HomeMy WebLinkAbout20230779.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MARCH 20, 2023 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, March 20, 2023, at the hour of 9:00 a.m. ▪ ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Perry L. Buck, Pro-Tem Commissioner Scott K. James Commissioner Kevin D. Ross Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli • MINUTES: Commissioner James moved to approve the Minutes of the Board of County Commissioners meeting of March 6, 2023, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. se CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • COMMISSIONER COORDINATOR REPORTS: Commissioner Saine stated she and Tom Parko, Director of the Department of Planning Services, met with a large assembly of people at the Peaceful Acres meeting. She indicated there will be a follow-up work session to discuss more details next week. le PROCLAMATIONS: 1) NATIONAL AG DAY - MARCH 21, 2023: Chair Freeman read the proclamation for the record. The Board expressed how agriculture is extremely important to Weld County and always has been, and always will be the backbone of this County. Noted they are honored to support the proclamation, and are proud of the farmers and ranchers who provide important food sources to the economy and the citizens of Weld County. L-1/5 Minutes, Monday, March 20, 2023 Page 1 2023-0779 BC0016 El WARRANTS: 1) GENERAL WARRANTS - MARCH 17, 2023: In response to Chair Freeman, Commissioner Saine confirmed she no longer needed further time to approve an item on the Warrants, as Ryan Rose, Director of Finance Administration, clarified DANCE is an acronym for a training at the Department of Public Health and Environment, and not the act of dancing. Commissioner James moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. BIDS: 1) PRESENT BID #62300017, 4 AXLE HEAVY HAUL TRACTOR TRUCK (QTY 1) - DEPARTMENTS OF PUBLIC WORKS AND FLEET SERVICES: Rose Everett, Purchasing Department, stated two (2) bids were received and staff will make a recommendation on April 3, 2023. El 2) PRESENT BID #B2300078, JAIL VINYL COMPOSITE (VCT) FLOORING REPLACEMENT - FACILITIES DEPARTMENT: Carolyn Geisert( Purchasing Department, stated one (1) bid was received and staff will make a recommendation on April 3, 2023. 3) PRESENT BID #62300083, HEATING, VENTILATION, AND COOLING (HVAC) BELTS - FACILITIES DEPARTMENT: Ms. Geisert stated five (5) bids were received and staff will make a recommendation on April 3, 2023. El 4) PRESENT BID #B2300084, HEATING, VENTILATION, AND COOLING (HVAC) FILTERS - FACILITIES DEPARTMENT: Ms. Geisert stated four (4) bids were received and staff will make a recommendation on April 3, 2023. NEW BUSINESS: 1) CONSIDER CONTRACT ID #6748 AGREEMENT FOR PROFESSIONAL SERVICES FOR COURT HOLDING SECURITY UPGRADE AND AUTHORIZE CHAIR TO SIGN - CML SECURITY, LLC: Toby Taylor, Director of the Facilities Department, stated in 2017, CML was awarded a bid for creating and maintaining the security controls within the jail, and became a single source vendor for maintenance, integrity, and standardization per Weld County Code. He further stated the courts holding detention center needs upgrades to the electronic control system, with the intention for both systems to operate the same, and utilize the same components, for the amount of $852,600.00. Commissioner Ross moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) CONSIDER CONTRACT ID #6668 AMENDMENT #1 TO CONTRACT FOR JAIL BASED BEHAVIORAL HEALTH SERVICES AND AUTHORIZE CHAIR TO SIGN: Sonja Kohlgraf, alongside Brandon Williams, Sheriff's Office, stated this amendment utilizes funds provided through the American Rescue Plan Act (ARPA), and certifies the Sheriff's Office will comply with the reporting regulations, as referenced in Exhibit F. Commissioner James moved to approve said amendment and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. El 3) CONSIDER TEMPORARY CLOSURE OF CR 42 BETWEEN CRS 13 AND 15: Amy Mutchie, Department of Public Works, presented this closure on behalf of SMH West, which will begin on March 27, 2023, and go through April 8, 2023, for the final portion of the installation of a 16 -inch water main pipe for the Town of Johnstown, Colorado. She stated the detour route is paved through town and the gravel portion will be dust -treated, with message boards placed in advance through the duration of the closure. Commissioner Ross moved to approve said temporary closure. The motion was seconded by Commissioner Saine, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:16 a.m. These Minutes were approved on the 3rd day of April, 2023.
