Tier 1-Weld County Road 21 Improvements Exhibits.pdf D.DEMONSTRATION OF NEED — The statutory purpose of the Energy and Mineral Impact Assistance program is to provide financial assistance to political subdivisions socially or economically impacted by the development,processing or energy conversion of minerals and mineral fuels. a.Demonstration of need Why is the project needed at this time?(1,000 character limit) Weld County Road 21 and CO 66 intersection has been identified by CDOT as a safety concern and Weld County is partnering with them to implement safety improvements.This very important collector road project will continue those safety improvements north to CR 34,which is an important oil and gas route in this area of the county due to limited connectivity because of the South Platte River. b.Does this project address the stated need? Does this project,as identified in this application,completely address the stated need?If not,please describe additional work or phases and the estimated timeframe.Do you anticipate requesting Energy and Mineral Impact Assistance funds for future phases? (500 character limit) The consequences if this project is not awarded funds will result in the continued deterioration of WCR 21,which will eventually become a greater safety issue than currently exists today.
