RE: APPROVE MODIFICATION LETTER TO EXPENDITURE AUTHORIZATION AND
WORK PLAN FOR WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)
VETERAN'S SERVICE TO CAREER PROGRAM (VSCP), AND AUTHORIZE
DEPARTMENT OF HUMAN SERVICES TO SIGN AND SUBMIT ELECTRONICALLY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Modification Letter to the Expenditure
Authorization and Work Plan for the Workforce Innovation and Opportunity Act (WIOA) Veteran's
Service to Career Program (VSCP) between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, and the Colorado Department of Labor and Employment, commencing July 1,
2022, and ending June 30, 2023, with further terms and conditions being as stated in said
modification letter, and
WHEREAS, after review, the Board deems it advisable to approve said modification letter,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Modification Letter to the Expenditure Authorization and Work
Plan for the Workforce Innovation and Opportunity Act (WIOA) Veteran's Service to Career
Program (VSCP) between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Human Services, and the
Colorado Department of Labor and Employment, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Karina Amaya-Ragland, Department of
Human Services, be, and hereby is, authorized to electronically sign and submit said modification
letter.

Modification Letter
Please review and indicate if you would like a work session prior to placing this item on the Board's
agenda.
Request Board Approval of the Department's Employment Services of Weld County Veteran's
Service to Career Program (VSCP) Grant Modification Letter. The Colorado Department of Labor
and Employment (CDLE) has issued a Modification Letter for NFA 22-008 for the Veteran's Service to
Career Program (VSCP) Grant Funding Year 2022, also known to the Board as Tyler ID 2022-3544.
The VSCP Grant provides expanded service options for Veterans in Weld County tailored to meet
individual needs. Services provided through the grant complement services currently provided under the
Workforce Innovation and Opportunity Act (WIOA), including those Veterans who do not qualify for the
WIOA program.
The Modification Letter changes the performance date from December 31, 2023 to June 30, 2023. There
are no financial terms being updated.
I do not recommend a Work Session. I recommend approval of the Modification Letter and delegate
authority to the Employment Services Division Head to sign and submit electronically.

The end date of the period of performance has been changed from December 31,
2023 to June 30, 2023.
