Dear Ms. Niccoli,
On behalf of the Weld County Board of County Commissioners, we are writing to you to express our
appreciation for your service as a member of the Child Protection Citizen Review Panel and to inform you
that state law has changed and we will no longer have the Citizen Review Panel.
On May 24, 2023, Governor Polis signed Senate Bill 210, Update Administration of Certain Human
Services, into law. This law removes the provision for County Department of Human Services to have a
Child Protection Citizen Review Panel. The law still allows a citizen to make a complaint directly the
Department of Human Services for resolution. If the grievance is not resolved within the Department to
the complainant's satisfaction, the complainant may request a referral be made to the Office of the Child
Protection Ombudsman (CPO). The CPO provides for a review process that is separate from Counties and
the State, allowing for an independent agency to review and respond to citizens' complaints in collaboration
with County Department of Human Services. Utilizing one agency to review complaints from all Counties
allows for a broad overview of the Child Protection system, tracking trends and systemic issues and
providing recommendations for overall system improvements.
We appreciate your care and commitment to our community as demonstrated by your willingness to serve
on the Child Protection Citizen Review Panel. You can rest assured this revision to the law does not change
the fact that we take seriously any citizen complaint and will continue to work to resolve any grievance as
