The Weld County Board of Health met on August 22, 2023, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft Teams.
Those present included:
Board Members: Tom Cope, Doug Printz, Anthony Gallardo, Lonnie Ford, Bree Lukens, and Linda
Kautz.
Others: Lauren Light from Environmental Health, Jason Chessher, Executive Director, Weld
County Department of Public Health & Environment, Kristeen Bevel, Environmental Health
Specialist, environmental Health Services, Weld County Department of Public Health and
Environment, and Brooklyn Larimore, Youth Health Policy Specialist, Tobacco education and
Prevention Program, Health Education, Communication, and planning, Weld County Department of
Public Health and environment.
APPROVAL OF AGENDA
The meeting was called to order at 9:00 AM. A motion was made by Linda Kautz to approve the
agenda. Doug Printz seconded the motion, and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the August 22, 2023, meeting. A motion was made to approve by
Doug Printz and Bree Lukens seconded the motion and the motion was carried unanimously.
ADMINISTRATIVE REPORT: Jason Chessher reported that no expanding services is expected for
2024 fiscal year budget — New medical clinic services in the Fort Lupton area is under construction
now, costs will be covered under this fiscal year, but clinic will not be open for business until 2024.
Health Department will continue to provide Updated Covid Vaccine to the public, vaccine is covered
by private health insurances and Medicaid same as every other vaccine.

Biosolids Renewal:
Denali Water Solutions - Lauren Light presented 14 biosolid renewal applications. No
public comment or concerns were received. Environmental Health recommends approval.
DS -200407, DS -200639, DS -200714, DS -200822, DS -200912, DS -200913, DS -200914, DS -201109.
A motion was made by Linda Kautz to approval the renewals. Doug Printz seconded the motion,
and the motion was carried unanimously.

Kristeen Bevel, Environmental Health Specialist, environmental Health Services,
Weld County Department of Public Health and Environment - Kristeen talked about the
West Nile program.
West Nile virus spreads thought the bite of culex mosquitoes.
The best way to prevent is by avoiding outdoor activities during dawn & dusk and by wearing long
sleeved shirts.
Symptoms are not always present, 20% of people will develop fever, headache, neck pain, fatigue, and
upper respiratory complications. 1-150 people infected develop meningitis there's no medical
treatment for cases and no vaccines available for humans yet.
Weld County conducts WNV surveillance that counts with 5 traps located in different municipalities,
culex mosquitoes are separated and municipalities get notified about trap's results.
Colorado has had a significant increase in human cases of WNV in 2023 43 human cases were
reported. WNV is a reportable disease that gets reported to CDC by the patient's physician.
2023 first case of WNV equine was diagnosed, WNV vaccine for horses are available.
Some of the WN grant money was used to purchase mosquito repellant towelettes and distributed
them at events.

Education & Prevention Program:
Brooke presented to board a couple of art paints from a few weld county students from Your Art,
Your Story, Social Justice, & Arts -Based Activism - Arts -based activism uses the creative and healing
power of the arts to move people emotionally and somatically. When done right, art as activism
communicates perspective, questions status quo, inspires action, and builds connections with
audiences. All these things are key in bringing about social change.

Some of the training topics include defining social justice and identifying social justice issues,
discussing tobacco marketing tactics and their impact on overall use, learning how to view tobacco
from a social justice lens, exploring how arts -based activism can create change, announcing and
explaining art contest rules and purpose. She mentioned that she would like to reach out to Latinos
community.

Staff Discussion:
Lauren Light thanked all the board members for showing up to BOH meeting and asked if
they had any special requests for presentations.
