The proposal has been reviewed on behalf of the Weld County Department of Public Works and the
Department of Planning and Zoning. Staff comments made during this phase of the application process
may not be all-inclusive, as other issues may arise during the remaining application process.
COMMENTS
GENERAL PROJECT INFORMATION/LOCATION
Project description: A Site -Specific Development Plan and Use by Special Review Permit for buildings
exceeding the maximum building coverage (up to 12%) in a subdivision in the A (Agricultural) Zone District.
This project is south of and adjacent to Del Comundo Lane and is east of and adjacent to Sierra Vista Road.
Casagrande Estates.
Parcel number: 131117003001.
Accesses are onto Del Comundo Lane and Sierra Vista Road.
ACCESS
Development Review has reviewed the application materials related to access.
The parcel has two existing unpermitted access points. One access is onto Del Comundo Lane
approximately 75 feet east of the intersection of Del Comundo Lane and Sierra Vista Road. This access
appears to have been created in 2008. The other access is onto Sierra Vista Road approximately 100 feet
south of the intersection of Sierra Vista Road and Del Comundo Lane. This is the access that was originally
constructed on the parcel prior to 1999. Both access points meet the Minimum Access Spacing Criteria as
specified in Table 1 below.
The applicant is requesting a third access point for the parcel. This access would be onto Del Comundo
Lane approximately 200 feet east of the intersection of Del Comundo Lane and Sierra Vista Road.
As the parcel is less than an acre, three access points appear to be excessive. The applicant should
consider closing and reclaiming the existing access point onto Del Comundo Lane in lieu of the proposed
access point for the proposed barn.
The applicant shall obtain access permits for two access points that meet the Minimum Access Spacing
Criteria.

ROADS AND RIGHTS -OF -WAY
Both Del Comundo Lane and Sierra Vista Road are paved roads and are designated on the Weld County
Functional Classification Map (Code Ordinance 2017-01) as local roads, which requires 60 feet of right-of-
way. These roads are located within Casagrande Estates. The applicant shall delineate on the map the
future and existing right-of-way and the physical location of the road. If the right-of-way cannot be verified
it shall be dedicated. Pursuant to the definition of setback in the Weld County Code Sec. 23-1-90, the
required setback is measured from the future right-of-way line. Be aware that physical roadways may not
be centered in the right-of-way. This road is maintained by Weld County.
DRAINAGE REQUIREMENTS
This area IS within an Urbanizing Drainage Area: Urbanizing Drainage Areas typically require detention of
runoff from the 1 -hour, 100 -year, storm falling on the developed site and release of the detained water at
the historic runoff rate of the 1 -hour, 5 -year storm falling on the undeveloped site for URBANIZING areas.
Detention pond waived and a simple drainage narrative:
The applicant has submitted a drainage narrative stating that the site meets stormwater drainage detention
exception 10. Parcels with total area less than, or equal to, 1.0 gross acre. Located in Sec. 8-11-40.
Drainage Policy.
The parcel is in an MS4 area. Thus, future activity on the parcel may trigger MS4 requirements.
Historic Flows:
The applicants will be required to maintain the historic drainage flows and run-off amounts that exist from
the property.
MUNICIPAL SEPARATE STORM SEWER SYSTEM (MS4)
This site is located in a Municipal Separate Storm Sewer System (MS4) Area which may trigger specific
water quality requirements or other drainage improvements. In addition to compliance with applicable Weld
County regulations, property owner is required to be compliant with any additional MS4 requirements.
Currently, no MS4 requirements have been triggered on this parcel.
Questions pertaining to the MS4 requirements should be directed to the Public Works Department 970-
400-3788.
CONDITIONS OF APPROVAL
A. The USR map shall be amended to delineate the following:
1. Both Del Comundo Lane and Sierra Vista Road are paved roads and are designated on the Weld
County Functional Classification Map (Code Ordinance 2017-01) as local roads, which require 60
feet of right-of-way at full buildout. The applicant shall delineate and label on the map the future
and existing right-of-way (along with the documents creating the existing right-of-way) and the
physical location of the roads. If the existing rights -of -way cannot be verified they shall be
dedicated. Pursuant to the definition of setback in the Weld County Code Sec. 23-1-90, the required
setback is measured from the future right-of-way line. These roads are maintained by Weld County.

2. Show and label the existing access location on Sierra Vista Road and the proposed access onto
Del Comundo Lane. Show and label the existing access onto Del Comundo Lane as "close and

DEVELOPMENT STANDARDS (NOTES ON THE SITE PLAN)
1. The property owner or operator shall be responsible for controlling noxious weeds on the site, pursuant
to Chapter 15, Article I and II, of the Weld County Code. (Development Review)
2. The accesses to the site shall be maintained to mitigate any impacts to the public road, including
damages and/or off -site tracking. (Development Review)
3. This site is located in the MS4 area and is subject to the regulations of the state -issued MS4 Permit.

Re: USR22-0029 Applicant: Julie Walker
Environmental Health Services has reviewed this proposal for a Site -Specific Development Plan and
Use by Special Review for Buildings exceeding the Maximum Building Coverage (up to 12%) in the A
(Agricultural) Zone District.
The existing residence is served by Central Weld County Water District and an on -site wastewater
treatment system (OWTS) permitted for 3 bedrooms (G19732629). The OWTS is located to the
southwest of the residence. The proposed building is adjacent to the OWTS and must adhere to a
setback of a minimum of 10 feet to the leach field and 5 feet to the septic tank.
We recommend that the following requirement be incorporated into the permit as a development
standard:
1. All structures must meet the required setbacks from the existing On -site Wastewater
Treatment System in compliance with provisions of the Weld County Code,
pertaining to On -site Wastewater Treatment Systems.
