RE: APPROVE EMERGENCY BID #B2300144, INMATE MEDICAL SERVICES, AND
WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND
INVESTIGATION - SHERIFF'S OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute anc the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Purchasing Department has requested waiver of the ten-day waiting
period for Emergency Bid Request #B2300144, Inmate Medical Services, for the Sheriff's Office,
to allow for an expedited 45 -day transitionary period in response to the early contract termination
by the former vendor, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Emergency Bid Request #B2300144, Inmate
Medical Services, for the Sheriff's Office, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the sole bid from Wellpath, LLC, in the
total amount of $7,925,000.00 for the first contract year, be, and hereby is, approved on an
emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 31st day of July, A.D., 2023.

The Weld County Sheriff's Office is requesting emergency approval of a recent RFP for jail medical
services.
On June 15, 2023, the current medical vendor, Turnkey Medical, notified the Sheriff's Office of their
intent to terminate their contract early. This notice gave the Sheriff's Office 90 days to find a
replacement vendor. An RFP was posted and only one vendor (Wellpath) submitted a bid. To have a
successful transition, Wellpath will need 45 days to take over medical services for the 650 inmates
currently being housed in the Weld County Jail. To meet this timeline, a fully executed contract will
need to be in place by August 2, 2023. Wellpath has requested that if the contract is signed and in place
within 30 days of transition, they (Wellpath) would need $150,000 from the county to assist in the
transition.
The Weld County Sheriff's Office respectfully requests for our timeline to be moved forward to allow
this to take place.

The Weld County Sheriff's Office recently requested proposals for a medical vendor for the Weld County
Sheriff's Office Detention Division and Southwest Booking station.
A comprehensive review was completed on the single response to the RFP. Wellpath Medical was the
sole vendor to respond to the RFP. The review consisted of six members who graded the proposal based
on the requirements of the REP Vendor Response Sheet. Scores from each member were added
together within their respective catagories, producing a final score for the vendor. Wellpath Medical
total score was 540 points out of 600 total possible points.
Based on the comprehensive review, the Sheriff's Office is recommending the Medical Contractor bid be
awarded to Wellpath Medical for a base of $7,625,829. This amount does not include the possibility of
$150,000 transition fee, if the transition is 30 days or less. Additionally a potential increase of $150,000
may be included in the final contracted price related to the exansion of the the statutorily required MAT
Services Program, based on inmate enrollment. The total cost is anticipated to be $7,925,000 for the
first contract year.
Wellpath Medical was the only bidder and their proposed solution exceeded many of the requirements
of the RFP. A conversation with a representative of the Douglas County Sheriff's Office also produced a
positive recommendation for the company. Douglas County has been utilizing Wellpath Medcial since
January of 2023 they are happy with the services and staffing Wellpath have provided. Wellpath
Medical currently has contracts with several Sheriff's Offices located in Colorado, many of like size or
greater with positive outcomes for inmate medical care.
