WHEREAS, heretofore and on March 21, 1973, by resolution,
the Board of County Commissioners of Weld County, Colorado, did
authorize the Board to enter into an agreement with the engineering
firm of Nelson, Haley, Patterson and Quirk providing for submission
of complete architectural and engineering studies and providing for
the erection of a new building for the Weld County Health Department
and a new Recreational Building at Island Grove Park; and
WHEREAS, the Board believes it to be in the best interest of
the County to seek bids for the Board's approval relative to the con-
struction of the aforesaid buildings in accordance with submitted
specifications that meet and comply with the City of Greeley, Colorado
building code requirements.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that Mr. Barton Buss,
Chief Accounting Officer and Purchasing Agent for Weld County, ad-
vertise for bids to erect said aforesaid buildings in accordance with
construction criteria and site selection, all as shown on exhibits
attached hereto and made a part hereof by reference.
BE IT FURTHER RESOLVED, that all bids shall specify that
construction shall be in accordance with specifications as submitted.
BE IT STILL FURTHER RESOLVED, that the Board be, and
it hereby is authorized to execute an agreement with the successful
bidder for the construction of the aforesaid buildings upon land
selected by the County, and that the Board be authorized to pay there-
fore from Federal sharing revenue funds.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 11th day of
July, 1973, nunc pro tunc as of May 16, 1973.

The Board of Weld County Commissioners, Weld County, Colorado, will receive
sealed bids on a General Contract, including mechanical and electrical work,
for a two-story brick and concrete block Public Health Building approximately
82 feet by 158 .feet.

All bids must be on a lump sum basis; segregated bids will not be accepted.
The Board of Commissioners will receive bids until 3:00 PM MIDST, on Thursday,
September 6, 1973 at the office of the A-E, 2021 Clubhouse Drive, Greeley,
Colorado. Bids received after this time will not be accepted. All interested
parties are invited to attend. Bids will be opened and publicly read aloud.

Copies of the above documents may be obtained at the office of the A—E in
accord with the Instructions to Bidders upon depositing the sum of $30.00
for each set of documents.
Bid Security in the amount of 5% of the Bid must accompany each Bid in accord
with the Instructions to Bidders.
The Board of Weld County Commissioners reserves the right to reject any or
all bids, to waive any informalities in bids, and to accept the bid that, in
the opinion of the Board, is to the best interests of the Board and of the
County of Weld, State of Colorado.

Gentlemen:
SUBJECT: WELD COUNTY PUBLIC HEALTH BUILDING PROJECT N0. 73-1-ARC-0118
We have reviewed the bids submitted on September 6, 1973 for general
contract work for the proposed new county health department offices.
In our opinion the lowest bid received was a properly submitted one.
It is our recommendation that you formally award the contract to
Livingston Construction Company for a base bid of $677 ,700, and that
you accept Alternate No. 3 for a deduction of $4,000. We recommend
that all other alternates be rejected based on the fact that they
tend to reduce the quality of the design and were being solicited in
the event that bids were higher than our estimate of $825,000.
The contract award should be in the amount of $673,700 if you concur
with our recommendation.
Alternate No. 3 as you may remember, allowed for the substitution of
fiberglass ductwork for sheet metal in certain areas of the building.
Our mechanical engineers believe sheet metal is not worth the $4,000
difference based on rather good experience with fiberglass in the past.
Please let us know of your decision so we can issue a notice of award
to expedite material orders.
