A public hearing was conducted on May 17, 2023, at 9:00 a.m., with the following present:
Commissioner Mike Freeman, Chair
Commissioner Perry L. Buck, Pro-Tem

Commissioner Kevin D. Ross
Commissioner Lori Saine
Also present:

The following business was transacted:
I hereby certify that pursuant to a notice dated February 8, 2023, and duly published
February 10, 2023, in the Greeley Tribune, a public Show Cause hearing, PCSC22-0013, was
scheduled on February 22, 2023, and rescheduled due to inclement weather and closure of
County Offices. On March 1, 2023, a hearing was scheduled to determine whether good cause
exists for the revocation of Minor Amended Use by Special Review Permit, MUSR14-0008, for a
Kennel to increase the number of dogs allowed from 16 to 30 in the A (Agricultural) Zone District,
held by Scott and Kristin Fisher, at which time the Board continued the hearing until March 29,
2023, to allow Mr. and Mrs. Fisher to be present. On March 29, 2023, the Board heard all of the
testimony and statements of those present, and being fully informed, continued the hearing until
April 26, 2023, to allow the Fishers additional time to address outstanding issues. On April 26,
2023, the Board heard all of the testimony and statements of those present, and being fully
informed, continued the hearing until May 17, 2023, to allow the applicant additional time to obtain
a letter from a certified engineer, certifying the structure as as -built. Bruce Barker, County
Attorney, made this a matter of record.
ki Diana Aungst, Department of Planning Services, stated the permittee has met the Conditions
of Approval of the permit and mentioned a Certified Engineer provided a letter indicating all
buildings have been adequately constructed and anchored. She noted, the three (3) pending
Building Permits will now be processed by the Building Department and recommended dismissal
of the case.
Kristin Fisher, permittee, stated she was hopeful she would never have to come before the

Board again and Chair Freeman thanked her for getting the site into compliance.
IE In the matter of Show Cause hearing, PCSC22-0013, Commissioner Saine moved to dismiss
the matter. The motion was seconded by Commissioner Ross, and it carried unanimously. There
being no further discussion, the hearing was completed at 9:16 a.m.
This Certification was approved on the 5th day of June, 2023.
