BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, OCTOBER 11, 2023
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, October 11, 2023, at the hour of 9:00 a.m.
• ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Perry L. Buck, Pro-Tem
Commissioner Scott K. James
Commissioner Kevin D. Ross
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Acting Clerk to the Board, Houstan Aragon
Chief Financial Officer, Cheryl Pattelli
MINUTES: There being no corrections to the Minutes of the Board of County Commissioners
meeting of September 27, 2023, as printed, Commissioner Buck moved to approve.
Commissioner James seconded the motion and it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of
Hearings conducted on September 27, 2023, as follows: 1) USR23-0019 — Michael Boulter Farms, LLC,
do CBEP Solar 26, LLC, 2) USR23-0020 — Robert and Allison Johnson, and 3) USR23-0018 — Korwell
Land Holdings, LLC. Commissioner Buck seconded the motion, which carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
• CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Ross seconded the motion and it carried unanimously.
• PRESENTATIONS:
1) RECOGNITION OF SERVICES, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT -
CINDY KRONAUGE: Chair Freeman read the certificate for the record. Eric Aakko, Department of Public
Health and Environment, congratulated Ms. Kronauge on her well-earned retirement and further gave a
brief overview of her tenure and various positions she worked with Weld County. He requested staff who
were present to come forward in honor and as a show of support for her. Cindy Kronauge thanked the
Board for the recognition and allowing her career opportunities that required trust of her, and increased
her knowledge to help the citizens of Weld County. Each Commissioner, in turn, expressed their

appreciation for Ms. Kronauge's diligent leadership and dedication to the citizens of Weld County during
the pandemic. They spoke on her application of the levels of education she has attained, and for going
above and beyond in her documentations and studies that have propelled the County in its vision. In
addition, the Board encouraged her to overachieve in her retirement as well. (Clerk's Note: The group
gathered for a photo opportunity.)
IR LETTER OF APPRECIATION TO AGRICULTURAL PRODUCERS FOR NATIONAL FARMERS
DAY, OCTOBER 12, 2023: Chair Freeman took Chair's Prerogative to give appreciation to the
agricultural community that has always been the backbone of Weld County. (Clerk's Note: Please
reference Exhibit A.)
• WARRANTS:
1) GENERAL WARRANTS - OCTOBER 10, 2023: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner James seconded the motion and it carried unanimously.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #7448 MEMORANDUM OF UNDERSTANDING FOR DISTRIBUTION
OF STATE OF COLORADO BIRTH CERTIFICATES AND IDENTIFICATION (I.D.) VOUCHERS, AND
AUTHORIZE CHAIR TO SIGN — UNITED WAY OF WELD COUNTY: Jamie Ulrich, Director of the
Department of Human Services, stated this Memorandum of Understanding (MOU) allows collaboration
with the United Way of Weld County, for the distribution of vouchers to access state -issued identification
documents and birth certificates. Commissioner Ross moved to approve said MOU and authorize the
Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously.
• 2) CONSIDER CONTRACT ID #7459 PROFESSIONAL SERVICE AGREEMENT FOR CORE AND
NON -CORE CHILD WELFARE SERVICES AND AUTHORIZE CHAIR TO SIGN - DEEP WATERS
PARENTING, LLC: Ms. Ulrich stated this agreement will provide life skills services. Commissioner James
moved to approve said agreement and authorize the Chair to sign. The motion, which was seconded by
Commissioner Buck, carried unanimously.
• PUBLIC COMMENT:
1) Steve Teets, Greeley resident, offered his comments to the Board.
RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:16 a.m.
