WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, State of Colorado, were
presented with a Petition for Abatement or Refund of Taxes for Account Number R6785437 at a
duly and lawfully called regular meeting held on the 4th day of October, 2023, at which meeting
there were present the following members: Chair Mike Freeman, and Commissioners
Perry L. Buck, Scott K. James, and Kevin D. Ross, with Commissioner Lori Saine not being
present, and
WHEREAS, notice of such meeting and an opportunity to be present has been given to
the taxpayer and the Assessor of said County, with said Assessor, Brenda Dones, being
represented by Jason Marini, Chief Deputy Assessor, and taxpayer, 20680 Niobrara Blvd, LLC,
being represented by Stevens and Associates Cost Reduction Specialists, Inc., not being present,
and
WHEREAS, the Board of County Commissioners has carefully considered the attached
petition, and is fully advised in relation thereto.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Board concurs with the recommendation of the Assessor and

The subject property is a single -story warehouse located on the east side of Niobrara Blvd in
Peckham. It is in an industrial development on the east side of Highway 85. The subject is metal
frame construction with metal panel exterior. It is an 8,055 square foot improvement with 3,055
square feet office of space located on a 217,364 square foot (4.99 ac) parcel.
Abatement Request:
The petition for abatement or refund of taxes was submitted by Todd Stevens of Stevens &
Associates, as agent for the owner, and estimates the subject value to be $600,000 ($74/sf).
The petitioner did not provide any supporting documents with the abatement petition.
Analysis:
The commercial team reviewed the 2022 value and concluded the original value is supported.
The cost approach calculates to $996,111 ($124/sf).
The market approach included a review of market sales for comparable warehouse
properties which ranged from $138 to $161/sf.
The income approach included review of market lease information for comparable
warehouse properties with a range of $10 to $14/sf NNN. Using $11/sf NNN, market
vacancy (5%), market expenses (8%), and market CAP rate (7.5%), the income
approach results in an opinion of value at $128/sf.
Reconciliation and Summary:
The Assessor's value of $1,011,244 is supported by the market and income approaches, and I
recommmed denial of the abatement petition. The petitioner requested the Assessor
recommend denial of the abatement to the BOCC, preserving their right to file with the BAA.
The petitioner will not attend the abatement petition hearing.
