What is the grant application deadline for the federal IIJA Program? The SS4A applicant deadline was July 10th, but not awards are anticipated until the end of the year. 3. What is the total amount of federal IIJA funds applied for or expected? Weld County applied for $400,000 of federal IIJA funds. 4. What is the match requirement for the federal IIJA program? Copy language from the federal agency or statute. The SS4A program requires an 80/20 (federal/local) match amount. Therefore, Weld County will be required to match $100,000 for this grant. 5. USDOT anticipates making two rounds of awards: one earlier round of awards only focuses on applications requesting Planning and Demonstration Grants, and a later round of awards encompasses Implementation Grants. We are hopeful to hear if we received funding for a Planning and Demonstration Grant in the earlier round., which is anticipated to be in October 2023, and the later round is anticipated to be in December 2023. E. GOVERNOR'S POLICY PRIORITIES The following questions align with the "Alignment with Governor's Policy Priorities" section of the scoring matrix. 1. Collaboration. Have you collaborated with and secured other local, nonprofit, and/or private sector partners on project planning? To ensure we are not overlapping communities who already received funding, Weld County's Safety Action Plan will apply to only the unincorporated areas of the county. 2. Governor's Policy Priorities. By Weld County creating a Safety Action Plan to reduce fatalities in Colorado, we are helping the LOMA program implement Governor Polis' IIJA policies in the transportation sector by prioritizing projects in rural and underserved areas. F. JUSTIFICATION OF NEED The following questions align with the "Justification of Need" section of the scoring matrix. 1. Other funding sources. If any other funding sources will be leveraged for this project, please list the funding source type, amount, and if these funds have been committed to the project. No other funding sources are identified for this project. 2. Additional Funding. Why can this match requirement not be met by other funding sources/reallocation of existing budgets? Strongest application has justified clearly why other funds cannot be leveraged or reallocated for this purpose, including at least 2 examples. EQUITABLE a LONG-TERM COMMUNITY IMPACTS The following questions align with the "Projected Equitable Impacts" and "Long-term Community Impact Depth" sections of the scoring matrix. 1. Intended Use. Please briefly describe the intended use of funds and relationship to state or agency key strategic goals. Strongest applications will specify how the project will have a permanent impact on health and safety of the community and a wide -reaching impact across the state. The purpose of this project is to develop a long-range safety action plan that will reduce or eliminate fatalities in Weld County. The State of Colorado's fatality numbers continue to increase, therefore this planning effort will assist with improving community health and safety throughout the region. 2. Disproportionately Impacted Communities. What percentage of total project funding will be invested in disproportionately impacted communities? Strongest applications will align with or exceed 40% threshold per federal Justice40 initiative There are portions of unincorporated Weld County that meet the Justice40 criteria per the screening tool on the website: https://screeningtool.geoplatform.gov/en/#9.61 /40.5425/-104.792.. Weld County is the 3rd largest county in the state and has many census tracts that are large. IMPACTS ON WORKFORCE/JOB CREATION The following questions align with the "Impact on Workforce/Job Creation" section of the scoring matrix. 1. How many new jobs is this project expected to create? If unknown at this stage of planning, briefly describe whether and how the project will create new jobs or workforce demand. Weld County will utilize this funding to contract consulting services to assist with developing the Safety Action Plan, which will help with perpetuating the economy. Once a plan is in place, any infrastructure improvements will create new jobs by contracting the construction. 2. What workforce plan(s) are in place to meet the workforce needs related to this project? Weld County will follow our procurement procedures through a competitive bid process in order to ensure workforce plans are in place to accommodate workforce needs. I. SHOVEL -READY STATUS The following questions align with the "Shovel -Ready Status" section of the scoring matrix. 1. Project Phases. Briefly describe if this is an annual project, multi -year but single-phase project, or multi -phase project. (NOTE: Funds will be provided on an annual basis and any funding awarded for one year/phase of a federal grant does not guarantee additional match funding for future phases/years of project.) This IIJA request for a SS4A Planning Grant is required before a community can apply for an Implementation Grant. While the study is a stand alone item, the Safety Action Plan could recommend important improvements to the county road system that will improve reducing fatality deaths and therefore would require additional IIJA funding to construct. We will not know the extent of a potential future application without conducting the study. 2. Project Timeline. Please briefly describe the project implementation timeline for the project. If awarded IIJA funding, Weld County plans to go to bid to select a consultant and have the Safety Action Plan completed by the end of 2024. 3. Project Sites. Have project sites been secured for the proposed project? Please describe. No project sites have been secured for this proposed project. This is not a construction project, but the development of a Safety Action Plan. 4. Relevant State Agencies. Have the relevant state agencies been included and/or informed of the proposed project? If so, please list the State agencies. Yes, and in addition, Weld County received letters of support from Congressman Buck and Congresswoman Caraveo's offices. 5. Weld County recognizes this amount is lower than the required minimum request and is very grateful that DOLA is allowing us the opportunity to apply for this funding. While the required local match amount better supports construction/infrastructure projects, I cannot speak enough to the importance of ensuring the safety of human life on the county road system. If this study results in saving or preventing even one fatality from occurring, then this grant effort will be considered a success. Weld County has one of the highest fatality rates in the state for the traveling public. We need to attempt to do whatever we can to reduce these numbers. We are a large county and are asking for the Committees support and understanding to partner with us on this effort. J. APPLICANT AFFIRMATIONS/AGREEMENT WITH TERMS AND CONDITIONS 1. Affirmation of Advance Request Awarded IIJA Local Match projects will not receive funding until they can demonstrate they have been awarded the federal IIJA program for which they applied. Grantees must submit, if awarded, an advance request form accompanied by the federal IIJA award or allocation letter through the DLG grants portal. The advance request form is included as part of the award agreement. Confirm/Agree to Comply. 