RE: APPROVE MODIFICATION LETTER TO EXPENDITURE AUTHORIZATION AND
WORK PLAN FOR TRADE ADJUSTMENT ASSISTANCE (TAA) CASE MANAGEMENT
GRANT FUNDS, AND AUTHORIZE DEPARTMENT OF HUMAN SERVICES TO SIGN
AND SUBMIT ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Modification Letter to the Expenditure
Authorization and Work Plan for Trade Adjustment Assistance (TAA) Case Management Grant
Funds between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, Employment
Services of Weld County, and the Colorado Department of Labor and Employment, commencing
July 1, 2021, and ending September 30, 2023, with further terms and conditions being as stated
in said modification letter, and
WHEREAS, after review, the Board deems it advisable to approve said modification letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Modification Letter to the Expenditure Authorization and Work
Plan for Trade Adjustment Assistance (TAA) Case Management Grant Funds between the County
of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Department of Human Services, Employment Services of Weld County, and the
Colorado Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Karina Amaya-Ragland, Department of
Human Services, be, and hereby is, authorized to electronically sign and submit said modification
letter.

Please review and indicate if you would like a work session prior to placing this item on the Board's
agenda.
Request Board Approval of the Department's Employment Services of Weld County Trade
Adjustment Assistance (TAA) Modification Letter. The Colorado Department of Labor and
Employment (CDLE) has issued a Modification Letter for NFA 21-011 for the Trade Adjustment
Assistance (TAA) Program Grant Funding Year 2021, also known to the Board as Tyler ID 2021-3232.
The TAA Grant contributes a wide array of reemployment, case management services, and training by
ESWC staff to trade -affected workers. The TAA Grant supports participants in the program by providing
them with reemployment trade adjustment assistance under §246 of the Trade Act which significantly
increases participants' rate of success for completion of the training programs.
The letter issued modifies the Participant Eligibility section of the Funding Provisions to remove funding
requirements for TAA Case Management funds. There are no financial terms being updated.
I do not recommend a Work Session. I recommend approval of the Modification Letter and delegate
authority to the Employment Services Division Head to sign and submit electronically.

The Colorado Department of Labor and Employment is making the following modification to
the above mentioned NFAs:
1. Funding Provisions
The following has been removed from the Participant Eligibility section of the
Funding Provisions, "With the exception of the performance of initial assessments,
TAA Case management funds cannot be used to assist participants certified under
the Reversion 2021 law, which includes petitions numbered 99,000 and up."
Local areas have an additional 30 -days from the date of this notice to submit and/or modify
draft work plans for this NFA, if needed.
