HomeMy WebLinkAbout20232289.tiffRESOLUTION RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING EXTENSION OF EMERGENCY TEMPORARY CLOSURE OF COUNTY ROAD 8 BETWEEN COUNTY ROADS 49 AND 51 FOR APPROXIMATELY AN ADDITIONAL ONE (1) WEEK, FOR IRRIGATION WATER SCHEDULE AND UTILITY REPAIRS WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, pursuant to C.R.S. §42-4-106(6)(a). "...local authorities, with their respective jurisdiction may, for the purpose of road construction and maintenance, temporarily close to through traffic or to all vehicular traffic any highway or portion thereo` for a period not to exceed a specified number of work days for project completion and shall, in conjunction with any such road closure establish appropriate detours or provide for an alternative routing of the traffic affected...", and WHEREAS, on the 28th day of June, 2023, pursuant to said statute and upon the basis of traffic and personnel investigations, the Board determined that conditions existed which made it necessary to temporarily close County Road 8, between County Roads 49 and 51, to through traffic on an emergency basis and to regulate, warn and guide vehicular traffic by posting signs thereon, with said closure being effective June 26, 2023, for approximately one (1) month, through July 31, 2023, for a culvert replacement due to flooding, and WHEREAS, on the 19th day of July, 2023, pursuant to said statute and upon the basis of traffic and personnel irvestigations, the Board determined that conditions continued to exist which made it necessary to extend said temporary closure of County Road 8, between County Roads 49 and 51, with said extended closure being effective July 31, 2023, for approximately an additional two (2) weeks through August 11, 2023, for unanticipated supply chain delays and high irrigation water levels, and further, that standard official traffic control devices shall be erected at said closure giving notice of the restrictions, and cc: So(RS) D;sfb,+ct,, C SP ©$"/to/2-3 2023-2289 EG0024 EXTEND TEMPORARY CLOSURE - COUNTY ROAD 8 PAGE 2 WHEREAS, on the 7th day of August, 2023, pursuant to said statute and upon the basis of traffic and personnel investigations, the Board has determined that conditions continue to exist which make it necessary to temporarily close County Road 8, between County Roads 49 and 51, to through traffic and to regulate, warn and guide vehicular traffic by posting signs thereon, with said closure being effective June 26, 2023,and extend for approximately one (1) week, through August 18, 2023, for a culvert replacement in coordination with the irrigation water schedule and utility repairs. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon for the safety of the general public and that said traffic control devices shall conform to the Federal Manual on Uniform Traffic Control Devices. BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County, Colorado, does declare and establish that the emergency temporary closure of County Road 8, between County Roads 49 and 51, be, and hereby is, extended, effective August 11, 2023, for approximately an additional one (1) week through August 18, 2023, for a culvert repair to be completed in coordination with an unanticipated irrigation water schedule and utility repairs, and further, that standard official traffic control devices shall be erected at said closure giving notice of the restrictions. Irrigation water schedule allows this closure for these dates. See attached closure diagram. Weld County Public Works is requesting permission to extend the closure on WCR 8 between WCR 49 and WCR 51 to 8/18/2023 for emergency culvert replacement. This closure began on 6/24/2023 and was previously extended to open on 8/11/2023. The week extension is due to the irrigation water schedule and necessary utility repairs. See attached closure diagram. Weld County Public Works is requesting permission to schedule the opening date for the closure on WCR 63 between Highway 34 and WCR 52 for emergency culvert replacement to 11/17/2023. The original dates for this closure were 5/12/2023 thru TBA. This opening date is due to the irrigation water schedule.