2. Affirmation of Use of Funds Grant funds can ONLY be used for costs associated with the non-federal match requirement of an awarded federal IIJA program. Grantees who spend funds outside of this intended purpose understand that any such funds must be returned to DOLA and agree to do so within 30 days of identification of improper fund use. Grantees must provide DOLA with a minimum of one itemized interim report, as well as any other financial reports as requested by the Governor's Office through DOLA. While this amount is less than the required $250,000, Weld County is requesting a significant federal partnership with USDOT to prepare a safety study for the most dangerous roads in the rural areas of Weld County. Without this study, Weld County is unable to request future IIJA funding through this program for infrastructure improvements. D. FEDERAL IIJA PROGRAM 1. What is the grant application deadline for the federal IIJA Program? The SS4A applicant deadline was July 10th, but not awards are anticipated until the end of the year. 3. What is the total amount of federal IIJA funds applied for or expected? Weld County applied for $400,000 of federal IIJA funds. 4. What is the match requirement for the federal IIJA program? Copy language from the federal agency or statute. The SS4A program requires an 80/20 (federal/local) match amount. Therefore, Weld County will be required to match $100,000 for this grant. 5. USDOT anticipates making two rounds of awards: one earlier round of awards only focuses on applications requesting Planning and Demonstration Grants, and a later round of awards encompasses Implementation Grants. We are hopeful to hear if we received funding for a Planning and Demonstration Grant in the earlier round., which is anticipated to be in October 2023, and the later round is anticipated to be in December 2023. E. GOVERNOR'S POLICY PRIORITIES The following questions align with the "Alignment with Governor's Policy Priorities" section of the scoring matrix. 1. Collaboration. By Weld County creating a Safety Action Plan to reduce fatalities in Colorado, we are helping the LOMA program implement Governor Polls' IIJA policies in the transportation sector by prioritizing projects in rural and underserved areas. F. JUSTIFICATION OF NEED The following questions align with the "Justification of Need" section of the scoring matrix. 1. Other funding sources. If any other funding sources will be leveraged for this project, please list the funding source type, amount. and if these funds have been committed to the project. Weld County will match the IIJA grant with Public Works General Fund dollars. We know this funding request is less than the minimum DOLA has identified and we want to help support the state in showing these stimulus funds are being expended for their intended use. Weld County is trying to help Colorado secure as much IIJA funding as possible. The priority funding is the Mega grant application, while also trying to partner with DOLA on the construction of High -Plains Boulevard, which is a parallel arterial road to I- 25, Segment 5. Any partnership amount is greatly appreciated. 3. Project budget. The State of Colorado's fatality numbers continue to increase, therefore this planning effort will assist with improving community health and safety throughout the region. 2. Weld County is the 3rd largest county in the state and has many census tracts that are large. The larger the census tract the more difficult for the data to reflect specific locations because it gets spread out. 3. Prioritization. The Safety Action Plan will identify if there are any legacy improvements significantly impacting Weld County residents. 4. Counties Impacted. MEM Weld County will utilize this funding to contract consulting services to assist with developing the Safety Action Plan, which will help with perpetuating the economy. Once a plan is in place, any infrastructure improvements will create new jobs by contracting the construction. 2. Weld County will follow our procurement procedures through a competitive bid process in order to ensure workforce plans are in place to accommodate workforce needs. I. SHOVEL -READY STATUS The following questions align with the "Shovel -Ready Status'' section of the scoring matrix. IMP 1. Project Phases. Briefly describe if this is an annual project, multi -year but single-phase project. or multi -phase project. (NOTE: Funds will be provided on an annual basis and any funding awarded for one year/phase of a federal grant does not guarantee additional match funding for future phases/years of project.) This IIJA request for a SS4A Planning Grant is required before a community can apply for an Implementation Grant. While the study is a stand alone item, the Safety Action Plan could recommend important improvements to the county road system that will improve reducing fatality deaths and therefore would require additional IIJA funding to construct. We will not know the extent of a potential future application without conducting the study. 2. Project Timeline. Please briefly describe the project implementation timeline for the project. Weld County recognizes this amount is lower than the required minimum request and is very grateful that D0LA is allowing us the opportunity to apply for this funding. While the required local match amount better supports construction/infrastructure projects, I cannot speak enough to the importance of ensuring the safety of human life on the county road system. If this study results in saving or preventing even one fatality from occurring, then this grant effort will be considered a success. Weld County has one of the highest fatality rates in the state for the traveling public. We need to attempt to do whatever we can to reduce these numbers. We are a large county and are asking for the Committees support and understanding to partner with us on this effort. J. APPLICANT AFFIRMATIONS/AGREEMENT WITH TERMS AND CONDITIONS 1. Affirmation of Advance Request Awarded IIJA Local Match projects will not receive funding until they can demonstrate they have been awarded the federal IIJA program for which they applied. Grantees must submit. if awarded. an advance request form accompanied by the federal IIJA award or allocation letter through the DLG grants portal. Affirmation of Use of Funds Grant funds can ONLY be used for costs associated with the non-federal match requirement of an awarded federal IIJA program.
