RE: APPROVE DELEGATION OF SIGNATORY AUTHORITY FOR COUNTY VETERANS
SERVICE OFFICER MONTHLY REPORT IN COMPLIANCE WITH C.R.S§28-5-707
AND§28-5-804
WHEREAS,the Board of County Commissioners of Weld County,Colorado,pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County,Colorado,and
WHEREAS,the Department of Human Services oversees the Weld County Veterans
Service Office,and is a subrecipient of a semi-annual payment of State funds for hours worked
by accredited Veterans Service Officers,and
WHEREAS,the Weld County Veterans Service Office is required to submit the County
Veterans Service Officer Monthly Report for compliance with Colorado Revised Statute,
C.R.S.§28-5-707 and§28-5-804,and is to be signed and electronically submitted,and
WHEREAS,The Board has been presented with a request to delegate signature authority
to Jamie Ulrich,Director of the Department of Human Services,or Tami Grant,Deputy Director
of the Department of Human Services,to sign and electronically submit said report,as necessary,
on behalf of the Weld County Veterans Service Office,with a copy of which is attached hereto
and incorporated herein by reference,and
WHEREAS,after review,the Board deems it advisable to delegate signatory authority to
Jamie Ulrich,Director of the Department of Human services,or Tami Grant,Deputy Director of
the Department of Human Services.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County,Colorado,that signatory authority,be,and hereby is,delegated to Jamie Ulrich,
Director of the Department of Human services,or Tami Grant,Deputy Director of the Department
of Human Services,to sign and electronically submit said County Veterans Service Officer
Monthly Report for compliance with Colorado Revised Statute,C.R.S.§28-5-707 and§28-5-804,
as necessary,on behalf of the Weld County Veterans Service Office.

Brief description of the problem/issue:Each month the Weld County Veterans Service Office(WCVSO)
submits a monthly report to the Colorado Division of Veterans Affairs(CDVA). The report is called the Form
CVA 26.The purpose of this form is to verify that the County Office is operating so the State can make the semi-
annual payment to the County in accordance with CRS§28-5-707. The Department of Human Services now
oversees the Veterans Services Office and is requesting signing and submittal authority be delegated to the
Department Director for these reports versus presenting each month at a County's Board meeting.This will help
expedite the reporting,so reimbursements remain timely.
What options exist for the Board?
• Approval for the Department Director to sign and submit the monthly WCVSO Monthly Report.
• Deny approval for the Department Director to sign and submit the monthly WCVSO Monthly Report.
Consequences:WCVSO Monthly Report will not be submitted in a timely manner.
Impacts:Funding for the WCVSO may not be made for needed veteran programs.
Costs(Current Fiscal Year/Ongoing or Subsequent Fiscal Years):
• Funded from the Colorado Division of Veterans Affairs.
Recommendation:
• Approve and authorize signature delegation to the Weld County Department of Human Services Director
and Deputy Director to sign and submit monthly County Veterans Service Officer Monthly Reports.
