The Project Area occupies approximately 53 . 8 acres located east of County Road 39 and approximately '/4 mile south of County Road 86 in Weld County , Colorado (Township 5 Range 7N Section 65V� . Figure 1 illustrates the location of the Projects . TRC completed a Project- specific desktop analysis to identify critical development issues . The following biological resources were identified within the Project Area (which contains both Projects) : • The Project Area consists mostly of agricultural lands including cultivated crops and pasture/hay ; and grasslands/herbaceous cover according to the National Land Cover Database ( Figure 2) . • TRC conducted a wetland and waterbody analysis of the Project Area using U . S . Geological Survey National Hydrography Dataset and U . S . Fish and Wildlife Service National Wetlands Inventory desktop data . One wetland , classified as a palustrine unconsolidated bottom semipermanently flooded ( PUBF) is mapped by NWI intersecting the northeast portion of the Project Area . The Project Area does not sit within a Federal Emergency Management Agency floodplain . • The Colorado Parks and Wildlife (CPV� Threatened and Endangered Species List identifies 31 state- listed threatened and endangered species including one amphibian species , eight bird species , 14 fish species , and eight mammal species . According to CPW Species Activity Maps and High Priority Habitats GIS , the Project Area is within the breeding range of the burrowing owl , the overall range of the Preble 's meadow jumping mouse , and lies within a watershed known to support the brassy minnow . Based on an assessment of each species' habitat requirements , range , and distribution , potentially suitable habitat for the burrowing owl may be present within the Project Area . • According to data from the CPW Wildlife Species Map Application , the Project Area lies within bald eagle winter range . There are no known active or inactive bald eagle nest sites in proximity of the Project Area . The Project Area is within the known golden eagle year- round range . Although foraging habitat may be present , the Project Area lacks any nesting substrate (cliffs or large trees) to support breeding golden eagles . The property has a dry- up covenant with East Larimer County Water District who bought the water rights . We will be planting a native seed mixture on the property that will not require irrigation . 23 . CBEP Solar 17 , LLC , the owner of the 5 . 80 MW AC Solar Energy Facility (SEF) will be responsible for the decommissioning . Decommissioning of the Project will include removal of all above and below- ground infrastructure , including the arrays , inverter structures , concrete foundations and pads , and electrical infrastructure . All fences, graveled areas and access roads shall be removed unless landowner agreement to retain is presented , in writing , in which the property owner agrees for this to remain . The property shall be restored to a condition reasonably similar to its condition prior to development of the 5 . 80 MW AC SEF. Grading and re-vegetation will comply with all applicable rules and regulations. Exclusions from the decommissioning plan include planting trees , removing internal site roads , and re-grading to previous conditions. All non - utility owned equipment, conduits, structures, fencing , and foundations to a depth of at least 3 ' below grade shall be removed . The existing site is currently used for agricultural purposes with approximately 1% slopes . This drainage study was prepared to summarize findings from performing a hydrologic analysis of the project site to identify the potential stormwater impact from the proposed solar project and develop appropriate drainage best management practices ( BMPs ) to address the impact . This drainage study was prepared to comply with the Weld County Engineering and Construction Criteria ( WCECC) Manual Requirements, updated January 2021 . Proposed Project The proposed solar project will consist of pole mounted photovoltaic ( PV) arrays . Ground disturbance under the panels will be minimal; thus, existing perviousness of the soil will be maintained under the solar cells allowing infiltration . Rainfall runoff from the panels will flow under the pole mounted PV panels matching the pre-development flow patterns . Additional improvements associated with this project are limited to gravel drives for vehicle access and concrete pads for distribution transformers (see Appendix A — Site Plans C301 & C302 ) . No public access or utility infrastructure improvements are anticipated at this time. Site Drainage Currently, the existing site does not have any regional retention or water quality features . The soils in the area consist of hydrologic soil groups ( HSG ) A and C soils given by the Natural Resources Conservation Service ( NRCS — Appendix B) . A drainage basin labeled as Drainage Area A have been identified for the site with an approximate area of 55 . 