NUMBER 09532227 - HELMERICH AND PAYNE INTERNATIONAL DRILLING
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, were
presented with a Petition for Abatement or Refund of Taxes for Account Number 09532227 at a
duly and lawfully called regular meeting held on the 26th day of April, 2023, at which meeting
there were present the following members: Chair Mike Freeman, and Commissioners
Perry L. Buck, Scott K. James, Kevin D. Ross, and Lori Saine, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Brenda Dones, being present,
and taxpayer, Helmerich and Payne International Drilling not being present, and
WHEREAS, the Board of County Commissioners has carefully considered the attached
petition, and is fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Board concurs with the recommendation of the Assessor and
the petition be, and hereby is, approved, and an abatement or refund be allowed as follows:

2022 Actual Value $11,136,750
This abatement is for drilling rig 319 which is personal property that was stacked at a storage yard and
has not been in service since 2015.
This drilling rig was overvalued due to a clerical error. The starting value for the rig was inadvertently
entered as $11,975,000 instead of $1,197,500.
In addition, the apportionment of skid mounted oil and gas drilling rigs is required by § 39-5-113.3.
Skid -mounted drilling rigs can only be valued for the days they were traveling in, were operating within,
or were stacked within Colorado. Rig 319 was not located in Colorado for 365 days. This rig was only in
Colorado for 273 days.
These changes result in a corrected actual value for H&P drilling rig 319 of $832,968; therefore, I
recommend approval of this abatement at an actual value of $832,968.
