RE: APPROVE APPOINTMENT OF RYAN ROSE AS DIRECTOR OF FINANCE AND
ADMINISTRATION / CHIEF INFORMATION OFFICER
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, on
February 19, 2020, appointed Ryan Rose as Chief Information Officer / Director of Administrative
Services, as part of a three-year transition plan for the Weld County Finance and Administration
organization to accommodate the retirement of the current Director of Finance and Administration
at the end of 2022, and
WHEREAS, to complete the transition plan, the Board of County Commissioners of Weld
County wishes to appoint Ryan Rose to the position of Director of Finance and Administration /
Chief Information Officer, effective January 1, 2023, and
WHEREAS, Section 4-2 (6) of the Weld County Home Rule Charter states:
The Division of Finance and Administration shall be under the direction of a Finance
Officer whose duties shall include the following:
6.a. The County Finance Officer shall, on behalf of the Board of County
Commissioners, act as Chief Accounting Officer of the County and manage,
supervise, coordinate, and direct the activities of the Division of Finance and
Administration. He shall be responsible to the Board of Commissioners for the
proper execution, administration and functioning of the affairs of the above
described divisions of Weld County, including the performance by the respective
divisions and officers of those functions, duties and services permitted or
required by this Charter.
6.b. Cause the policies adopted or approved by the Board of County Commissioners
to be implemented in those divisions as required by the Board of County
Commissioners and insure that the activities of those departments are consistent
with the policies determined and set by the Board of County Commissioners.
6.c. Supervise and direct the preparation of the budget.
6.d. Exercise control over purchases and expenditures and keep the Board of County
Commissioners advised of the financial condition and future needs of the County.

WHEREAS, the Board of Weld County Commissioners on December 29, 2021, by
Resolution #2021-3326, appointed Cheryl Pattelli as the Weld County Chief Financial Officer
(CFO), and
WHEREAS, in the appointing Resolution dated December 29, 2021, it clarifies the Weld
County Home Rule Charter roles of the Director of Finance and Administration and the Weld
County Chief Financial Officer by stating the Weld County Chief Financial Officer shall, under the
direction of the Director of Finance and Administration, perform the duties and responsibilities
outlined in Section 4-2 (6) of the Weld County Home Rule Charter as assigned and delegated to
her by the Director of Finance and Administration.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that Ryan Rose be, and hereby is, appointed Director of Finance and
Administration / Chief Information Officer, effective January 1, 2023.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 4th day of January, A.D., 2023, nunc pro tunc January 1, 2023.
