BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, APRIL 5, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, April 5, 2023, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Scott K. James — EXCUSED
Commissioner Kevin D. Ross
Commissioner Lori Saine
Also present:

MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County
Commissioners meeting of March 22, 2023, as printed. Commissioner Buck seconded the motion, and it
carried unanimously.
El CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of
Hearings conducted on March 22, 2023, as follows: 1) USR23-0003 — Jose and Marisela Avila,
2) USR23-0005 — Kenneth Harring, do CBEP Solar 6, LLC, 3) USR22-0033 — Christopher Gleason, and
4) COZ22-0014 — George L. Sandberg Irrevocable Trust, do Jeff Winter. Commissioner Ross seconded
the motion, which carried unanimously.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.
El PROCLAMATIONS:
1) ANDREW ALIREZ DAY, NCAA WRESTLING NATIONAL CHAMPIONSHIP (141 POUNDS) -
APRIL 5, 2023: Chair Freeman read the proclamation for the record. Andrew Alirez thanked the Board
for their support and recognition, and spoke on his undefeated season. He explained how his sacrifices
and dedication led him to a national championship, and how he had been living the right way on and off
the mat. Mr. Alirez stated he grew up in Greeley, and is proud to be a role model to youth in the area.
Each Commissioner, in turn, expressed their pride and extended appreciation for his work ethic, and

acknowledged the support from his family, coaches, and teammates. They stated he is a staple in this
community who showcased the sport of wrestling in a humble and elegant manner, and demonstrated
for the youth in Weld County that achieving their athletic dreams is possible. (Clerk's Note: The group
gathered for a photo opportunity.)
2) CHILD ABUSE PREVENTION MONTH - APRIL 2023: Chair Freeman read the proclamation for
the record. Jamie Ulrich, Director of the Department of Human Services, stated annually since 1983, April
is designated nationally to highlight the need for communities to come together to support child abuse
prevention, with this year's theme "Building Together, Prevention and Partnership." Ms. Ulrich gave her
appreciation to the Board for their support, and stated she is thankful for the strong and enduring
collaboration efforts with the goal of strengthening our community and keeping children safe. Family
Prevention and Child Welfare Division employees introduced themselves for the record, and Ms. Ulrich
expressed her immense gratitude for her staff who work so diligently as child advocates, and stated there
will be a Sidewalk Chalk Art event from 5:00-7:00 p.m., on April 26, 2023, at the Del Camino Office, and
April 27, 2023, in the Greeley Downtown area. In turn, each Commissioner gave their sentiments and
expressed their gratitude for the calling of individuals who advocate for the children of Weld County.

El WARRANTS:
1) GENERAL WARRANTS - APRIL 3, AND 4, 2023: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously.
El BIDS:
1) APPROVE BID #B2300040, CHILD WELFARE VARIOUS SERVICES - DEPARTMENT OF HUMAN
SERVICES: Carolyn Geisert, Purchasing Department, stated staff completed the review of 24 bids that
were received through the Request for Proposal (RFP), and recommends awarding 23 out of the 24
vendors with either full or partial services, as noted on the attachment. She explained the vendor whose
bid is not recommended has withdrawn their bid to add a new service (#2022-1532), and currently has
an agreement with the Department of Human Services which will continue as is. Ms. Geisert stated all
vendors, services, and rates were reviewed and approved by the Human Services Advisory Commission
on March 23, 2023. Commissioner Ross moved to approve said bid for 23 vendors. The motion was
seconded by Commissioner Buck, and it carried unanimously.
2) APPROVE BID #62300076, CUSTODIAL SUPPLIES - FACILITIES DEPARTMENT: Ms. Geisert
stated staff recommends selecting the lowest bidder who met specifications for each item listed in the
attached spreadsheet. Commissioner Saine commended Toby Taylor, Director of the Facilities
Department, for his clear and concise bid tabulation, and moved to approve said bid. The motion was
seconded by Commissioner Buck, and it carried unanimously.
El 3) PRESENT BID #62300064, CAMERA CABLING — DEPARTMENT OF INFORMATION
TECHNOLOGY: Ryan Rose, Director of Information Technology, stated three (3) bids were received and
staff will make a recommendation on April 19, 2023. He further stated one of the vendors had rescinded
their bid; due to non -qualification and will not be considered.
El 4) PRESENT BID #62300073, COURTS HOLDING CABLING — DEPARTMENT OF
INFORMATION TECHNOLOGY: Mr. Rose stated two (2) bids were received and staff will make a
recommendation on April 19, 2023.

5) PRESENT BID #B2300096, VMWARE MAINTENANCE AND SUPPORT — DEPARTMENT OF
INFORMATION TECHNOLOGY: Mr. Rose stated seven (7) bids were received and staff will make a
recommendation on April 19, 2023.
6) PRESENT BID #B2300097, INFOBLOX BLOXONE AND TRINZIC MAINTENANCE AND
SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated three (3) bids were
received and staff will make a recommendation on April 19, 2023.
Ei NEW BUSINESS:
1) CONSIDER CONTRACT ID #6753 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
MARIZOL IRIZARRY: Jamie Ulrich, Director of the Department of Human Services, stated this contract
is for a new certified kinship foster care home located in Evans, Colorado. Commissioner Saine moved
to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner
Buck, and it carried unanimously.
El 2) CONSIDER CONTRACT ID #6780 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN —
MICHAEL AND KIMBERLY MINTEER: Ms. Ulrich stated this contract is for a new certified kinship child
specific foster care home , located in Perkinston, Mississippi. Commissioner Buck moved to approve said
contract and authorize the Chair to sign. The motion was seconded by Commissioner Ross, and it carried
unanimously.
3) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 42 BETWEEN CRS 13 AND 15:
Kevin Hettinger, Department of Public Works, presented, on behalf of SMH West and stated they are
requesting an extension of this temporary closure of County Road (CR) 42 between CRs 13 and 15 for
one (1) week, through April 15, 2023, for installation of a 16 -inch water main for the town of Johnstown,
Colorado. He stated the original approved dates were from March 27, 2023, through April 8, 2023, but
due to inclement weather, this project has been delayed. Commissioner Buck moved to approve said
extension of temporary closure. The motion was seconded by Commissioner Ross, and it carried
unanimously.
El 4) CONSIDER CONTRACT ID #6806 AMENDMENT #1 TO PROFESSIONAL SERVICE
AGREEMENT FOR ENTERPRISE RESOURCE PLANNING (ERP) PAYROLL AND TIME TRACKING
FUNCTIONAL LEAD CONSULTING AND AUTHORIZE CHAIR TO SIGN — REMY CORPORATION:
Cheryl Pattelli, Chief Financial Officer, stated the Board approved a contract with Remy Corporation for
the total amount of $318,240.00, for a payroll and time tracking consultant on February 1, 2023. She
explained the initial consultant was replaced; however, the new consultant has more implementation and
Workday experience, and holds more Workday certifications than the initial consultant; therefore, her
hourly rate is slightly higher than the initial consultant. Ms. Pattelli stated this amendment only affects the
hourly rate and number of hours, which increased from $153/hour to $170/hour, and the total hours
decreased from 2,080 hours to 1,872 hours. Commissioner Buck moved to approve said amendment
and authorize the Chair to sign. Seconded by Commissioner Ross, the motion carried unanimously.
el PUBLIC COMMENT: There was no public comment.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.

Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:28 a.m.
