 74/33. Eaton has provided a
letter of support (attached) for this project and has committed to contributing $22,696 as local match based on the Weld
County and Eaton small community and small community set aside targets. The project is outside Eaton's current town limits,
so Weld County will be responsible for all phases of implementation and long-term maintenance. Residents and businesses in
the Town of Eaton will benefit from the safety and mobility benefits a roundabout will bring to this location.
Economic Development
Please describe qualitatively how the project supports economic develoment:
Roundabouts decrease vehicle delay compared to other types of intersections, resulting in a more efficient transportation system for
the movement of people and goods. Further, they accommodate heavy trucks well if properly designed. Trucks must currently make
difficult right-angle turns at this location which significantly impedes their progress and delays other vehicles as well. The roundabout
will benefit economic development in the surrounding communities by providing distinct safety and mobility benefits for goods
movements over other types of intersection configurations. In terms of quality of life, residents of Weld County, the Town of Eaton,
and other communities in the area will benefit from lower travel times, decreased ozone precursor and other emission, more efficient
freight movements, investment in infrastructure, and less delay due to heavy trucks that the roundabout will provide.

No operational funds are requested for this project. A roundabout at this location will have significantly lower operational needs
compared to a conventional intersection configuration. Weld County commits to long-term project maintenance (e.g., landscaping,
striping, pavement) and operations (e.g., lighting, signs).
Environmental Considerations
Which type of environmental clearance is anticipated? (Categorical Exclusion, Environmental Assessment,
Environmental Impact Statement):
A Categorical Exclusion is anticipated for this project based on its rural location and FHWA's acknowledgment that
roundabouts are considered traffic operations improvements under 23 CFR 771.117(c)(27), which means the project
meets the criteria for Categorical Exclusions and normally do not require further NEPA approvals by the FHWA.
