M. Voorhees , & Ass ' c . Present Jim Ohi , Planner Present Betty Schulte , Com. office Present 757 . Mr. Heitman called the meeting to order . • DISCUSSION : Mr. Lorenson stated Bob Leigh , Gary Eastman and Jim Ohi have been working on the towns for the comprehensive planning portion as required by the State contract . Mr. Leigh stated there are two parts to the Comprehensive Plan , one is regional and the other deals with the individual communities . The reg- ional plan will set forth the relative roll of each of the communities and major cities in the region . If it does nothing more than define the area influence of the three major cities , it will be worthwhile. They are mapping the high quality class "A" agricultural soils , and determine where the conflicts will lie when the cities grow. The population projects show that each one will double in 20 years . The other part is to look at the flood plains , the sand and gravel resources , the whole area of agricultural land and the relationship of the various policies . At the town level , they are developing a comprehensive plan package for each one of the communities . This contains the basic statement of the town ' s own philosophy of it ' s self and it ' s future . There will be a land use plan for the future and these are basically pegged to the population of the town itself. Based on the land use plan , the community and public facilities that are needed to support that plan will be ident- ified and laid out as well and formulated in the capitol improv- ment program so the town will know what it has to do and what the costs involved are and how it can go about paying for the facil- ities . At the town level , a questionnaire has been prepared for their opinions to form the basis of the goals and objectives . These are being filled out by Gary and Jim through their meetings with the communities . They are preparing sketchs for land use plans for about 5 areas . By May they plan to get the whole thing finalized . There was discussion .regarding how the R. T. D .plans will mesh with the comprehensive plan . - Mr. Lorenson distributed Section V of the Subdivision Regulations that have been revised . Asked the members to review them before the work session is scheduled. Mr. Lorenson stated so far they could see no place that these regulations aren ' t following the States legislation that is being proposed. Mr. Cruce announced a meeting that has been scheduled to meet with the Fire Districts and the Water Districts regarding fire protection in new subdivisions and if the water is available . Jim Ohi reported on the progress of developing comprehensive plans in the incorporated towns of the county. Mr. Anderson stated under the law , it will be mandatory for the school districts to work with the Planning Commission. Meeting adjourned . Schuett Zoning Inspector IDZ kS 1Y" The Coulsons were denied a kennel permit in March 1971 . Since that time Coulsons have purchased part of Lots 21 and 22 in Milton Lake Estates containing 49. 8 acres . They have erected approximately 10 pens containing approximately 30 breeding dogs . All of this was done without making application for a permit . The Coulsons know full well the procedure to be followed because of their previous denial where they complied with all application requirements . My first inclination is to recommend that their application not be considered until the violation has been removed. However, if it is the in- tent of the Planning Commission after review , to approve the site , I feel that regardless of their violation , it could be considered a useless exercise to have them re- move their existing facilities . ply/ r ,t GLENN K. UNITED STATES DE. ._RTMENT OF AGRICULTURE SOIL CONSERVATION SERVICE 2017 9th Street, Greeley, CO 80631 SUBJECT: Soil Evaluation DATE: March 8, 1972 D. H. & Betty G. Coulson To: Burman Lorenson, Planning Director Weld County Planning Department County Services Building Greeley, CO 80631 D. H. and Betty G. Coulson have requested this office to furnish you with the soils interpretation for an area of land in the SE's Section 13-3-65, Weld County, Colorado (Lot 21, Milton Lake Estates) . The land in question is to be used for dog kennels plus a home with a septic tank filter field for on site sewage disposal. The area is mapped as deep, coarse to moderately coarse textured well drained soil. The area has very little runoff, if any, and is not subject to flooding. This area has only slight limitations for home- sites with septic tanks. I would anticipate no pollution in this area from a dog kennel. " James A. Crabb Soil Scientist cc: D. H. & Betty G.
