RE: APPROVE APPLICATION FOR 2024 EMERGENCY MANAGEMENT PROGRAM
GRANT (EMPG) AND LOCAL EMERGENCY MANAGER SUPPORT (LEMS)
PROGRAM FUNDING, AND AUTHORIZE CHAIR PRO-TEM AND OFFICE OF
EMERGENCY MANAGEMENT TO SIGN
WHEREAS,the Board of County Commissioners of Weld County,Colorado,pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County,Colorado,and
WHEREAS,the Board has been presented with an Application for the 2024 Emergency
Management Program Grant(EMPG)and Local Emergency Manager Support(LEMS)Program
Funding from the County of Weld,State of Colorado, by and through the Board of County
Commissioners of Weld County,on behalf of the Office of Emergency Management,to the
Colorado Department of Public Safety, Division of Homeland Security and Emergency
Management,commencing upon full execution of signatures,with further terms and conditions
being as stated in said application,and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE,BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Application for the 2024 Emergency Management Program Grant
(EMPG)and Local Emergency Manager Support(LEMS)Program Funding from the County of
Weld,State of Colorado,by and through the Board of County Commissioners of Weld County,on
behalf of the Office of Emergency Management,to the Colorado Department of Public Safety,
Division of Homeland Security and Emergency Management,be,and hereby is,approved.
BE IT FURTHER RESOLVED by the Board that the Chair Pro-Tem and Roy Rudisill,
Director of the Office of Emergency Management,be,and hereby are,authorized to sign said
application.

Brief description of the problem/issue:Commissioners,the application period has opened for the 2024
Emergency Management Performance Grant.The application is an online application through EMGrants Pro,
this is the State grant portal for Homeland Security Grants. I'm requesting approval to complete the electronic
application and schedule a formal approve at a BOCC meeting.
Chris D'Ovidio will be listed as the controller and have approval authorization for all finical reports.I will
manage the grant and complete the required quarterly reporting.
Estimated grant funding is$92,075.00.This funding supports the OEM program and is utilized for salaries,and
other emergency management budgetary costs. There is a 50% match for the grant funding and is a
reimbursement grant.The OEM budget include funding for this match requirement.
What options exist for the Board?(include consequences,impacts,costs,etc.of options):
Approve request to apply for grant funding.Deny application request,this would affect the OEM budget for
2024 as it would reduce grant funds by an estimated$92,075.00.
Recommendation:
Authorize electronic application and schedule this item for formal approval for a future BOCC meeting.
