WELD COUNTY COUNCIL
June 19, 2023
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, June 19, 2023, at the Weld County Administration Building,
1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President James Welch. Councilmembers Cindy
Beemer, Nancy Teksten, Elijah Hatch and Trent Leisy were present, constituting a quorum of
members. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA
Councilmember Hatch made a motion to approve the agenda, seconded by Councilmember
Leisy and carried.
APPROVAL OF DOCUMENTATION:
Approval of May 15 Minutes
Councilmember Beemer made a motion to approve the May minutes, seconded by
Councilmember Teksten, and the motion carried.
REVIEW PROGRAM:
Roy Rudisill, Director Office of Emergency Management
Mr. Rudisill said the county is required by law to have an emergency management office. It
currently has five employees and it cohosts a position with Hazmat planning.
Coming out of covid, there were questions about preparedness. Mr. Rudisill said the the health
department wrote a full emergency plan. His office worked with that department and the county
commissioners to get a plan in place.
His department brings a comprehensive emergency plan to commissioners for review about
once a year. A total revision was done in 2022.
The responsibilities of emergency management include developing emergency plans and
working with jurisdictions and private sector partners like fire districts, municipalities and oil and
gas operations.
Every five years, his department has to develop a hazardous mitigation plan. They try to get as
many cities and towns to participate as possible. High hazards include severe weather, drought,
floods, prairie fires and cybersecurity.
Chemical facilities report to Mr. Rudisill's office annually to help with mitigation planning and
his office makes sure fire districts are aware of that information.
Weld county has 4,886 reporting facilities that are storing, processing or making chemicals. Of
those, 161 facilities have extremely hazardous substances -mostly gases that could be
hazardous.

Councilmember Hatch said the planning department is working on redefining what an ag
building is. He said the process is ongoing.
Bills
Councilmember Beemer made a motion to approve bills, it was seconded by Councilmember
Hatch and carried. The bills were paid as follows:
o Weld County Phone Bill for May $25.00
