WHEREAS, a public hearing was held on September 23, 1974,
in the chambers of the Board of County Commissioners, Weld County,
Colorado, for the purpose of hearing the petition of Golden Harvest
Ranch, Inc. , Briggsdale, Colorado, requesting conditional use permit
for the construction and operation of facilities necessary for conducting
a boy's ranch operation on the following described property, to-wit:
Section 5, Township 9 N. , Range 62 W. , of
the Sixth (6th) P.M. , Weld County, Colorado,
and
WHEREAS, the petitioner was present, being represented by
Mr. Lee Steele, President of the Board of Trustees of said corporation,
and
WHEREAS, there was no opposition to the request of petitioner
for the conditional use permit to conduct a boy's ranch operation, and
WHEREAS, the said requested conditional use permit to conduct
a boy's ranch operation is located in an Agricultural Zone as set forth by
the Weld County Zoning Resolution, and
WHEREAS, according to Section 3. 3 (D) of the Zoning Resolution
of Weld County, said location for the operation of a boy's ranch operation
may be authorized upon the approval of the Board of County Commissioners
of Weld County, and
WHEREAS, the Board of County Commissioners heard all the
testimony and statements of those present; has studied the request of
the petitioner and studied the recommendations of the Weld County Planning
Commission, and having been fully informed;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, that the application of Golden Harvest Ranch, Inc. , Briggs-
dale, Colorado, to locate a boy's ranch operation on the premises indicated
above be, and it hereby is granted under the conditions following:
1. That any water and sanitation facilities to be installed shall
be approved by the State Health Department.
2. That petitioner shall proceed with due diligence to effect con-
struction of the necessary facilities to conduct said boy's ranch operation
and that it shall have up to one year from date hereof to begin the construc-
tion of such facilities; otherwise, the Board may, for good cause shown, on
its own motion, revoke the conditional use permit herein granted.
3. That such facilities necessary in conducting said boy's ranch
operation shall be limited to the items as shown on plans as submitted,
attached hereto and made a part hereof by reference.
4. That all applicable subdivision regulations and zoning regulations

shall be followed and complied with in accordance with the Zoning
Resolutions of Weld County, Colorado.

Dear Mr. White,
I received your letter regarding the Golden Harvest Boys
Ranch, proposed for north of Briggsdale, and I am glad
to answer your questions.
No, the Welfare Department has no conflict of interest
with this project, nor any personnel involved.
The organization proposing this ranch or boys ' home is
a national one and has homes in other states, so it is
possible that boys from other areas will live here for a time.
Instructors will be hired by the home for classes at the
ranch, according to the information I have received; the
home will be available to approximately 25 boys, so even
if the home would have involved the school district, the
obligation would have been slight. No county tax dollars
are involved.
When the group is before the Commissioners during the hpnring
regarding the proposed ranch, we will ask for financial proof
of ability to operate and provide on-site education.
If I receive further pertinent information in which you might _
be interested before the hearing, I will write again. Thank
you for your letter; the time you took to write and express your
interest is appreciated and I wish more citizens would do so.

That they will receive upon final settlement from the Estate
of Lester Orr, deceased , certain real property more particularly
known as Section Five (5) , Township Nine ( 9) Worth, Renee Sixty—

That tha present status of the estate is that there has been

no clearance with the Federal Estate/Department, the Internal
Revenue Service , and that until such has been completed merchantable
title will not be available.
Affiants further state that they have been involved as some
of the original incorporators of Golden Harvest Ranch, Inc . , and
that upon the settlement and distribution of the estate of Lester
Orr, deceased , that the affiants, Ronald. Orr and Betty Orr, do
agree that they intend to convey to Golden Harvest Ranch, Inc.
said Section 5. Such property to be used in connection with the
work of °olden Harvest Ranch in youth activities .
That one of the purposes of this affidavit is to assure the
Planning Commission of Weld County that the land will be devoted
for that purpose in order that A conditional land une permit
can be obtained for the construction and operation of the facilities
necessary on said Section 5 for the conduct of the program of the
Golden Harvest Ranch, Inc.

STATEMENT OF PURPOSE
Golden Harvest Ranch is a non-profit home and school for boys of
all races and creeds who have no home, or, for one reason or another, are
unable to live at home. The staff of Golden Harvest Ranch believes in
fighting mischief with fatigue; combines discipline with love. Its Board
of Trustees include farmers and physicians, educators and housewives,
ministers and businessmen, or others who labor completely for love and
believe in the worth of a dirty faced boy. The Board receives no compen-
sation for their efforts other than the reward of knowing that the world
is a little better place because of their efforts.
The Ranch is located ten miles north of Briggsdale, Colorado, on
673 acres of farmland donated by Ronald and Betty Orr. Due to the low-
density population, traffic congestion and pollution will be virtually
non-existant. Electric heat and wood stoves will contribute to keeping
the air pure. A lagoon will be built and maintained far from any buildings
or streams to insure non-pollution by any sewage.
A pure water supply will be supplied by a well for which an
application has already been submitted. Frequent and accessable water
hydrants with adequate pressure, plus a convenient one-half acre pond will
be built to maintain fire control. In addition, regular safety procedures
will be strictly enforced.
Gravelled roads, as shown on the plot plan, will be built and
maintained by Golden Harvest Ranch for easy ingress and egress.
Golden Harvest Ranch is associated with Boys World of California,
its counterpart on the West Coast. With identical aims and concerns, the
two ranches collectively are known as American Youth Ranches, Inc.
