RE: REGULATING, WARNING, AND GUIDING TRAFFIC DURING EMERGENCY
TEMPORARY CLOSURE OF COUNTY ROAD 4 BETWEEN COUNTY
ROADS 49 AND 53 FOR APPROXIMATELY ONE (1) MONTH, FOR CULVERT
REPLACEMENT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to C.R.S. §42-4-106(6)(a):
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close to
through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, pursuant to said statute and upon the basis of traffic and personnel
investigations, the Board has determined that conditions existed which made it necessary to
temporarily close County Road 4, between County Roads 49 and 53, to through traffic on an
emergency basis and to regulate, warn and guide vehicular traffic by posting signs thereon, with
said closure being effective June 26, 2023, for approximately one (1) month for a culvert
replacement due to flooding.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on County
roads and any intersections thereof, and it hereby authorizes and orders the posting of such traffic
control devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon
for the safety of the general public and that said traffic control devices shall conform to the Federal
Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 4, between County Roads 49 and 53, be
temporarily closed on an emergency basis, with said closure being effective June 26, 2023, for
approximately one (1) month for a culvert replacement due to flooding, and further, that standard
official traffic control devices shall be erected at said closure giving notice of the restrictions.

SUBJECT: BOCC Agenda Item
Weld County Public Works is requesting retroactive approval from the board for an emergency closure on
WCR 4 between WCR 49 and WCR 53 for a culvert replacement that was washed out due to flooding.
This closure occurred on June 26, 2023 and is anticipated to be closed until July 31, 2023.
