Excellent question! I've detailed the designated coordinator salary line found in each grant (2021 / 2022 / 2023), and
attached a spreadsheet which lists all approved project lines and totals for the Weld Homeland Security grants. I also
attached documentation from EMGrants Pro (DHSEM grant management platform) which shows the total Weld County
award amount for each grant year, and I downloaded a spreadsheet of cost lines, per grant year, which list the
coordinator salary lines.
We have signed documentation from DHSEM for the 2022 grant (attachment: Project-Version-0-SHSP-2022 Weld-
County_22SHS23NER-2 CTGG 1-2...), and are awaiting signed documentation for the 2021 grant, but have verbal
approval from DHSEM to proceed with purchases. The 2023 agreement should be expected in Oct/Nov.
2021
Allocation of funding from DHSEM to Weld County occurred on June 15th. We are waiting for a signed agreement,
expected in the next two weeks, per DHSEM. State Finance isn't signing any forms due to year-end processing.
• $61,116.50 is allocated for coordinator salary / payment in 2021, which was reduced from the original budget of
$85,000 (previous salary amount, NEAHR approved increase to $100,000 in 2022) by $23,883.50 to support the
new Weld County fiscal analyst hours July - December 2023.
2022
I have attached the signed authorization letter from DHSEM for the 2022 grant
• $100,000 allocated for the coordinator salary / payment line.
2023
The signed authorization letter from DHSEM should be issued after federal grant allocation (Sept), usually around
October / November annually.
• $138,866 was budgeted in the 2023 grant
o $100,000 + $38,866 to cover the coordinator salary line reduction in the 2021 grant, and meet the
$100,000 annual contracted amount vs $85,000 originally budgeted in 2021.
Please let me know if I can provide any additional clarification or documentation regarding these grants and the funding
allocations to Weld County as the NE Region's fiscal agent.

I do think that there is a disconnect with the transition of Fiscal Agent from the City of Greeley to the County. I
think there should be notification of award from the Colorado Department of Homeland Security (sometimes
sent as an email), and likely, a resulting Intergovernmental Agreement (presumably) for the acceptance of
terms and conditions for these grant funds that needs to be tracked down for the Commissioner records to be
complete. As I know we are all new to this Colorado Department of Homeland Security as the Fiscal Agent,
perhaps that is not order of operations, but we just don't have anything in the paper trail providing proof that
as the FA of the NEAHR, the County has the funding and is to be able to allocate $100,000.00 to Nichole
Cantrell as the Grant Coordinator with Preparedness Partners, LLC, with this Professional Services
Agreement. Per Esther's suggestion, I have copied Roy in just in case by happenstance if he has seen
anything, or shed some light to this, as I know historically the Office of Emergency Management has dealt
with items of this nature.

However it is from this grant but I do not know at this point which fiscal year we would pull it from. I'm guessing at
some point over the next 5 years of being Fiscal Agent it will be taken from all fiscal years. I don't have anything further

Also, has there been documentation resulting from those applications from the state, perhaps a Notification of