20 acres . Any offsite flows appear to follow the existing ditches and streams and are not expected to affect the project site . See Appendix A for the drainage area maps and details . A hydrologic analysis was prepared using the Rational Method based upon requirements from the WCECC Manual . Because of this, a detention basin facility will not be proposed . Instead , a grass swale will be introduced on the south side to dissipate energy and attenuate any potential flow increase from gravel roads and concrete pads . Erosion Control/Stormwater Management Plan Erosion control features such as silt fences and grass swales ( also mentioned above ) will be installed on the site prior to construction activities . Such measures will be included in the erosion control plan and detail sheets within the final construction documents . Grass swale sizing calculations are summarized in Appendix D. Conclusion The drainage study and attached drainage maps were produced in accordance with requirements from Weld County Engineering and Construction Criteria Manual, updated January 2021 . The existing storm water flow characteristics are expected to remain unchanged and increases in peak flow rates have been proven to be negligible. A basin type of storm water detention would not be necessary. Improvements proposed with the project site are limited to a gravel paved drive and a small concrete distribution transformer pad . No public access or utility infrastructure improvements are anticipated at this time . The proposed development will not alter historic drainage patterns or adjacent and downstream property owners . Air quality impacts associated with construction projects generally arise from fugitive dust generation during the operation of heavy equipment. The Project includes construction of 5 . 80 MW of solar electric generation on a 54 . 84 acre parcel . This Lighting Plan describes lighting during the construction and operations phases of the Project . Temporary Construction Lighting_ The need for lighting during construction is expected to be limited because the majority of construction activities will occur during daylight hours. If lighting is needed during construction , lights will be positioned and/or shielded from oncoming traffic and residences in the vicinity of the project site , as necessary. Cutoff-type luminaires would be used where practicable . Individual light sources would not exceed 150 , 000 lumens per light source (typical of a 1250W metal halide light) and would project 0 . 1 lumen or less at property lines. Unnecessary lighting will not be used . Lights would not exceed 24 feet in height. The Project includes the construction of 5 . 8 Megawatts ( MV� of solar electric generation on a portion of a 54 . 84- acre parcel . In addition to the solar array, the Project site will continue to contribute to the agricultural economy of Weld County by using the pasture land underneath the solar array for sheep grazing . This Manure Management Plan describes CBEP Solar 17 , LLC's plan to maintain and minimize the impacts of the manure on the Project parcel and neighboring community . Backqround : CBEP Solar 17 , LLC intends to partner with a local shepherd that will be grazing no more than 500 sheep on the Trappers ' Trail Solar Project site for periods during the grazing season . The Trappers ' Trail Solar Project is one of many fields the flock of sheep will rotate between . These sheep will be processed in Weld County at Innovative Foods . Manure Load Manaqement: Through rotational grazing and harrowing , the manure load will be evenly distributed across the parcel and have minimal impact on the neighboring community. Rotational Grazing : The shepherd will section off portions of the Project and graze the herd in the subsections, rotating the sheep to new subsections regularly . The shepherd will also rotate the herd between several Cloudbreak solar projects to manage the manure load and forage materials on the land . This will make the overall manure load very manageable and reduce the impact to surrounding properties. The herd will not stay permanently at the Trappers ' Trail Solar Project. The Project site will not serve as a feedlot for sheep . Harrowing : If necessary, a harrowing machine will be used on the Trappers ' Trail Solar Project site to spread out and break up the manure once the sheep move on to the next subsection or pasture . This machine will disturb the topsoil to help break down and bury the manure . Composting : If the manure load ever becomes problematic, CBEP Solar 17 , LLC will physically remove the manure and compost it offsite . The Project includes construction of up to 10 direct current (DC) Megawatts (MU1� of solar electric generation on a 39 . 94- acre parcel . The purpose of this noise study was to determine the level of noise impact from the Project at nearby residences and to ensure that the Project complies with state and county regulations . The level of impact has been determined based on The State of Colorado Noise Law and WCC Chapter 14 Article 9 (Noise) . Fundamentals of Noise Noise can be defined as unwanted sound . When a noise is distinctly louder than the ambient noise environment and reaches a certain level , it can disrupt normal activities . The magnitude of noise or the deviation from the ambient noise level is usually described by sound pressure . The magnitude of noise is usually described by a ratio of its sound pressure to a reference sound pressure , which is usually 20 micro - Pascals . A logarithmic scale is used to relate sound pressure to a common reference pressure , yielding the sound pressure level (SPL) . SPL is measured in dimensionless units of decibels (dB) and are modified by frequency