The Town of Frederick is being awarded a Weld County CDBG program grant in the amount of $275,000 to support construction of a new 40 -unit income restricted apartment complex in Frederick. The grant funds will be used to offset the cost of Colorado Big Thompson water share fees which are in excess of $650,000. This will bring the cost of water tap fees more in line with other Colorado jurisdictions on a per unit basis allowing the developer to reduce construction costs and render the apartments more affordable for renters. The Weld County Board of County Commissioners have set the priorities for the Weld CDBG Program to be public improvements including adequate public infrastructure, housing preservation, and access to public services. Additionally, the Weld County CDBG Program is designed to provide funding to address community development needs in which at least 70% of the funding must principally benefit low and moderate -income persons. This project meets the program goal(s) by improving facilities that provide services to seniors, who as a group, are presumed to be low and moderate -income persons. All projects require some level of environmental review which could delay the start of the project. The Town of Frederick, as subrecipient, CANNOT begin to incur either administrative or program costs associated with the acquisition of water shares until an environmental review has been completed and a subrecipient agreement with the Weld County CDBG Program is fully and properly executed.
