HomeMy WebLinkAbout20230825.tiffRESOLUTION RE: APPROVE GRANT APPLICATION FOR HOUSING NAVIGATOR PROGRAM AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO SUBMIT ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the Housing Navigator Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Department of Human Services, with further terms and conditions being as stated in said grant application, and WHEREAS, after review, the Board deems it advisable to approve said grant application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Grant Application for the Housing Navigator Program from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado Department of Human Services, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that Julie Witkowski, Family Resource Division Manager, be, and hereby is, authorized to electronically said grant application. Request Board Approval of the Department's Colorado Department of Human Services (CDHS) Housing Navigator Grant and Homelessness Initiatives Innovation Grant Request for Application. The Department of Human Services is requesting approval to submit applications for funding for the Colorado Department of Human Services (CDHS) Housing Navigator Grant Program and Homelessness Initiatives Innovation Grant Program. The Housing Navigator Grant will establish an Intensive Housing Navigator position within the Weld County Department of Human Services (WCDHS). In alignment with statewide priorities and to support local community needs this position, if awarded, would provide intensive case management to individuals and families experiencing, or at risk of, homelessness who are receiving assistance from a WCDHS program such as TANF and Old Age Pension, and to serve priority populations of WCDHS to include seniors, individuals with disabilities and foster youth. WCDHS's response to the grant, via survey, will include $120,000 ($500,000 available statewide) to support the Housing Navigator and related services through June 30, 2024. In addition, Weld County will request funds made available through a CDHS Homelessness Initiatives Innovation Grant in the amount of $50,000 ($250,000 available statewide). The Homelessness Initiatives Innovation Grant will establish internal access to funds designed to prevent homelessness for WCDHS families, seniors, people with disabilities, and foster youth who are not eligible to receive housing assistance from other funding sources. These grant applications must be received by 5:00 p.m. MST Wednesday, March 22, 2023. If grant money is awarded the anticipated contract start date is upon execution through June 30, 2024. According to data presented recently by Weld's Way Home (a collaboration between our local CoC, United Way, Weld County DHS and community providers) at a landlord appreciation event in Greeley, in 2020 Weld County had the third highest eviction rate in Colorado. In 2022, through DHS's countywide Emergency Rental Assistance (ERA) Program, we processed 1,064 applications for emergency rental and/or utility assistance from households with pending eviction and/or utility disconnection proceedings. Also in 2022, the Point in Time Count data for both Weld and Larimer Counties included 283 individuals experiencing unsheltered homelessness and an additional 509 individuals experiencing unsheltered homelessness. • County's capacity to implement the service in a timely manner. Weld County DHS's Family Resource Division (FRD) includes our Community Outreach team. Outreach Coordinators serve as liaisons for county food, medical and cash assistance programs. They are available on campus as well as at community locations to assist with in-depth assistance for completing and processing applications as well as fielding requests for one-time financial assistance through the CSBG grant. In addition, FRD has been implementing the ERA program since February of 2021 and is currently launching housing navigation as an extension of ERA. If awarded, Homelessness Initiatives funding will allow us to offer navigation services specifically to WCDHS customers. • Describe your county's alignment with CDHS' goals to utilize housing navigators, preferably with lived experience of housing insecurity to prevent and resolve homelessness in your county. WCDHS has established a small housing stability case management team through the ERA program, created to support households experiencing financial struggles as a result of Covid-19. To support CDHS's goal of `turning off the faucet', this funding will allow FRD to hire an employee who will offer intensive case management to existing WCDHS customers facing homelessness. FRD is committed to building an inclusive team including those with lived experience. In alignment with the identified working strategies, WCDHS will leverage existing and enhance collaborative relationships, focus on eviction prevention and utilize supportive services to promote housing retention and resolve homelessness.
