RESOLUTION
WHEREAS, pursuant to Colorado Supreme Court decision in Colorado
State Board of Social Services vs. Weld County, Weld County has been ordered
to provide twenty percent (20%) of all costs for public welfare services in
Weld County for the balance of the year, 1971, and
WHEREAS, the Board of County Commissioners, has determined that
sufficient cash funds are not available in any of the various county funds,
including the welfare and contingency funds, with which to pay Weld County's
share of all welfare costs for the balance of the year 1971, and
WHEREAS, the Board has determined that the lack of sufficient
monies to pay all welfare costs for the remainder of the year 1971 was an
unforseen contingency, and
WHEREAS, the Board is of the opinion that the only source for
additional funds for welfare purposes is the issuance of registered warrants
pursuant to C. R. S. '63, 88-1-16, and
WHEREAS, the Board of County Commissioners, Weld County, Colorado,
believes it to be in the best interest of the County to have the Weld County
Treasurer register warrants pursuant to said statute.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners,
and it hereby directs and orders the Weld County Treasurer to register warrants
to provide for excess expenditures in the welfare fund when all remaining
monies in said welfare fund have been exhausted.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote on the 16th day of August, 1971.

Dear Mr. Shea: Re: Weld County' s Request for
Contingency and Emergency Funds
On August 16, 1971 , the Weld County Board of Commissioners met to determine
how Weld County would finance its share of all welfare expenses pursuant to
the Colorado Supreme Court decision in Colorado State Board of Social Ser-
vices vs. Weld County. After hearing statements from the Budget Officer of
Weld County, the County Treasurer of Weld County, and the County Attorney of
Weld County, the Board of County Commissioners has determined that sufficient
cash funds are not available in any of the various funds including General ,
Road and Bridge, Welfare and Contingency Funds, with which to pay Weld County' s
share of all welfare costs for the balance of the year 1971 . The Board of
County Commissioners on this day determined by resolution that the lack of
sufficient monies to pay all welfare costs for the remainder of the year 1971
was an unforeseen contingency and since monies are not available for transfer
from other county funds, the Board of County Commissioners of Weld County
have directed the County Treasurer to register warrants to provide for excess
expenditures in the Welfare Fund when all remaining monies in said Welfare
Fund have been exhausted. Since it is not the desire of the Board of County
Commissioners of Weld County to register warrants , it hereby requests that the
State Board of Social Services supplement county expenditures for Public
Assistance, County Welfare Administration and Child Welfare Services as pro-
vided for in 1963 C.R.S. 119-3-12 (1969 Perm. Cum. Sup. ) .
It further requests that if sufficient monies are not available in such State
Contingency Fund to supplement county expenditures for the remainder of the
calendar year 1971 , then monies be made available by the State Board of Social

welfare purposes pursuant to 1963 C.R.S. 119-9-13. Since the payment of
welfare in Weld County is of grave importance, we ask that you expedite
these requests so that it will not be necessary for Weld County to register
warrants.
