RE: A SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT,
USR23-0001, FOR A KENNEL IN THE A (AGRICULTURAL) ZONE DISTRICT -
PAUL SALVESON
A public hearing was conducted on April 19, 2023, at 10:00 a.m., with the following present:

The following business was transacted:
CI I hereby certify that pursuant to a notice dated March 13, 2023, and duly published March 17,
2023, in the Greeley Tribune, a public hearing was conducted to consider the request of
Paul Salveson, for a Site Specific Development Plan and Use by Special Review Permit,
USR23-0001, for a Kennel in the A (Agricultural) Zone District. Karin McDougal, Assistant County
Attorney, made this a matter of record.
IR Maxwell Nader, Department of Planning Services, presented a brief summary of the proposal
named Cowboy K-9 Training, for a total of 15 dogs on site. He stated the proposed hours of
operation are Monday through Sunday, 8:00 a.m. to 6:00 p.m., accommodating eight (8) clients
at a time, and the applicant has met the license requirements for a proposed kennel operation.
He described the size of kennels and dog runs, and detailed the sign posting, and stated one
phone call from a surrounding property owner (SPO) was received, regarding general questions
but no concerns. He shared, per the Development Review staff, the parcel has an existing
permitted access onto County Road (CR)100, at a shared access point, via AP22-0037, the
applicant has proposed a second access onto CR 100 at a location that appears to meet the
minimum spacing requirements, and a permit will be applied for. He stated CR 100 is a gravel,
local road, which requires 60 feet of right-of-way, and the recent traffic counts 97 vehicles per
day, with 20% trucks. He further stated the applicant sent an acceptable Traffic Narrative, which
states there will be approximately two (2) to three (3) passenger cars per day, and the applicant
has submitted an acceptable Drainage Report which indicates the site meets the Drainage
Retention Exception. Mr. Nader relayed the site is located within the three (3) mile referral area
of the Town of Nunn, who did not return their referral, and he described the surrounding Uses.
Mr. Nader entered the favorable recommendation of the Planning Commission into the record as
written and displayed images of the site and surrounding views.

Lauren Light, Department of Public Health and Environment, stated the existing residence is
served by a domestic well and a septic system sized for three (3) bedrooms. Additionally, a
portable toilet for clients will be provided, in accordance with Environmental Health policy, water
will be delivered to control dust as necessary, and noise is restricted to the Residential limit. She
shared a Pet Animal Care Facilities Act (PACFA) licensed has been issued, and there are no
outstanding issues with the request.
IR Paul Salveson, applicant, stated he has no further comments and is happy to answer any
questions.
No public testimony was offered concerning this matter.
El The Board reviewed the Conditions of Approval and Development Standards. In response to
Commissioner Ross, Ms. Light confirmed per DS #17, if the well is re -permitted to commercial,
the existing well may be used.
In response to Chair Freeman, Mr. Salveson indicated he had reviewed, and agreed to abide
by, the Conditions of Approval and Development Standards, as presented.
Commissioner Ross moved to approve the request of Paul Salveson for a Site Specific
Development Plan and Use by Special Review Permit, USR23-0001, for a Kennel in the
A (Agricultural) Zone District, based on the recommendations of Planning staff and the Planning
Commission, with the Conditions of Approval and Development Standards, as presented. The
motion was seconded by Commissioner Buck, and it carried unanimously. There being no further
discussion, the hearing was completed at 10:19 a.m.
This Certification was approved on the 3rd day of May, 2023.
