M. , in the chambers of the Board of County Commissioners of Weld County, Greeley, Colorado, for the purpose of hearing the petition of Dr. S. E. Widney, 2000 16th Street, Greeley, Colorado, requesting a change of zone from "H-D" High Density District, to "M-H" Mobile Homes District, and WHEREAS, the petitioner was present, and WHEREAS, there was no one present in opposition pposition to the change of zone, and WHEREAS, the Board of County Commissioners heard all the testimony and statements from those present, and WHEREAS, the Board of County Commissioners has studied the recommendations of the Weld County Planning Commission as submitted, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS, that the petition of Dr. S. E. Widney, 2000 16th Street, Greeley, Colorado, for change of zone from "H-D" High Density District, to "M-H" Mobile Home District, said area being more particularly described as follows: The North 130' of the North Half (N-) of Lots Five (5) and Six (6) of the Southwest Quarter of the Southwest Quarter (SW-21-SW ) of Section Nine (9), Township Five (5) North, Range Sixty-five (65) West of the 6th P. M. , Weld County, Colorado, containing 1. 97 acres, more or less, is hereby granted under the conditions following: 1. Any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. All applicable subdivision regulations, zoning regulations and mobile home and mobile home park regulations shall be followed and complied with to the satisfaction of the Board of County Commissioners of Weld County, Colorado. Widney ) Mr. Robert Swanson ) Tape No. 14 Mr. Billings: We will call this hearing to order, Mr. Telep would you please make a record. Mr. Telep: Let the record show that this cause came on for a hearing this day, June 10, 1970, at 2:00 P. M. As shown in the notice that was duly published as required by law. This is the application of Dr. S. E. Widney, 2000 Sixteenth Street, Greeley, Colorado, for a change of zone from "H D" High Density District to "M H" Mobile Home District of a parcel of land, more particularly described in metes and bounds as was published in the Greeley Booster on May 8 and May 29 respectively. Said parcel containing 1.97 acres more or less. Let the record further show that the petitioner is present Let the record further show that there is on file a report from the Weld County Planning Commission dated March 3, 1970, reporting favorably as to this change of zone. I believe we are ready to proceed Mr. Chairman. Dr. Widney, do you wish to start? Dr. Widney: We already have the mobile home park adjacent to this. This is lies adjacent to the Livestock Commission Company and the mobile home park and we want to complete this as a mobile home park. Marshall Anderson: Do you intend to tear that old Rush home out of there. Dr. Widney: Yes. Mr. Telep: Let me ask you a question, doctor - just for the reed just to get continunity here - this is was former ly under the name of Robert B. Swanson, is that right. Dr. Widney: That is right. Mr. Telep: Let the record further show that Robert B. Swanson is in the room too. I am sure he is available for any questioning that the Board would like to proceed with at this time, Mr. Chairman, Dr. Widney states that this is a part and parcel or and addition to an existing trailer. Is that correct? Dr. Widneys Yes. Widney Change of Zone - -2 Mro Billings: Do you have any questions, Harold? Mr. Anderson: No I don't. Mr. Billings: Marsh, do you have any question? Mr. Anderson: No. Mr. Billings: I know you know the area and the situation. should Mr. Telep: Mr. Chairman, I think perhaps the Planning Director give the views of the Planning Commission. Mr. Lorensen: Mr. Chairman, they are going to put in 2 more isles of trailers and they changed their original plan they submitted to the Planning Department. They had an island in the road on the north side and they prefer to take this island out and the reasons being: (1) so they could allow them to put this in there with the additional zoning to get the proper trailer space and (2) it was difficult to park trailers when you have that island in there with a narrow street. The Planning Commission decided that this was appropriate and from the appearance of the area that they are operating the current mobile home court with good standards and so forth. It would be my recommendation to approve. I have one question of Mr. Swanson - are you using anchors of any sort to hold these trailers down? Mr. Swanson: No we don't. Mr. Lorensen: Do you ever propose any? Mr. Swanson: No, we feel that if the people want it they would buy screw down because it works like a corkscrew it goes into the ground about 2.5 feet. It is just awfully hard to put an anchor in at 12 and now 14 foot wides, you couldn't hardly fit the trailers. Mr. Lorensen: You mean you don't know where to put them because of the various sizes. Widney Change of Zone 3 Mr. Swanson: Different width and different length of the trailers. They can buy these screw down anchors and put them anywhere they want to. One is sufficient - they can't pull them out of their with a crane. I would like to confirm Mr. Lorensen: Now, there is one other possibility,/I have been reading that trailers being unstable from winds and I was wondering if they have this design in this park. Mr. Swanson: You take in the Boulder area and some of the other areas there is a real necessity but in our area I don't know of any trailers that have blown over especially in a populated area. Mr. Lorensen: I feel that it is an appropriate use in the area. Mr. Billings: I would ask at this time if there is anyone else in the room to speak who would like to speak in favor of this petition for a trailer court. Also I would ask if there is anyone here in objection? Let the record show that there was neither present anyone for nor any against said application. Mr. Marshall Anderson: Mr. Chairman, if there isn't anything more to come befofe this hearing - it seems like everyone is in agreement - I move that this petition be granted. Mr. Harold Anderson: I will second the motion. Mr. Telep: Mr. Workheiser do you have anything to say? Mr. Workheiser: No, I just came down.
