Gentlemen:
Since my letter of May 17 , 1973 , urgently requesting
immediate provision by the County Commissioners for additional
space to accommodate the critical need of the Courts, numerous
crises have occurred emphasing this critical need.
We have attempted to utilize the hearing room previously
used by the Commissioners for a County Courtroom which_ has
proven not even marginally adequate.
The two rooms required for office space of the water
referees for Water Court has been shifted to the women' s
jury dormitory which has greatly disturbed the deliberations
of juries for District and County Courts, two deliberation
rooms being necessitated by more than one jury deliberating
at the same time. Further, the accommodations for women are
in that area causing no little inconvenience.
As has been pointed out before, trial space must be
provided for the hearing of water cases in order that the
normal activities of the Court can be accommodated as well
as the water litigation. Therefore, it is imperative that
immediate provision for a County courtroom, a Water courtroom,
and an additional District courtroom, with space for the
reporter and chambers for the new District Judge, either with-
in the Courthouse or some outside location.
I must remind the County Commissioners of the provision
of Chapter 37 , Article 11 , Section 10, of the Colorado Revised
Statutes 1963 , as amended, provides in part as follows : "Main-
tenance of court facilities--. The board of county commissioners
in each county shall continue to have the responsibility of
providing and maintaining adequate courtrooms and other court
facilities including janitorial service,---. "
