RE: Purchase Request for LPR Trailer via Equitable Share Funds

Brief description of the problem/issue:
The Sheriffs Office is requesting approval to purchase a used 2019 license plate reader for $15,000 from the Leonardo Company
utilizing.equitable share funds. This unit will be strategically placed around the county for all law enforcement agencies in and outside
of Weld County to use. Other law enforcement agencies could use the system remotely to pull information needed for their vehicle
related crimes. The system informs law enforcement if a stolen vehicle, person with a warrant, a wanted sex offender, or missing
person drives past the trailer. The system provides an affordable way to help identify, track, and solve motor vehicle related crimes.
The 2019 trailer has been used as a demo unit by Leonardo, is well maintained and is being offered to the SO at a reduced price. Retail
price is $37,500 for a 2019 model A new 2022 trailer costs $46,000 (Dec2022 quote from Leonardo).
The additional cost for a GPS tracker will be $400, plus ongoing cost of $1,600 per year for tracker air service and software updates,
covered by WCSO operating budget.
Colorado continues to lead the nation in motor vehicle thefts. Since 2019, the state's motor vehicle theft rate has increased by 120.6%.
Through the first half of 2022, thefts have increased by another 17.2% compared to the same time in 2021. 3,048 vehicles were
reported stolen in Colorado in October of 2022. This represents $27,937,968 in average dollar loss during the month. Note: In its
2020 Crime in the United States: Uniform Crime Report, the FBI assessed the average dollar loss per stolen vehicle in the United
States was $9,166 (2020 economic data).
What options exist for the Board? (Include consequences, impacts, costs, etc. of options)
BOCC can approve the purchase, calla work session, or not approve the purchase. Not approving the purchase will result in a missed
opportunity to add another license plate reader to our equipment covering Weld County's roads and identifying stolen vehicles.
Recommendation:
The Sheriff is recommending approval.
