RE: APPROVE APPLICATION FOR SMALL BUSINESS INCENTIVE PROGRAM AND
AUTHORIZE RELEASE OF ECONOMIC DEVELOPMENT TRUST FUNDS (TIER III) -
INTERNATIONAL FARMS, LLC / ROAD TRUCKING, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the Small Business
Incentive Program and a request for the Release of Economic Development Trust Funds (Tier III)
from International Farms, LLC / Road Trucking, Inc., to the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department of
Planning Services, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference, and release the Economic
Development Trust Funds (Tier III), in the amount of $40,000.00, payable to International Farms,
LLC / Road Trucking, Inc., to offset various impact fees incurred and previously paid by
International Farms, LLC / Road Trucking, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the Small Business Incentive Program and a
request for the Release of Economic Development Trust Funds (Tier III) from International Farms,
LLC / Road Trucking, Inc., to the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Planning Services, be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Tier III Economic Development Trust
Funds, in the amount of $40,000.00, be, and hereby are, released and payable to International
Farms, LLC / Road Trucking, Inc., to offset various impact fees incurred and previously paid by
International Farms, LLC / Road Trucking, Inc.

I am pleased to submit to the Board of County Commissioners an SBIP application for
International Farms LLC / Road Trucking Inc. This small business operates a trucking
company for agricultural support and service and is associated with SPR22-0002.
International Farms LLC / Road Trucking Inc. is a small business operating in
unincorporated Weld County with seventeen (17) employees.
As part of the application requirements, the owner submitted their business plan and met
with representatives from the Small Business Development Center (SBDC). Jesse Esparza
reviewed the business plan and found it satisfactory. Attached is the confirmation email
from the SBDC.
The Small Business Incentive Plan was created by the County Commissioners to help
offset land, building permit, septic and impact fees associated with development. Below is a
breakdown of the fees:

regarding the program's eligibility requirements.
Program Purpose: Weld County has established a Small Business Incentive Program (BIP) which will provide
eligible businesses financial assistance to offset land use, building permit, and several impact fees. The program is

11. QUESTIONS & ASSISTANCE
Weld County Department of Planning Services: The application will be processed by the Director of
Planning Services. The Director may contact the applicant for clarification regarding the application or to
request additional information during the review process. If the application is approved, the Director
will contact the business when preparing the agreement and when scheduling the agreement for action
by the Weld County Board of Commissioners. The applicant is encouraged to contact the Director of
Planning Services to request assistance with the program requirements and with filling out the

Hi Torn,
Our East Colorado SBDC worked with Jorge Borrego, helping him create a business plan with
at least some minimum financial information that he can work with and continue to
successfully operate his trucking company within the northern Weld region. It was a very new
process for Jorge and Liliana to work on this type of a process. They have learned the
importance of the planning process and the goal setting process. I am going to continue to
work with them to continue to add more details to the planning process as well as the
projecting which will align with their yearly goals. They have an accountant that helps them
focus their financials at least they are keeping their books in order, which gave me great
encouragement for future growth and how to plan for future outcomes. They have completed
the major components of the business plan( attached). They will continue to need in-depth
business plan information about their industry and directions to future outcomes with relevant
data to drive their goals. I will continue to provide them with consulting on their goals and
objectives, target market, marketing strategies and financial components that will include sales
forecasts, cashflow projections and will provide them with essential data that can help them
towards high probability of success. Overall, this business plan is a good start for them and
their trucking business and for the intended outcome and implementation of their business.

In 2011, Road Trucking was started by 2 brothers and a vision. With no money and 1 truck we were
determined to succeed. We have grown to 15 semi -tractors, trailers and numerous leasers.

Business description
Road Trucking Inc specializes in hauling aggregate materials such as sand, dirt, rock, asphalt, and boulders
to and from construction sites. We provide excellent disciplined constancy and meaning relations with all
our customers. We use great equipment We will provide any good relationship with all customers and
our drivers as well. We will provide family -oriented Family Services through the process of providing
every customer as though they were family, we provide them with our own values that represent
meaningful connection with us as though they were members of our family. understanding with what they
do and always give them the benefit that they are good customers We will also provide these individuals
and all our customers a sense of connection good communication.
We start the process of our day we arrive at the place where we have the trucks, we turn them on, we make
the prior inspections, we receive our drivers. Then we make sure that they have their orders ready for the
day, we go, we load the material, we deliver it to our customers that are our client and after we make sure
that the driver has had the best day possible and there we are receive in a positive way at the yard.
We are commitment to give the client excellent services and to comply with our contracts through Martin
Marietta and with Pioneer Sand and Gravel Company. We also provide services to the State of Colorado,
to the City of Denver and for new construction companies from around the surroundings Denver Area We
also provide services to small companies. We have the certification program through the SBA and
through the Minority Office of Economic Development.
Market research
Our competition is Bellio Trucking company at 777 W. 62nd Ave in Denver, CO 80216. Bellio Trucking
specializes in transporting materials using end -dumps, live bottoms, and roll -offs. They deliver materials
such as rock, dirt, sand, and other products same as out company
They provide is excellent service, in a timely manner. Their services include but not limited to private
deliveries, paving, transport materials, roll -off pick-up and delivery.
Target Market Segment Strategy
RoadTrucking will focus its marketing budget on a selected industry niche. A narrow -served market focus
will help strengthen the company's reputation of a reliable transportation services provider and will
generate favorable referrals.
The major customer segment the company is focusing on is the construction industry. Companies in this
segment have varying needs, and RoadTrucking has already gained valuable experience serving such
customers. The company management believes that by increasing its truck fleet it can capture additional
clients and provide better service to existing clients.
Marketing plan
RoadTrucking will employ four distinct marketing efforts to raise awareness about the company and
generate new customers. The first strategy is the use of promotions. This will focus on press releases and
advertising using various media. The second effort will be the use of incentives. The incentives will be
offered to existing customers. The third effort will be printed brochures. These will be distributed to new
and existing customers. The last and most important will be the use of referrals, word of mouth. We know
this method works as it has sustained us for all these years. We are looking to establish a website. The
website will provide a method of helping potential clients get I touch with us and to get essential
information about what we do and how we can support their efforts.
RoadTrucking is a customer -centric organization looking to become one of the premier trucking
companies in Colorado. Profitability is forecasted conservatively with sales of over $200,000 for 2023
one and over $400,000 for 2024.

Site analysis/ Operations
Road Trucking is located in 11402 County Road 6 Fort Lupton Co. with a convenient access to I25 and
Highway 85. This property has a building of 25,000 sq f and 16 acres. Property is being used to park 15
semi -trucks, trailers and outside storage. Building is being used for commercial storage and office space.
Management plan
In order to operate successfully we maintain regularly trainings with our employees. Our training mainly
consists in safety in job sites. We also have a daily routine of maintenance in our equipment to prevent
truck breakdowns, this includes inspections of motor vehicles before and after all trips.