response of human hearing orweighting . The commonly accepted limits of human hearing to detect sound are between the threshold of hearing at 0 dB and the threshold of pain at 140 dB Sound frequencies are represented in units of Hertz (Hz) , which correspond to the number of vibrations per second of a given tone . Sound occurs over a wide range of frequencies . Three weightings have been established for measuring sound pressure : A, B , and C . The commonly accepted audible frequency is between 20 Hz and 20 , 000 Hz , and human hearing is most sensitive to the frequencies between 1 , 000 Hz and 6 , 000 Hz . The A-weighted scale is adjusted to frequencies most sensitive to human ears . Sound levels that are measured using the A-weighted scale are often expressed as dB (A) . All noise levels in this noise impact analysis report will be expressed in dB (A) . A key concept in evaluating potential noise impacts is the perceived effect of incremental increases in existing noise levels . Changes in dB (A) are exponential ; therefore , an increase of 3 dB (A) is barely perceptible , an increase of 5 dB (A) is readily perceptible , and a 10 dB (A) increase would be perceived by someone to be a doubling of the noise level (loudness) . Existing Noise Environment : The subject site is located southeast of the intersection of County Road 86 and County Road 39 in an unincorporated area of Weld County , Colorado . The Project Area is surrounded by existing agricultural with one residential property directly west of the Project Area . The applicable setbacks from adjacent property lines and roadways will be required , and much of the existing vegetation (if present) within the setbacks will be retained . Existing noise sources at the site occur mainly from infrequent vehicular traffic traveling on nearby roadways . 1 � Noise Study � Trapper's Trail Solar Project ,/ Weld County , Colorado State of Colorado Noise Law Colorado Revised Statutes 25- 12- 103 : Maximum Permissible Noise Levels . 1 . Every activity to which this article is applicable shall be conducted in a manner so that any noise produced is not objectionable due to intermittence , beat frequency , or shrillness . Sound levels of noise radiating from a property line at a distance of twenty-five feet or more there from in excess of the dB (A) established for the following time periods and zones shall constitute prima facie evidence that such noise is a public nuisance (Table 1 ) . 2 . In the hours between 7 : 00 a . m . and the next 7 : 00 p . m . , the noise levels permitted in subsection ( 1 ) of this section may be increased by ten dB (A) for a period of not to exceed fifteen minutes in any one- hour period . 3 . Periodic , impulsive , or shrill noises shall be considered a public nuisance when such noises are at a sound level of five dB (A) less than those listed in subsection ( 1 ) of this section . 4 . Construction projects shall be subject to the maximum permissible noise levels specified for industrial zones for the period within which construction is to be completed pursuant to any applicable construction permit issued by proper authority or, if no time limitation is imposed , for a reasonable period of time for completion of project . Between the hours of 9 : 00 p . m . and 7 : 00 a . m . , the noise levels set forth above may be exceeded by up to ten ( 10) decibels for up to fifteen ( 15) minutes in a one - hour period . Project Noise Construction Construction noise represents a short-term (temporary) impact on ambient noise levels . Temporary noise impacts during construction would occur during daylight hours while construction equipment is being operated including , but not limited to , passenger vehicles , earthmoving equipment , concrete mixers , water trucks , and semi-tractor/trailer trucks . The spatial distribution of construction noise emissions would vary during the day and depend upon the type of activity . Construction traffic will generate noise along the haul route . This noise would be temporary during commuting hours and when supplies are delivered over the course of construction . Operations Sources of noise during operation would only include temporary vehicle noise from maintenance personnel access and typical noise emissions from the solar array , inverters (which convert electricity from AC -to- DC , and DC-to-AC) , transformers (which "step up" and "step down" the system voltage) , and overhead transmission . 3 � Noise Study � Trapper's Trail Solar Project ,/ Weld County , Colorado Project facilities that emit sound during operation include inverters . Noise emission from inverters depends on the inverter model and number of inverters , which will be determined based on detailed engineering to be completed during final design and approval of the site , but typical emissions from industrial photovoltaic (P� inverters and associated supporting equipment utilized in previous solar projects within the region range from 48 to 72 dB (A) at a distance of 10 feet (Tech Environmental 2012) . Within the 48 to 72 dB(A) range , inverter sound levels are generally indistinguishable from background noise levels at a distance of 150 feet from the inverter (Tech Environmental 2012) . Typical equipment that is expected to be utilized for this Project includes Module Model Heliene 144M M8 530W Bifacial or similar and Inverter Model CPS SCH125KTL- DO/US-600 or similar. For comparison , a gas lawnmower can produce around 90 dB (A) , a vacuum cleaner around 70 dB (A) , and a dishwasher in the next room around 50 dB (A) (FAA 2022) . Based on the typical sound levels from Project operation and the distance to the boundary , the Project will adhere to Weld County and State of Colorado permissible noise levels . Conclusion The purpose of this noise study was to determine the level of noise impact the Project will produce and ensure that the Project will comply with state and county regulations . This level of impact has been determined based on the Weld County noise regulations as well as the state of Colorado Noise Law . Based on typical solar energy facility equipment , it is expected that the noise levels from Project facilities will meet the Weld County Noise Ordinance and state statute requirements . E . 60360 Subject : On-Site Drainage Study " 03/10/2022 " Cloudbreak Energy is pursuing the development of the Trappers' Trail project, a photovoltaic energy generation facility at a 55 . 20-acre site located approximately 2 .4 miles northeast Ault, Colorado, alongside County Road 39 (See Appendix A-Site Plans C301 & C302 ) . The existing site is currently used for agricultural purposes with approximately 1 % slopes . This drainage study was prepared to summarize findings from performing a hydrologic analysis of the project site to identify the potential stormwater impact from the proposed solar project and develop appropriate drainage best management practices ( BMPs) to address the impact . This drainage study was prepared to comply with the Weld County Engineering and Construction Criteria (WCECC) Manual Requirements, updated January 2021 . Proposed Project The proposed solar project will consist of pole mounted photovoltaic ( PV) arrays . Ground disturbance under the panels will be minimal; thus, existing perviousness of the soil will be maintained under the solar cells allowing infiltration . Rainfall runoff from the panels will flow under the pole mounted PV panels matching the pre-development flow patterns . Additional improvements associated with this project are limited to gravel drives for vehicle access and concrete pads for distribution transformers (see Appendix A — Site Plans C301 & C302 ) . No public access or utility infrastructure improvements are anticipated at this time . Site Drainage Currently, the existing site does not have any regional retention or water quality features . The soils in the area consist of hydrologic soil groups ( HSG ) A and C soils given by the Natural Resources Conservation Service ( NRCS — Appendix B) . A drainage basin labeled as Drainage Area A have been identified for the site with an approximate area of 55 . 20 acres . Any offsite flows appear to follow the existing ditches and streams and are not expected to affect the project site . See Appendix A for the drainage area maps and details . A hydrologic analysis was prepared using the Rational Method based upon requirements from the WCECC Manual . The analysis provided estimated peak flow rates for the 100-year storm under both pre-and post-development conditions . The design rainfall depth for a 1- hour, Stormwater Drainage Study 100-year storm is 2 . 73 inches based upon NOAA Atlas 14 : Precipitation - Frequency Atlas . The Rational Method equation shown below was used to determine the peak flow rates from Drainage Area A . Runoff coefficients for various land uses were obtained from Table 5-2, Weld County Engineering and Construction Criteria . Because of this, a detention basin facility will not be proposed . Instead , a grass swale will be introduced on the south side to dissipate energy and attenuate any potential flow increase from gravel roads and concrete pads . Erosion Control/Stormwater Management Plan Erosion control features such as silt fences and grass swales ( also mentioned above ) will be installed on the site prior to construction activities . Such measures will be included in the erosion control plan and detail sheets within the final construction documents . Grass swale sizing calculations are summarized in Appendix D. Conclusion The drainage study and attached drainage maps were produced in accordance with requirements from Weld County Engineering and Construction Criteria Manual , updated January 2021 . The existing storm water flow characteristics are expected to remain unchanged and increases in peak flow rates have been proven to be negligible . A basin type of storm water detention would not be necessary. Improvements proposed with the project site are limited to a gravel paved drive and a small concrete distribution transformer pad . No public access or utility infrastructure improvements are anticipated at this time . The proposed development will not alter historic drainage patterns or adjacent and downstream property owners . Rates and equations are applied to the proposed land use to estimate traffic generated by the development during a specific time interval . The acknowledged source for trip generation rates is the Trip Generation Report published by the Institute of Transportation Engineers ( ITE ) . The Institute of Transportation Engineers' ( ITE) Trip Generation Manual does not provide detailed data on solar field facilities . As such , KE was able to estimate the weekday peak