BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, FEBRUARY 6, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, February 6, 2023, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Scott K. James
Commissioner Kevin D. Ross
Commissioner Lori Saine

MINUTES: Commissioner Ross moved to approve the Minutes of the Board of County
Commissioners meeting of January 23, 2023, as printed. Commissioner James seconded the motion,
and it carried unanimously.
In) CERTIFICATION OF HEARINGS: Commissioner James moved to approve the Certification of
Hearings conducted on January 23, 2023, as follows: 1) Hearing to Gain Public Input Regarding
Changing Boundary Lines of Commissioner Districts in Weld County, Colorado. Commissioner Buck
seconded the motion, which carried unanimously.
Ile PUBLIC INPUT: No public input was given.
I AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Chair Freeman allowed for comment concerning the Partial Vacation of
Four -Lot Recorded Exemption, RECX17-0072, for Removal of Lot D — St. Noco Acquisitions, LLC,
do Terry Younglove; however, there was no public testimony offered. Commissioner Ross moved to
approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried
unanimously.

COMMISSIONER COORDINATOR REPORTS: Commissioner Ross reported that Jennifer Finch,
Public Information Officer, did a Press Release on all social media platforms to inform the public on the
closure of Two Rivers Parkway from February 21, 2023, through July 1, 2023, for road and bridge
rehabilitation, and to re -armor slopes for the floodplain. Commissioner Buck commended the Department
of Human Services on their Cheers for Years party to honor employee longevity, new employes and
supervisors for supporting their workforce.
Ill WARRANTS:
1) GENERAL WARRANTS - FEBRUARY 3, 2023: Commissioner James moved to approve the General
Warrants, as printed. Commissioner Ross seconded the motion and it carried unanimously.
El BIDS:
1) APPROVE BID #B2300044, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT BUILDING
HEATING, VENTILATION, AND COOLING (HVAC) UPGRADE - FACILITIES DEPARTMENT:
Christie Peters, Puchasing Department, stated staff recommends selecting the lowest bidder who met
specifications, Colorado Mechanical Systems, LLC, for a total amount of $456,930.00. Commissioner
Buck moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried
unanimously.
!'� i 2) APPROVE BID #62300047, TRAFFIC PAINT AND BEADS - DEPARTMENT OF PUBLIC
WORKS: Ms. Peters reviewed staffs recommendation to select several low bidders meeting
specifications for the various products and prices as detailed in staff's memorandum. Commissioner
James moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried
unanimously.
II 3) PRESENT BID #62300043, MARKETING AND RECRUITMENT SERVICES - SHERIFF'S
OFFICE: Ms. Peters stated four (4) bids were received and staff will make a recommendation on March 8,
2023.
NI NEW BUSINESS:
1) CONSIDER CONTRACT ID #6656 INTERGOVERNMENTAL AGREEMENT FOR SUBREGIONAL
SHARE AIR QUALITY/MULTIMODAL AWARD FOR SOUTHWEST WELD TRAIL STUDY AND
AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Evan Pinkham, Department of Public
Works, stated this intergovernmental agreement is required for the County to receive awarded funds in
the amount of $900,000.00, with a local match of $100,000.00, to be shared by Weld County, City of
Longmont, and Towns of Mead and Firestone. He described the location and stated this is for the design
and study of the Southwest Weld Trail, which will be followed by the Request for Proposal (RFP) process
to get engineering started on this project. Commissioner James moved to approve said agreement and
authorize the Chair to sign and submit electronically. The motion was seconded by Commissioner Ross,
and it carried unanimously.
Iw l 2) CONSIDER ROUND TWO (2) FOR 2022 ALLOCATION OF COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) FUNDS FOR CITY OF DACONO GLEN DALE AVENUE WATERLINE
REPLACEMENT PROJECT: Elizabeth Relford, CDBG Program Manager, stated on January 4, 2023,
the Community Development Block Grant Advisory Committee unanimously agreed the remaining 2022
CDBG funds, in the amount of $241,225.00, be allocated for the Glen Dale Avenue Waterline
Replacement Project in the City of Dacono, since the original waterlines are cast iron and approaching
end of life. Commissioner Ross moved to approve said allocation of funds. The motion was seconded by
Commissioner James, and it carried unanimously.

- 13) FINAL READING OF CODE ORDINANCE #2023-02, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 12 LICENSES AND PERMITS OF THE WELD
COUNTY CODE (SECURE TRANSPORTATION SERVICES): Commissioner James moved to read
Code Ordinance #2023-02 by title only. The motion was seconded by Commissioner Ross, and it carried
unanimously. Bruce Barker, County Attorney, read the title for the record and further stated there have
been no changes since the Second Reading. Gene O'Hara, Interim Director of the Department of Public
Health and Environment, and Dan Joseph, Department of Public Health and Environment, were present
to answer questions. No public testimony was offered concerning this matter. Commissioner Ross moved
to approve Code Ordinance #2023-02 on Final Reading. The motion, which was seconded by
Commissioner Buck, carried unanimously.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2023-02 was approved on Final Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:12 a.m.
