Two years ago, Weld entered in a MOU with the Colorado Department of Human Services (CDHS) for this purpose. This MOU is known to the Board as Tyler ID 2021-1704. This year, according to the attached OM-FEA-2023-0003 - Statewide Contract with Goodwill memo, counties who already have a MOU in place and wish to continue having Goodwill administer their LEAP program, do not need to take any additional action and the MOU will continue as is. This MOU is being Fast Tracked for tracking purposes and is CMS #6787. The Department wishes to communicate to the BoCC that Goodwill will continue to administer Weld County's LEAP program and no additional action is needed at this time. Please forward pertinent information to staff members as you deem necessary. Purpose This Operation Memorandum establishes mutually agreed -upon procedures among the Colorado Department of Human Services (CDHS), Low -Income Energy Assistance Program (LEAP), Goodwill Colorado (Goodwill), and counties who wish to use the statewide contract to operate the program. By signing the attached Memorandum of Understanding (MOU) and returning it to the State LEAP Office, the county confirms its intent to opt into the contract with Goodwill from October 1, 2023 through September 30, 2024, in lieu of self-administering the LEAP program. Any county that signs the MOU will have an opportunity once per year to withdraw from the statewide contract. Action Counties that wish to contract with Goodwill to administer LEAP in lieu of self -administration, must sign and return the attached MOU to Randa Alshami at Randa.alshami@state.co.us by April 30, 2023. Counties self-administering LEAP: Counties that are self-administering LEAP and would like to opt into the statewide LEAP contract beginning on October 1, 2023 must sign and return the MOU by April 30, 2023. Counties who return the MOU will begin to be served under the terms of the statewide contract on October 1, 2023. Background The State LEAP Office procured through a competitive process, a statewide contract with Goodwill to administer LEAP on behalf of counties, effective October 1, 2021. The contract includes the option to renew for four additional years (i.e., through September 30, 2026). October 1, 2023 will begin the third year of the contract.