hour trip generation for the AM and PM peak hours based upon information provided by the client and project team . The project team provided the following trip generation data : Trip Generation Data : • Maximum anticipated number of daily trips per day during peak period of construction = 20 — 25 vehicles per day during peak construction 7 : 00 AM - 3 : 30 PM general hours Monday — Friday. Lori Stevens Neighbor Correspondence : Byrsen : If we put a berm , the drainage would go against the berm and cause flooding on this side . I don 't think the county would allow it . Mike : It's straight downhill going from our property. Brysen : The county would be concerned with flooding and changing the floodplains - any water would be extra going down this way. With this project , we ' re trying to minimize any change in grading . If we pile drive , we try to not mess with the grade . I would prefer to do a wooden fence or trees , or a stipend for trees . Mike : My thing is - trees would take a long time and trying to give them water is difficult . We ' re in a semi -arid desert . I think a wooden fence is a better idea . How tall would the fence be ? Brysen : 8 feet . 5 feet is the minimum height the solar panels get , 11 feet is the maximum and it only lasts for a few hours per day. The fence should cover the site most of the day. With the trees on top , it should set it back a bit too . Again , we ' re also happy to do a stipend . We ' re open to do wood fencing - it's a lot more expensive . Parks and Wildlife would rather do game fence around the entirety of the site , but we ' re open to doing wood fencing around your area . Mike : Would wildlife go through the wood fence ? Brysen : No , we ' d monitor to make sure no game got through . We will be grazing sheep - a shepherd will take care of the land . The sheep will be managed through rotational grazing . We ' re trying to keep the parcel zoned as agriculture and keep it agriculturally productive . So , we don 't want any game getting through either. I have some slides if you want me to run through it . Mike : Oh , yeah , sure . Brysen : Our public hearing also is early October, I ' m not entirely sure . PRESENTATION (6 : 35pm-6 : 50pm ) Mike : Are the sheep on all year? Brysen : No , they' re only on a few fields at once and are moved throughout our different sites . The shepherd will graze sheep on one part until the grass is around 18-22 inches in height, which is the best for grass height . The sheep will be rotating between all of our projects . How often they' re on the site depends on the rain , how many weeds we have , etc . For example , if we have as much as rain as we 've had this year- Julie : Probably not . Mike : Do you have the studies on leaching ? Brysen : They' re the ones I sent over in email . 6 : 50 : End of Presentation Mike : I am just trying to research some stuff that goes in the solar panels and some chemicals/heavy metals are my concern because we do have a well . If we have to use this well , we want to make sure that is good water. Brysen : Yeah absolutely. Mike : We filter water like crazy so that is a big concern for us . Brysen : From the studies we 've seen , and we ' re using US made manufacturers , not getting it from China or anything . All the studies show there is not a concerning level at the Colorado or the United States required levels . The leaching rate - the panels are glass , a steel glass - so the leach rates are very, very small . When it hails , we have monitoring system , so if something is not functioning , that's a concern to us , we ' ll come and replace the panel . We will have spare parts located on -site , so our team will fix it within 2 weeks , which is what I think the policy is . The panels have been certified and tested heavily to see if they can withstand the weight of hail and other storms . I was developing in California and they do a lot of testing for hurricanes - it's all hardy enough to withstand horrible storms . Any other questions? Mike : I briefly looked through the last email and I can check it out more and get back to you . Brysen : Any time you want to reach me , you can reach out , our first Planning Commission hearing is in October and our Board of County Commission hearing is a few weeks after that. We ' d love to solidy plans before that , but we ' re happy to keep working with you . Mike : Any way to go higher than 8ft? Brysen : 8 feet is harder because that's when county code kicks in and when it starts to not make financial sense for our projects . I can chat with our co-founder, Zach , about it , though . How tall would you like? Mike : I would like it to be higher than the height of the solar panels . We ' re on a grade so may need it to be higher. Brysen : I know typically 8 feet is the highest we 've done , so I can see if financially we can do that . Up to 11 feet might be a little too tall for us - maybe we can meet somewhere in the middle . We ' d also be interested in funding a fence on your side . Mike : Good to have some plans to see Brysen : These may change a little bit as we get closer. We ' re going to move the powerlines to make sure it doesn 't go on your property. We ' ll also be upgrading the powerlines around you , making them stronger, make sure the power doesn 't go out . Mike : These are the locations of the inverters? Brysen : Yes .
