The North Front Range Metropolitan Planning Organization (NFRMPO) is pleased to notify you of the
Multimodal Transportation and Mitigation Options Fund (MMOF) award to Weld County for the Weld
County On -Demand Transit Program project.
The Scoring Committee reviewed and scored MMOF applications for the NFRMPO FY2022 Call for
Projects on June 14, 2022. The NFRMPO Planning Council approved the recommended projects on
August 4, 2022 with Resolution 2022-23. Recommended projects will be programmed in the FY2023-
2026 Transportation Improvement Program (TIP) with the August Amendment. The NFRMPO Planning
Council has approved your project as follows:

*Local match is equal to 25 percent for this project as approved by the
NFRMPO Planning Council (see attached resolution) and CDOT Transportation
Commission.
The purpose of the MMOF program is to complete a multimodal and integrated transportiaton system.
Projects receiving partial awards must ensure the all elements being completed with the awarded
funding align with the original scope of the project and align with the goals of the MMOF funding
program. Questions regarding this matter may be directed to the NFRMPO TIP manager
(arcunninghamCalnfrmoo.org).
Project funds should be moved to obligation during the year programmed. As a recpient of funding
through the NFRMPO Call for Projects, the project is subject to the NFRMPO TIP Project Delay Procedure
("TIP delay policy") as defined in the TIP Narrative. Per the TIP delay policy, this project must go to
advertisement by June 30, 2023 to meet the milestone deadline and avoid becoming delayed.
Additionally, projects receiving FY2022 MMOF Federal funds must be obligated by December 31, 2024,
expended by December 31, 2026 and the final project reimbursement documentation must be submitted
by the Local Agency to CDOT no later than January 31, 2027.

The next step is to contact the appropriate CDOT Project Manager to setup the initial project meeting.
At the initial meeting your agency's Project Manager will need to provide their contact information, a
copy of the project application, and Project Conceptual Plans (if applicable and available).
The federal project funding process requires a significant amount of time to implement and complete;
you are encouraged to engage with CDOT as soon as possible. Please remember the expenditure of any
funds prior to fully executing the Intergovernmental Agreement (IGA) and funds encumbering option
letter (OL) with CDOT will not be reimbursed and those funds are not eligible for inclusion in the IGA
project budget. The NFRMPO requests project sponsors notify NFRMPO staff once the IGA has been
completed for tracking purposes.

Upper Front Range Multimodal Transportation & Mitigations Options Fund (MMOF)
Fiscal Year (FY) 2022 and 2023 Award
UPPER FRONT RANGE REGIONAL PLANNING COMMISSION
WHEREAS, the Colorado Senate Bill 2018-001 included a provision that established a
new Multimodal Options Fund (MMOF) within the State Treasury, and was amended under
Colorado Senate Bill 2021-260 which also provided the program with steady, annual funding for
multimodal transportation projects and integrated access to multimodal transportation systems for
Disproportionately Impacted Communities; and
WHEREAS, the Colorado Transportation Commission (TC) is required in the legislation
to establish a distribution formula for the MMOF Local Fund based on 85% being distributed to
Transportation Planning Regions (TPR's) for local project selection and the remaining 15% to
CDOT for TC selection of state projects; and
WHEREAS, the MMOF Advisory Committee recommended a new formula to TC and
was adopted on January 24, 2022; and
WHERES, the MMOF formula reflects an Urban/Rural split of 81%/19% ratio and
consists of eleven (11) criteria grouped under population, disadvantaged groups, transit ridership
and other; and
WHEREAS, spending authority will be granted to recipients through CDOT's standard
award contracting mechanisms and will follow State Fiscal Rules and Federal Fiscal Rules where
applicable; and
WHEREAS the Transportation Commission is responsible for ensuring the use of MMOF
Local Funds comply with the goals, purposes and requirements of SB 2021-260, project selections
are made by the MPO/TPR; and
WHEREAS, the Upper Front Range Regional Planning Commission has established a
project application process to identify and prioritize eligible projects; and

UFRTPR Multi -Modal Option Fund Disbursement
WHEREAS, the Upper Front Range Executive Committee met on August 4, 2022,
reviewed applications for eligible projects requesting a total of $7,536,760.00 in MMOF funding;
and
WHEREAS, the total MMOF funding available for the Upper Front Range TPR for FY22
and FY23 is $4,473,819.00.
NOW THEREFORE BE IT RESOLVED, the UFR Regional Planning Commission
recommends the FY 22 & 23 MMOF funds be allocated in accordance with the following table:
